Performance Work Statement
Runway Ice Detection System (RIDS)
Ellsworth AFB, South Dakota
DATED: 6 November 2019
1. GENERAL
a. Contractor to provide all services, materials, equipment, VAISALA certified personnel, parts, and labor to maintain the existing Runway Ice Detection System (RIDS) on Ellsworth Air Force Base, South Dakota in normal operating order. This system includes, but is not limited to, sensing devices, remote processing units (RPUs), hardware and software.
2. MAINTENANCE
a. Contractor shall be responsible for the maintenance and repair, with the assistance of 28 CES Horizontal shop subject matter experts, of three (3) RPUs and all of their associated equipment and components, including all atmospheric sensor equipment. All work completed must comply with all terms and conditions agreed upon with VAISALA upon equipment installation and setup.
b. Contractor to provide VAISALA certified personnel to perform one scheduled annual preventative maintenance visit throughout the contract year to check RPU equipment, in ground sensors, and atmospheric sensor equipment for proper calibration and working condition.
c. Contractor to provide VAISALA certified personnel to respond up to two (2) unscheduled maintenance requirements and issues with RPU equipment, in ground sensors, and atmospheric sensor equipment during contract year. This may be accomplished by one of the using sections subject matter experts contacting VAISALA certified personnel and working remotely to resolve issues, or having VAISALA certified personnel schedule a site visit through shop supervisor to ensure access to RIDS equipment is possible.
d. For any/all maintenance performed onsite the contractor shall demonstrate to a government representative that the RIDS is working properly before leaving the work area.
e. If issues arise that are deemed a critical interruption to RIDS system by the government, upon notification by user the contractor shall make a best effort to restore system to normal operating order within five (5) working days during winter months, approximately 15 Oct – 15 April.
3. SOFTWARE
a. Contractor to provide annual licensing to end-user for a period of 12 full months to utilize RoadDSS Navigator; Road Weather Data Management system compatible with runway ice detection system model RWS200 by VAISALA, Inc.
b. Contractor to provide any software issue guidance to section users accessing RoadDSS Navigator web site. In the event that an issue cannot be solved remotely, attempts by end user to verify their software is working correctly will be exhausted before requesting support from contractor VAISALA certified personnel.
4. GUIDANCE
a. For onsite maintenance, all visits needs to be coordinated thru 28 CES Horizontal shop supervisor to ensure a section representative is present and access to RIDS equipment is possible.
On day of arrival for on-site maintenance, all contractor personnel shall report to Building 7612, Horizontal Shop/Snow Barn before proceeding to location of RIDS equipment.
b. All contractor personnel will be subject to all base regulations and OSHA safety standards.
Contractor personnel troubleshooting, repairing, or replacing RIDS components or parts shall be VAISALA trained and certified.
c. The contractor shall be responsible for any damages to government property, structures, roads, grounds, and airfield surfaces caused by maintenance, repair work, and contractor vehicles. The contractor shall return all government property, structures, grounds, and airfield surfaces to original condition after work is complete at his own expense.
5. SECURITY REQUIREMENTS
a. All contractor personnel must be able to obtain and maintain the proper vehicle and security clearance required to enter the Ellsworth AFB installation. The contractor shall ensure the pass and identification items required for contract performance are obtained for all contractor employees and non-government owned vehicles from the Security Forces Pass and Identification Section, located in the Visitors Center.
b. The contractor shall retrieve all installation entrance passes, including vehicle passes, from contract personnel who depart for any reason before the contract expires. (e.g.: terminated for cause, retirement, etc.)
c. The contractor and its employees shall comply with base traffic regulations to include inclement weather driving requirements.
d. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately- owned vehicle while on military installations.
e. The Contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
f. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, Contractor personnel, resources, and classified or unclassified defense information.
g. The Contractor shall be responsible for safeguarding and safe handling of all government property and documentation provided for Contractor use.
