Section B: Description of the Supplies/Services Required

BLUF: Water pump control components, and their housing, must be replaced & retrofitted

Replace the failed automation booster pump Variable Frequency Drives (VFD) of the Water Treatment Plant (WTP) operations shop portion of the Direct Digital Controls (DDC) system which is maintained by the Environmental Controls Shop (ECS) of Beale AFB 9th Civil Engineering Squadron (9CES) and retrofit the existing enclosures to include properly located VFD interfaces with required temperature control, housing, and communications components.

Proposed Solution Summary Replace the failed booster pump VFD and retrofit the existing enclosure to include properly located VFD interface as well as a thermostatically controlled ventilation fan.

Booster Pump #3 VFD Scope:

1. Remove existing VFD and control devices from the existing enclosure.

2. Furnish and install (1) 150 horse power, 3 phase, (for booster pump 3).

3. Retrofit the existing enclosure to allow for ventilation of the cabinet to include:

a. Thermostatically controlled exhaust fan

b. Ventilation louvers

c. Remote VFD operator display

4. Furnish and install all necessary mounting hardware to receive the new VFD.

5. Perform a full documented start up of the new VFD.

6. Program the VFD's for maximum energy efficient operation.

7. Reconfigure the to reflect the new VFD.

General Scope:

8. Create new trend definitions for all added points.

9. Perform a point to point checkout.

10. Perform a functional test for installation verification.

Add Alt "A" Proposal Booster Pump #2 VFD Scope:

11. Remove existing VFD and control devices from the existing enclosure.

12. Furnish and install (1) 150 horse power, 3 phase, (for booster pump 3).

Add Alt "C" Proposal Electrical Room A/C Control Scope:

31. Furnish and install controls to monitor and control (1) existing split A/C unit to include the following: a.

Enable/disable

b. Status

c. Room temperature

d. Virtual alarm

e. Database modifications: points, trends, alarming and graphics

Assumptions/Clarifications:

1. All work is to be performed during normal business hours (6am - 5pm, Monday thru Friday)

2. Existing field wiring and conduit to existing VFD's to be reused.

3. will provide a 2 year warranty for the VFD and installation of the VFD.

Overall Exclusions:

1. Third party commissioning agent support, documentation and meetings.

2. Installation of any line/load wiring or control wiring.

3. Any work associated with Asbestos identification, removal, decontamination, etc…

4. Fan Motor shaft grounding kits

5. Patching and painting.

6. Overtime labor

7. Motor Starters or any work associated with electrical distribution panels.

Section C: Justification for Soliciting from a Single Source or Brand Name was approved as the provider for Direct Digital Controls (DDC) in 2002 by and has since been utilized as the sole programs/component supplier for all Wastewater Treatment Plant (WWTP) and Water Treatment Plant (WTP) automated operations. Changing component brands will incur additional costs as well as dramatically increased operational risk to mission capability. This cost would include all hardware, software, personnel training and a new service agreement contract to support the new DDC requirements. Cost estimates would be over $2M to redesign, install and maintain a new DDC system. The Direct Digital Controls system selected by Beale AFB is manufactured by which is a GSA recognized vendor. The central equipment consists of a computer server that allows the base to perform manual operations, automated operations, coordinate systems for energy reduction, view facility status in real time and generate run-time reports. To maintain coordinated system growth, consistency and lower training costs, future DDC support systems procurements must be equipment manufactured by that will integrate with the currently established

Section D: Efforts to Obtain Competition has been the only approved provider for Direct Digital Controls (DDC) at Beale AFB, CA. To ensure consistency of system operation, effective training consolidation, and prevention of severe costs and risks to the mission incurred by using components from alternative brands.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

There are similar brands and manufactures of the DDC; however to meet the current needs of the customer the entire system would have to be replaced at a significant cost to the government. Contracting will continue to monitor the market for additional sources/providers of this specific requirement.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
