Statement of Work
Two (2) Trailer-borne Mobile Active Vehicle Barriers (AVBs) Riverside Drive adj. Bldg. 625, March ARB, CA
1. INTRODUCTION
1.1 The contractor shall provide all materials, equipment, labor, transportation, supervision, and other necessary items required for a mobile barrier system to be utilized on Riverside Drive adjacent to Building #625, March ARB, CA 92518.
2. SCOPE
2.1 This Statement of Work outlines the tasks required of the contractor to deliver and set up a mobile Active Vehicle Barrier (AVB) system on Riverside Drive. The contractor will provide technical support/assistance to the government for this equipment through coordination with the 452 Security Forces Squadron Anti-Terrorism program manager. The contractor shall provide all training, labor, supervision, materials, travel and transportation necessary to deliver and set up the mobile barrier system on Riverside Drive adjacent to Building #625, March ARB, CA 92518.
2.2 Contractor shall conform to all base regulations and directives pertaining to security, safety, fire, traffic, and personnel clearance, insofar as they pertain to the Contractors activities on March ARB, California. The Contractor shall ensure conformance by all employees and subcontractors.
2.3 Contractor shall submit a pass information sheet identifying all employees, including subcontractor employees, who the contractor intends to have working on March ARB. Pass information sheet may is for the purpose of identifying, background check for criminal and/or terrorist record and determination of fitness for access onto March ARB in accordance with the Integrated Defense Plan. Pass Information Sheets may obtained by calling 951-655-3970. Upon completion of the contract or expiration of the passes, the Contractor shall ensure that all passes issued to employees and subcontractor employees are returned to Security Forces/Visitor Control Center. Failure to comply with this requirement may result in contract termination, removal from March ARB and/or withholding of final payment.
2. 4 Contractor will take all steps necessary to prevent damage to government property. Contractor will be liable for any damage to government property that is determined to be the fault of the contractor.
3. SPECIFIC TASKS
3.1 The contractor shall deliver the two (2) Trailer-borne Mobile Active Vehicle Barriers (AVBs) to Riverside Drive adjacent to Building #625, and X Street.
3.1.1 The contractor shall acquire the equipment and provide on-site set up and training of (2) Trailer-borne Mobile AVBs.
3.1.2 The contractor will deliver (2) Trailer-borne Mobile AVBs with the following specifications:
3.1.2.1 (2) Trailer-borne Mobile AVBs must stretch across a roadway that is 40 feet wide. In order to cover the 40 wide stretch with one inbound and one outbound lane, two 16 foot barriers are required to encompass both AVBs and clear opening within the 40 street to meet this Statement of Work.
3.1.2.2 (2) Trailer-borne Mobile AVBs will activate within 2 seconds and must deploy and retract using automated controls systems.
3.1.2.3 The retraction time must be less than 5 seconds.
3.1.2.4 (2) Trailer-borne Mobile AVBs will be capable of stopping a minimum 15,000 lbs. at 40 miles per hour (MPH).
3.1.2.5 Minimum cabled or preferred upgraded to wireless remote controllers are required to activate both (2) Trailer-borne Mobile AVBs.
3.1.2.6 Power supply required to operate in addition to self-sustaining battery and/or fuel generator power supply, the (2) Trailer-borne Mobile AVBs shall use Uninterrupted Power Supply (UPS) and be no more than a 100 amp 110 volt single phase service. Single electrical subpanel to be installed on 1 side of the roadway where Net Barrier is located.
3.1.2.7 (2) Trailer-borne Mobile AVBs must be rated ASTM F2656-07 minimum P2 to maximum P3.
3.1.2.8 The design and structural materials of the (2) Trailer-borne Mobile AVBs furnished shall be the same as those used in the crash tested barrier. Crash test must have been performed and data compiled by an approved independent, third party testing agency in accordance with ASTM F2656-07, where testing Agency is DoD approved. Furthermore, the barrier must provide bi-directional stopping capability. Uninterrupted Power Supply (UPS) shall backup barrier operations without interruption or delay during a power outage. The backup power must also operate traffic lights, warning lights, signals, alarms, controls and other devices associated with the barrier. The net barrier must operate a minimum of 20 times using backup power during a power outage, which includes the lights, signals, alarms, controls and other accessories. Backup power shall be tested during commissioning.
3.1.2.9 All parts of (2) Trailer-borne Mobile AVBs shall be rust proof and unaffected by water, salt, ice, temperature change, UV degradation or other weather. Barrier net cables are used, must be pliable and shall not "kink" or bend from impact by a vehicle.
3.1.2.10 The (2) Trailer-borne Mobile AVBs shall be able to cycle at least 15 times in an hour.
3.1.2.11 At least 2 weeks prior to turnover, acceptance testing & commissioning document shall be provided. It will list each field test to perform in a formal order, so that each alarm, traffic light, safety device, deployment & retraction button, safety loop are tested in field and recorded prior to turnover. Testing and commissioning documents are site specific to the barrier installed.
3.1.2.12 At least 2 weeks prior to turnover and demonstration, list of optional spare parts and supplies shall be provided with unit prices.
3.1.2.13 The (2) Trailer-borne Mobile AVBs must remain locked in-place and remain connected in the same manner before, during, and after a vehicle impact.
3.1.2.14 Provide a warning annunciator built in to the barrier end support that produces an audible sound and warning lights to inbound and outbound vehicle traffic and/or bystanders when the EFO button has been pushed to activate the mobile AVB.
3.1.3 Provide a field training course for designated staff members that operate and maintain the equipment. Training shall be provided for a total period of not less than 4 hours and time and shall start after the system is functionally complete. Field training shall cover items contained in the operating and maintenance instructions.
3.1.4 Reference the two attachments; USAF and DoD guidelines for AVBs; Active Vehicle Barrier Inspection (AVB) Inspection and Recertification Guidance Memorandum dated 15 Jun 2012 and DOD ANTI-RAM VEHICLE BARRIER LIST dated March 2018.
4 GOVERNMENT FURNISHED PROPERTY
4.1 The government will provide the contractor escorted access to the installation location, power service closets and March ARB, CA, or any location required to install this system.
4.2 The government will provide the following at March ARB, CA:
4.2.1 Equipment staging and assembly area with standard electrical outlets.
4.2.1 Allocate available power circuits.
5 PERIOD OF PERFORMANCE
5.1 A standard lead time of 90 days prior to the installation start date for acquisition and shipment of material, tools and test equipment while be provided. The installation start date will depend upon customer requirements, installation team availability and will be coordinated with all parties involved. The period of performance for this contract is to be determined and agreed upon by the contractor and customer prior to award. Work schedule will be Monday thru Friday 0730-1630.

