MEMORANDUM FOR FBO RFQ FA4686-18-R-0041

SUBJECT: Request for Information Answers
1. The following questions were received via email in response to the RFQ FA4686-18-R-0041 on FBO. Answers follow.
a. Does the Combined Synopsis/Solicitation posted as solicitation number FA468618R0041 on FBO contain requirements similar to an existing contract or will this be a new requirement?
No
b. What is the current contract number.
N/A
c. Does this imply that up to 200 students of a mixed group would be trained in a classroom for one hour, and the remaining training (up to 7 additional hours within four days) would be “hands-on” for the smaller Security Forces group?
No, the class size per instructor is approximately 25 so the individual classes will be broken down in to classes with approximately 25 students. There may be larger classes for the hands on portions but the instructor ratio must be maintained.
d. The Requirements section also reads: “The applied resilience classroom training for the 9SFS, 9 MDG, and 9 CES must also be put into a tailored hands-on portion of application...”
Yes, all classroom training must be followed up with realistic hands on training, preferably scenario based when appropriate.
e. Is this group to be trained separately from the Security Forces and do they require an additional 7 hours of training post the one hour lecture?
Initially, the classroom training that is applicable to all squadrons i.e. general resiliency, can be trained together however, the hands on portions of the training should be done individually.
The Requirements section also reads: “The applied resilience training for the 9 OG flyers must also be put into a tailored hands on portion on application...”
f. Is this a third group requiring separate training post the one hour lecture, and do they require an additional 7 hours as well?
Yes the training requirements are the same for all squadrons involved.
g. Does the contractor need to have a pilot with 7 years/2,000 hours on staff or does the government provide a person with those credentials to be present during this portion of the training?
The contractor must provide a pilot with the required hours in military aircraft. They do not have to be on staff they can be subcontracted but they must be provided by the contractor.
