Performance Work Statement

(PWS)

28th Force Support Squadron (FSS) Test Examiner and Facility Monitor

3 June 2016

1.0 Mission

Provide a qualified and experienced Test Examiner (TE) and Facilty Monitor (FM).

2.0 Scope & General Requirements

The 28 FSS requires ongoing TE/FM support. The Contractor shall provide qualified, experienced personnel. This includes providing personnel, services, and management support to accomplish the objectives. Please provide a proposal that provides an efficient solution to the requirements as outlined in the PWS.

The primary place of performance is Ellsworth AFB, SD. The Period of Performance will 36 months (Base Period +2 One-Year Options). Contractor shall be prepared to begin work immediately on the contract estimated start date at Ellsworth AFB, SD. The normal work schedule for the TE will be 0730 – 1630 on T/TH or W/TH (depending on federal holidays and family days) with an hour lunch from 1100- 1200. The FM will work M-TH, 1700-2100, when National American University (NAU) undergraduate program is in session.

2.1 Business Relations

The contractor shall successfully integrate and coordinate all activity needed to execute the requirement.

The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel. The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement.

2.2 Personnel Administration

The contractor shall provide the following management and support as required. The contractor shall maintain the currency of their employees by providing initial and refresher training as required to meet the PWS requirements.

2.3 Subcontract Management

The contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The prime contractor shall manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations. Contractors may add subcontractors to their team after approval by the Contracting Officer (CO). Cross teaming may or may not be permitted.

2.4 Contractor Personnel, Disciplines, and Specialties

The contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. The contractor shall ensure the labor categories are as defined in the wage determination and utilized as specified in the PWS.

2.5 Location and Hours of Work

The contractor service provider work schedule shall be flexible as required to meet the needs of the Air Force. The primary place of performance is Ellsworth AFB, SD. The primary place of performance at Ellsworth AFB, SD is the 28th Force Support Squadron (FSS) Education and Training Section. Normal workdays are T/TH for the TE and M-TH for the FM except US Observed Federal Holidays (See Below).

Workers typically work eight (8) hours per day, 16 hours per week for the TE and four (4) hours per day, 16 hours per week for the FM.

Federal Holidays: New Year’s Day, Martin Luther King Jr. Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving, and Christmas Day.

2.6 Arrangement for Replacement Staff

The Contractor shall ensure sufficient staffing for full coverage throughout the term of this tasking. The Contractor shall arrange for qualified replacement of pre-approved personnel within seventy two (72) hours (this requirement is applicable to all shifts) when the employees are unable to provide service (regular/emergency leave, sick leave, and no show). All replacement personnel shall have completed the same requirements as full time personnel. The Contractor shall ensure that all pertinent documents required be hand carried, mailed, emailed, or faxed to the Contracting Officer on or before replacement or permanent employee’s start date.

3.0 Task Requirement for Test Examiners

Test Examiners shall work with 28th FSS to provide testing, in the Rushmore Center.

The contractor shall comply with all local facility, network and information security policies.

The Government has unlimited rights to all deliverable of this task order to include intellectual property rights.

The contractor shall provide the functional support required to fulfill this requirement as described in the following:

3 TE will accomplish all test preparations in order to administer Career Development Course and

Professional Military Education exams.

3.1.1 TE will prepare the testing room to administer exams by bringing the computers on-line to access the exams.

3.1.2 TE will be given access to Air Force Automated Management Education System (AFAEMS), Air University Student Information System (AUSIS), and Air University Course Development, Student Administration and Registrar (CDSAR) to schedule examinees for exams and transfer exam results back to Air University at the end of day testing session.

3.2 Perform administrative duties as needed: printing of test schedules, supporting documents, and seating charts.

3.3 Test Examiners are expected to have sufficient ability, experience, and knowledge to accomplish tasks with minimal oversight or guidance.

3.4 Comply with communications information assurance and network policies in accordance with all local facility, network and information security policies.

4.0 Task Requirement for Facility Monitor

The Facility Monitor shall work with 28th FSS to provide building/classroom monitoring in the Rushmore Center facility.

The contractor shall comply with all local facility, network and information security policies.

The Government has unlimited rights to all deliverable of this task order to include intellectual property rights.

The contractor shall provide the functional support required to fulfill this requirement as described in the following:

4 The FM will be responsible for locking and unlocking the doors during NAU undergraduate school terms.

4.1 The FM will ensure all classrooms assigned to NAU are properly arranged to their original intent, all trash is removed at the end of the final class, all white boards are wiped down, lights are turned off, and doors secured.

4.2 FM is expected to have sufficient ability, experience, and knowledge to accomplish tasks with minimal oversight or guidance.

