WASH RACK

REPAIR/MAINTENANCE

Beale AFB 12 January 2017

WASH RACK MAINTENANCE/REPAIR

1. Scope of Work: The Contractor shall furnish all labor, supervision, tools, equipment, transportation, materials, and incidentals necessary to maintain the vehicle wash rack at Beale Air Force Base. Wash rack is located at building 2496.

1.1. General Services: Wash rack maintenance shall be conducted in order to provide continuous, cost effective, and efficient operation. System shall be maintained to minimize unsatisfactory service conditions including flooding, conditions due to blocked sludge trap, and non-functional wash rack equipment. Facilities shall be maintained clean and orderly with generated waste materials (such as waste oils, grit screenings, and other waste solids) to be routinely collected, as necessary, and removed to an approved off base disposal site. All transportation and disposal practices shall be in accordance with all applicable Federal, State, and County environmental regulations.

1.1.1. All equipment, machines, and tools used in the performance of the work stated in the PWS shall be kept in satisfactory operating condition and used in the manner that the tool was designed to be used for.

1.1.2. The Contractor shall guarantee construction and other materials installed (either by himself or through a subcontractor) are against defects in design, materials, installation, and construction, and for operational failure of the system due to improper installation and materials, for a period of the manufacturer standard common warranty. This period shall start upon approved completion of the installation of the system. The Contractor shall submit a written copy of the Manufacturer’s and/or Contractor’s warranty.

1.2. Quarterly Inspections & Maintenance: The Contractor shall make repairs and provide preventative maintenance as necessary to maintain vehicle wash rack in properly operating condition. The Contractor shall inspect and monitor wash rack on a quarterly basis and ensure all associated equipment is functioning properly. This shall include, but not limited to, the inspection and maintenance of the following items:

· Electrical panels

· Wands

· Motors and Pumps

· Valves

· Piping

· Recycle Water tote

· Soap and Chemical Levels: Contractor is responsible for maintaining the proper level of all cleaning fluids and chemicals associated with the wash racks.

· Sludge Depth

· Hand Wash Racks: if sludge is within 6 inches from the top of waterline (bottom of outflow pipe), the Contractor shall properly characterize for hazardous waste constituents, remove sludge and properly dispose of off base as either hazardous waste or non-hazardous waste.

· Recycle Water Tote: if sludge is 3 inches deep, the Contractor shall properly characterize for hazardous waste constituents, remove and properly dispose of off base as either hazardous waste or non-hazardous waste.

· Vehicle Drive-Through Drain Trench (bldg. 2496): if sludge exceeds 1” in depth, the Contractor shall properly characterize for hazardous waste constituents, remove sludge and properly dispose of off base as either hazardous waste or non-hazardous waste.

· Large Tank Sump in Vehicle Drive-Through (all three sites): if sludge exceeds 36 inches in depth, the Contractor shall remove sludge and properly dispose of off base as hazardous waste.

· Oil Depth in Water Separators: Check for oil or other chemicals, such as fuel and if oil and/or chemicals are present, the Contractor shall have the oil and/or chemicals removed, transported off base and properly disposed of in accordance with all Federal, State, and County environmental regulations.

· Oil Water Separator Vault: Check for water leakage or rain water infiltration. Report liquid in vault over 1 inch to the assigned Point-of-Contact (POC) immediately.

The Contractor shall comply with all Federal, State, and County regulations concerning handling, transport, and disposal of hazardous waste. The Contractor will be responsible for providing equipment and containers.

1.3. Service Calls: Calls will be placed by the POC or the Contracting Officer (CO) orally or in writing and will be assigned a call number. Upon receiving a call, the Contractor shall report to the site within three (3) work days to evaluate and repair the problem. The Contractor shall return defective and replaced parts to the POC. After a service call is complete, the Contractor shall provide the POC a legibly written summary of the work performed. This summary shall contain hours expended, and parts and materials used.

1.4. Areas of Reasonability: The Contractor shall be responsible for the satisfaction of all applicable regulatory agency requirements, including all transport and disposal of hazardous waste. In the event of a regulatory agency or authority assesses a monetary fine, surcharge or penalty against the government for violations caused by Contractor negligence, the Contractor shall reimburse the government for the amount of the fine.

1.4.1. The Contractor shall take all necessary measures to ensure existing wash racks are not damaged by his/her operations. The Contractor shall replace or repair any features damaged by his/her operations in a manner satisfactory to the POC. Contractor is to inventory and inspect all facilities prior to assuming responsibility for facilities.