252.232-7006 Wide Area WorkFlow Payment Instructions. 2018-12 As prescribed in 232.7004(b), use the following clause: WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)
(a) Definitions. As used in this clause- Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization. Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF). Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system. Payment request and receiving report are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports. (b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports. (c) WAWF access. To access WAWF, the Contractor shall- (1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and (2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. 5352.201-9101 OMBUDSMAN (JUN 2016)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

5352.223-9001 HEALTH AND SAFETY ON GOVERNMENT INSTALLATIONS (NOV 2012)
(a) In performing work under this contract on a Government installation, the contractor shall:
(1) Take all reasonable steps and precautions to prevent accidents and preserve the health and safety of contractor and Government personnel performing or in any way coming in contact with the performance of this contract; and
(2) Take such additional immediate precautions as the contracting officer may reasonably require for health and safety purposes.
(b) The contracting officer may, by written order, direct Air Force Occupational Safety and Health (AFOSH) Standards and/ or health/safety standards as may be required in the performance of this contract and any adjustments resulting from such direction will be in accordance with the Changes clause of this contract.
(c) Any violation of these health and safety rules and requirements, unless promptly corrected as directed by the contracting officer, shall be grounds for termination of this contract in accordance with the Default clause of this contract.

5352.242-9000 CONTRACTOR ACCESS TO AIR FORCE INSTALLATIONS (Aug 2007)
(a) The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation.
(b) The contractor shall submit a written request on company letterhead to the contracting officer listing the following:
contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or security police for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver's license, current vehicle registration, valid vehicle insurance certificate to obtain a vehicle pass.
(c) During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.
(d) When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with all the rules and regulations on March Air Reserve Base.
(e) Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.
(f) Failure to comply with these requirements may result in withholding of final payment.

As used in this clause- Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority. 52.222-26 Equal Opportunity. 2015-09 As prescribed in 22.810(e), insert the following clause: Equal Opportunity (Sept 2015) (a) Definition. As used in this clause.
"Compensation" means any payments made to, or on behalf of, an employee or offered to an applicant as remuneration for employment, including but not limited to salary, wages, overtime pay, shift differentials, bonuses, commissions, vacation and holiday pay, allowances, insurance and other benefits, stock options and awards, profit sharing, and retirement.
"Compensation information" means the amount and type of compensation provided to employees or offered to applicants, including, but not limited to, the desire of the Contractor to attract and retain a particular employee for the value the employee is perceived to add to the Contractor's profit or productivity; the availability of employees with like skills in the marketplace;
market research about the worth of similar jobs in the relevant marketplace; job analysis, descriptions, and evaluations;
salary and pay structures; salary surveys; labor union agreements; and Contractor decisions, statements and policies related to setting or altering employee compensation. "Essential job functions" means the fundamental job duties of the employment position an individual holds. A job function may be considered essential if- (1) The access to compensation information is necessary in order to perform that function or another routinely assigned business task; or (2) The function or duties of the position include protecting and maintaining the privacy of employee personnel records, including compensation information.
