STATEMENT OF WORK FOR EQUIPMENT MAINTENANCE & REPAIR

Ellsworth AFB Steris Steam Sterilizer with Steam Generator and Getinge Washer

SCOPE: The 28th Medical Group (28 MDG) requires a comprehensive service contract on two

Steris Steam Sterilizers to include the steam generators and one Getinge Instrument Washer.

BACKGROUND: The 28 MDG has two Steris sterilizers (with steam generator) and one

Getinge Washer located in the Dental Clinic. Due to the 28 Biomedical Maintenance manning levels and the complexity of these units, a service contract for preventive maintenance, calibration, emergency repair is required for the units, to include the sterilizer’s steam generator/boiler tank which is housed on the unit.

SUMMARY OF REQUIREMENTS:

The contractor shall provide preventive maintenance (PM), calibration services, and support to two Steris sterilizers (with steam generator) and one Getinge Washer:

SERVICE CALLS: The contractor will provide technical telephonic assistance to operators of the equipment and BMET personnel in determining locality of potential malfunctions. There will be unlimited service visits during the period, Monday through Friday, from 7:30 AM to 4:30

PM, excluding holidays. Unlimited emergency repair visits will also include parts and labor. All work will commence within 24 hours after receipt of written or verbal notification. The contractor must provide documentation on all test equipment used to check and calibrate the equipment to ensure that equipment has been calibrated in accordance with (IAW) manufacturer’s specifications or within the last twelve (12) months against a standard that is traceable to the National Bureau of Standards.

PERFORMANCE: All work is to be performed by competent service personnel, experienced to work on Steris sterilizers and Getinge Washers.

SCHEDULE OF INSPECTIONS: The contractor will perform calibrations for each sterilizer and washer annually, in the month of April, IAW currently established Defense Medical

Logistics Standard Support (DMLSS) maintenance schedules. The contractor must provide documentation on all test equipment used to check and calibrate the equipment to ensure that all test equipment has been either calibrated IAW manufacturer specifications or calibrated within the last twelve (12) months against a standard that is traceable to the National Bureau of

Standards. Calibrations will be accomplished during regular business working hours. The contractor will perform PMs, to include all parts and labor, IAW the manufacturer’s technical literature or Preventive Maintenance Checklist (PMCL) for the washer one time annually and for the sterilizer four (4) times annually, on a quarterly basis. The contractor shall clean the boiler at a minimum once per year. Scheduled inspections will include, but not be limited to: cleaning, descaling, lubrication, counterweight cable inspections, functional tests, leakage current tests, and adjustments. PMs will be accomplished during regular business working hours. Copies of all services performed and parts utilized during the calibrations, PMs, or other service calls will be provided to the Biomedical Equipment Technician (BMET) office within seven (7) working days of the completion of any and all services.

REPORTING PROCEDURES: The contractor will provide at least two (2) weeks’ notice to

BMET department prior to propose service dates for all scheduled maintenance by calling 605-

385-3507. Service technicians must report to the BMET department, Bldg. 6000, RM B-24.

Technicians must sign-in and procure a visitor badge before proceeding to work location.

Technician must also return visitor badge before leaving the facility. A copy of the service report will be emailed to the BMET representative.

PARTS: The contractor shall furnish and replace all parts to restore the equipment to a serviceable condition at no additional cost to the government. This includes, but is not limited to: labor, materials, parts, test equipment, tools, facilities, shipping and incidentals necessary to perform calibration and major repair or refurbishment services on a varying quantity of government-owned precision test equipment for both sterilizers. All provided parts will be

Original Equipment Manufacturer (OEM) parts or parts manufactured to OEM specifications.

Parts shall be new and compatible with existing equipment. All replaced parts shall be disposed properly by the contractor. The contractor will provide a written description of all the work to per performed on each equipment item. All part replacement will be accomplished during regular business hours.

CONNECTIONS: Maintenance is to include all interconnections, devices and cables associated with the equipment listed under SUMMARY OF REQUIREMENTS.

EQUIPMENT: Government property cannot be removed from the 28 MDG without a signed property pass. This pass can be obtained after removal is authorized by the Contracting Officer

Representative from Medical Logistics. The contractor shall be responsible for the loss or damage of any and all equipment while in the contractor’s charge.

CONTRACT PERFORMANCE MONITORING: The Government reserves the right to monitor services IAW performance requirements.