2. Work Reservations: The government reserves the right to accomplish any of the type of work outlined in this specification, with its own resources. This reservation is extended to work which is integral to other contracts for the maintenance, repair, renovation, or construction of base facilities and infrastructure.

3. Work Conditions

3.1. Work Site Access: Work areas will be made available to the Contractor to the greatest degree possible. Work shall be arranged by the Contractor so that interference with traffic is minimized. The Contractor shall provide and maintain all necessary traffic signs for rerouting traffic. Should it become necessary for the Contractor to close any roads or areas, the request for approval shall be submitted to the POC a minimum of 14 working days prior to the desired closure date. At least limited access for emergency vehicles and personnel shall be guaranteed at all times.

3.2. Schedule: The Contractor’s loss of productivity resulting from failure to schedule, complete all work on schedule, or to coordinate with the POC shall be at no additional cost to the government. However, delays due to weather, natural disasters, or other acts of God shall not negatively impact the Contractor. The Contractor is warned that non-scheduled exercises are normal operations on the installation and no additional compensation will be paid for delays caused by operations.

3.3. Work Hours: Normal working hours are between the hours of 7:00 am and 4:00 pm, excluding Saturdays, Sundays and Federal Holidays. If the contractor desires to work during other periods, the Contractor shall notify the POC three (3) work days in advance of the desired work period. If it is deemed that government personnel are required for the Contractor to perform their after-hours work, then the request may be denied.

4. Utilities

4.1. Use: Reasonable quantities of electricity and water shall be provided to the Contractor without charge. The Contractor shall be responsible for installation, maintenance and repair, and removal of temporary connections or lines, and for returning all utilities connections to original conditions. No utility service shall be interrupted unless authorized in advance by the CO. Furnished electricity is 120 volt AC.

4.2. Fire Hydrants: Use of fire hydrants is prohibited without prior written approval from the Base Fire Department. Written requests for fire hydrant use shall be submitted to the Fire Department Technical Services Section a minimum of five (5) working days prior to the desired date of use. Reference paragraph 9.2.

4.3. Outages: No utility service shall be interrupted without prior written approval from the CO. The Contractor shall submit a written request for utility outages to the CO a minimum of 14 work days prior to the desired date of the outage.

4.4. Telephone Use: There are no government telephones available for the Contractor’s use.

5. Storage: There are no government furnished covered or secure storage areas.

6. Clean-up: The Contractor is responsible for the complete cleaning of the work site at the end of each day. Upon completion of specified work, all materials and other property belonging to the Contractor shall be removed and the work site shall be returned to its original condition or as specified by the POC.

7. Disposition of Materials: The title to all scrap, salvage, waste, and excess material generated as a direct result of this contract is vested in the Contractor unless specifically exempted. The Contractor shall dispose of scrap, salvage, waste, and excess material off base in accordance with applicable Federal, State, and County laws and regulations.

8. Welding, Cutting, or Flame Operation: Welding, cutting, or open flame operations will not be permitted under this contract.

9. Environmental Controls

9.1. Compliance with Laws and Regulations: The Contractor shall be knowledgeable of and comply with all applicable Federal, State, and County laws, regulations, and requirements regarding environmental protection. In the event environmental laws, regulations, and/or requirements change the term of this contract, the Contractor shall comply with such laws/regulations as changed. If there is an increase or decrease in cost as a result of the change, the Contractor shall immediately inform the CO for possible modification of the contract.

9.2. Notification of Environmental Spills: If the Contractor spills or releases any substance listed in CA Health and Safety Code Section 25507, Title 19 CCR Div.2 Ch. 4 Article 2, 40 CFR 302 and 355into the environment, the Contractor shall immediately report the incident to the POC. The Contractor shall be liable for the spill or release of such substances.

9.3. Material Storage and Use: The Contractor shall follow manufacturer’s guidelines and professional recommendations for control of humidity, temperature, cleanliness, and materials handling. This includes hazardous materials.

9.4. Environmental and Hazardous Materials Handling: The Contractor is responsible for advising his employees of all Environmental and Hazardous Materials handling is also required to have and maintain Material Safety Data Sheets (MSDS) or Safety Data Sheets (SDS) on all materials that are required by State and Federal laws and/or regulations (Reference 91-301 and OSHA requirements).