4.3 Comply with communications information assurance and network policies in accordance with all local facility, network and information security policies.

5.0 Services Summary

6.0 Special Requirements

Contractor personnel shall present a neat appearance and dress in a professional manner as such is reasonably expected in a professional office setting. Service providers shall wear appropriate security badges, identification and/or name tag as required by the security procedures of the squadron where performance takes place.

Contract personnel shall be US Citizens and shall be cleared to National Agency Check.

An adequate workspace (climate controlled with sufficient lighting, chair and desk), desktop computer system, desk phone, and other required IT equipment and tools will be provided to the contractor.

6.1 Security and Safety

The contractor shall obtain favorable NAC for all contractor employees who are to be provided access to Government e-mail/internet, LAN/WAN and other Government information networks. Contractor employees shall complete the Cyber Awareness Challenge (CBT) prior to gaining access to “.mil” domains in accordance with AFI 33-302, Computer Security, and AFI 33-115, Volume 2, Licensing Network Users and Certifying Network Professionals.

The contractor shall safeguard all Government property and controlled forms provided for contractor use and adhere to the Government property requirements contained in this contract. At the end of each work period, all Government facilities, equipment and materials shall be secured.

Contractor personnel shall meet established unescorted installation entry requirements pursuant to AFI 31-101 before base identification will be issued. Contractors shall submit requests for installation identification to Contracting Officer no later than 72 hours following contract award, and 72 hours prior to the individual(s) requiring subsequent entry on to the installation. Personnel not meeting the minimal standards will not be issued an installation pass and will not be allowed access to the installation.

7.0 Education/Experience

The following are minimum education/experience requirements:

High School Diploma

Organization Requirements: Test Examiner and Facility Monitor shall have:

• The ability to communicate clearly, good verbal and written communication skills, with demonstrated ability to communicate with technical and not-technical team members as well as functional management.

• Good personal and teamwork skills.

• Possess the ability to perform accurately in situations of evolving organizational requirement and deadlines.

• Have a valid driver’s license.

• Must be able to walk or stand for up to 8 hours at a time.

• Have the skills and abilities to quickly learn through on-the-job training and assigned reading

8.0 Key Personnel

All contractor personnel assigned are not considered mission essential to the work being performed.

Before replacing contractor personnel assigned to this contract, the contractor shall notify the Contracting Officer, in writing, before the change can become effective. The contractor shall submit sufficient information to support the proposed action and to enable the Contracting Officer and the Project Officer to evaluate the potential impact of the change.

The contractor shall be responsible to reimburse the 28 FSS for damages caused by the employee, including damages to Government Furnished Equipment (GFE) and any of the 28 FSS records (electronic or hard copy).

9.0 Deliverables

Contractor personnel shall complete given tasks within timeframe specified; ensure work products are thorough and accurate; and work and interact professionally and effectively with all levels of management and staff in completing tasks. Unprofessional behavior shall not be tolerated and is grounds for immediate removal at the contractor’s expense.

10.0 Training

Contractor personnel are expected to be trained prior to the start of the contract. The 28 FSS will provide the TE with on-the-job training due to Air Force specific/unique platforms.

11.0 Contractor Manpower Reporting

The Contractor shall report all Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the 28th FSS via a secure data collection site.

The Contractor is required to completely fill in all required data fields at http://www.ecmra.mil and register within 30 days of contract award.

Reporting Period Contractors shall be required to input previous years’ data by 31 October of each year.

Uses and Safeguarding of Information Information from the secure web site is considered to be proprietary in nature when the contract number and Contractor identity are associated with the direct labor hours and direct labor dollars. At no time will the data be released to the public with the Contractor name and Contractor number associated with the data.

12.0 General Information

Federal Holidays.

New Year’s Day - 1 January Martin Luther King Day - 3rd Monday in January Washington’s Birthday - 3rd Monday in February Memorial Day - last Monday in May Independence Day - 4 July Labor Day - 1st Monday in September Columbus Day - 2nd Monday in October Veteran’s Day - 11 November Thanksgiving Day - 4th Thursday in November Christmas Day - 25 December

If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed.

Performance of Services during Crisis Declared by the National Command Authority or Overseas Combatant Commander. According to Department of Defense Instruction (DoDI) 3020.37, Continuation of Essential DoD Contractor Services During Crises, and the Air Force implementation thereof, unless otherwise directed by the Commander of the 28th FSS, it is determined that requirements under this PWS are not essential to be performed during a crisis.

Traffic Laws. The Contractor and its employees shall comply with base traffic regulations.

Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor-owned or privately owned vehicle while on EAFB.

For Official Use Only (FOUO). The Contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