9.5. Hazardous Materials and Hazardous Waste (HM/HW): The Contractor shall use nonhazardous materials whenever possible.

9.5.1. Hazardous Material: The Contractor shall be responsible for knowing which materials are considered hazardous and shall comply with Federal, State, and County requirements pertaining to the proper use, labeling, storage, transporting, and disposal of hazardous materials and hazardous wastes. Hazardous material includes all material hazardous to health, safety, or the environment, such as but not limited to, hazardous chemicals, hazardous substances, toxic chemicals, and extremely hazardous substances, as defined by any of the following:

The government’s policy is to reduce the use of hazardous materials in keeping with federal pollution prevention goals. Beale AFB uses a Hazardous Materials Management Process (HMMP) to control and reduce the use of hazardous materials and to maintain a hazardous chemical inventory in accordance with policy and regulatory requirements.

9.5.1.1. All Hazardous Materials: All hazardous materials must be approved by the HMMP prior to being brought onto the installation. The Contractor shall submit a list of hazardous materials intended for use, along with corresponding MSDS’/SDS’, to the HMMP Lead/Designated Point-of-Contact (POC) through the POC at least thirty (30) calendar days prior to beginning work or bringing hazardous materials onto the installation. The listing shall include product name, chemical type, container type and size, the quantity to be brought onto the installation, process for which it will be used, and disposal method(s) for empty containers and any resulting hazardous or nonhazardous waste.

9.5.1.2. Approved Hazardous Materials: The Contractor shall report how and when approved hazardous materials are used, including any amount spilled, evaporated as an air emission, or properly disposed of as a solid or hazardous waste. The Contractor shall submit to the HMMP, through the POC, an inventory of approved hazardous materials brought onto the installation within five (5) calendar days after initial job start. The inventory shall include product name, chemical type, quantity on-hand, and quantity to be used. An updated quarterly inventory shall be submitted to the HMP, through the POC, not later than the 10th of the month following the previous quarter listing quantities used during the previous month, total quantities used since job start (on an annual basis), and any amount disposed of as hazardous or nonhazardous waste. Contractor shall use the attached form, or other previously POC approved format to report inventory information.

9.5.2. Hazardous Waste: Hazardous waste includes, but is not limited to, material discarded or disposed of which exhibits characteristics of toxicity, reactivity, corrosivity, or ignitability, or which is listed as hazardous waste by any of the following:

The government’s policy is to reduce the disposal of hazardous waste in keeping with federal pollution prevention goals. The Contractor will be responsible for providing equipment and containers.

9.5.3. Spill Prevention and Response: The Contractor shall ensure all employees are knowledgeable of spill prevention and response procedures. If a spill does occur, the Contractor shall take immediate action to contain it and report the incident to the Fire Department by dialing 911 from any base phone. If calling by cellular phone, dial (530) 634-8675. The Contractor shall also notify CEAN at (530)301-9413. The spill shall also be reported in writing to the CO within 48 hours.

9.5.3.1. Hazardous Spills or Discharges: The Contractor is responsible for cleanup of any hazardous spills or discharges. The Contractor will clean-up, containerize, and properly dispose of any spills caused by the Contractor’s employees such that no petroleum product, toxic chemical or hazardous substance enters any creek, gutter, or other appurtenance leading to natural drainage, storm drainage, or sanitary sewer systems. This includes any chemicals or substances that cause soil staining or other potential for air, water, soil degradation as determined by the base environmental flight. If required by the government, the Contractor shall sample the spill site, in the presence of Environmental, to show adequacy of spill cleanup. All clean up procedures shall follow all Federal, State, and County laws and regulations.

9.5.3.2. Government Resources: Spill cleanup using government resources will be charged to the Contractor at an amount determined by the CO based on actual cost for manpower, supplies, equipment, and any resulting fines levied for the spill clean-up and testing.

9.6. Ozone Depleting Chemicals (ODC): The Contractor shall not use, in performance of this requirement, Class I ODCs, nor shall the delivery of these Class I ODCs be any item or supply or part of any service. If no suitable substitute to a Class I ODC exists, the Contractor must contact the CO.

10. Solid Waste and Construction Debris: The Contractor is responsible for properly removing, transporting, and disposing of all non-hazardous solid waste to an approved off-base disposal location. The Contractor will be responsible for providing equipment and containers.

11. Environmental and Occupational Safety and Health: The Contractor shall be fully responsible for compliance with all Base, County, State, and Federal environmental/ occupational safety laws, rules and regulations. The Contractor shall follow life and safety codes and take necessary actions to avoid conditions which may be hazardous to the health and safety of base personnel. Any apparent conflict between compliance with the above information and satisfying the requirements of the contract shall be immediately brought to the attention of the CO for resolution, prior to the performance of the work in question.
