UVIS DESCRIPTION FOR FORM 9
LowCam VI150 Fixed UVIS with License Plate Recognition (LPR) and Foreign object Detection (FoD) Sensor Suite:
Includes inspection ramp with integrated automatic LPR camera, magnetic field sensor, desktop computer (21inch touchscreen sunlight readable monitor), single-image inspection software with automatic LPR, video-based FoD and magnetic field detection features, 50ft cable, Air debris removal system: compressor, air tank, valve network, tubing, fittings up to 50ft, LowCam VI150 with LPR field repair kit: (1) center camera, (1) wheel well camera, (1) LPR camera,
(2) leddar sensors, (8) LED modules, tools, tactical pouch and LowCam vehicle record archive system.
The UVIS system must contain drive-over, flush-mounted camera unit with a load rating: 40,000 pounds (20 tons) per axle. The UVIS Camera system must fit within the confines of the existing in-ground vault and wiring conduit. UVIS components must be easily accessible for maintenance and cleaning. This system will not use mirrors to conduct the inspection as the use of mirrors is unsatisfactory.
The Under-Vehicle Imaging must be composed of the following:
1. Three IP67 full-color video cameras with crystal-sapphire lenses
2. Environmentally sealed enclosure for each camera
3. Advanced LEDDAR vehicle sensor technology activated recording
4. Auto-exposure image control
5. High-Resolution Area Scan camera capable of 800 frames per second
6. Ability to scan commercial and passenger vehicles regardless of height or width
7. Temperature exposure: -30° F to 140° F (-34° C to 60° C)
8. Vehicle inspection not affected by stopped vehicle for unlimited time
9. Variations in vehicle speed does not affect the inspection quality
10. 3D composite view
11. dynamic HD-3D perspective playback
The Automatic License Plate Recognition (LPR) must be composed of the following:
1. Front and rear, IP67 rated, automatic LPR cameras
2. Environmentally sealed enclosure for each camera
3. Automatic recognition is country and font independent
4. Automatic software trigger for presenting previous inspection for returning vehicles
5. Displays visual and digitized image of license plate information on user interface
6. Automatic side-by-side vehicle comparison in full color
The Foreign object Detection (FoD) Software Suite must be composed of the following:
1. Programmable visible, audible and silent alerts
2. Foreign object Detection (FoD) alerts operator to visual undercarriage anomalies
3. Magnetic field detection
4. Alternative live-stitch, single image inspection viewing
The Lighting System must be composed of the following:
1. Embedded bright white, high-intensity LED light strips
2. The LED lights must have a rating of at least 4000 lumens
3. Weatherproof LED lights
The Cabling and Connectors most be composed of the following:
1. 50-foot stand-off combined power/data cable
2. 22 gauge twisted-pair, shielded cable
3. 1.25 inch mil-spec connectors
The Control Unit must be composed of the following:
1. Rack mountable, PC-based control unit
2. Components shock mounted inside a ruggedized CPU housing
3. Solid state 500GB hard drive
4. 500W, 90-240VAC input
5. 110/220V GFCI power supply
6. Minimum of Intel® i7 quad core 3.2 GHz processor
7. Minimum of 8GB DDR3 memory
8. Temperature exposure: 14° F to 122° F (-10° C to 50° C)
9. 2 USB ports for import/export service
10. Windows 8 OS
The Display and Operation must be composed of the following:
1. Minimum of 21-inch, touch screen, sun-light readable, color monitor
2. Advanced LEDDAR vehicle sensor activated start/stop vehicle recording
3. Real-time video display of undercarriage
4. Image manipulation: play, pause, step forward, step backward, play speed and zoom
5. Automatic file retrieval and side-by-side comparative view for returning vehicle
6. Toggle between single image and side-by-side comparison views
7. Automatic file tagging of each vehicle with license plate number
8. Inspection database searchable by license plate, date and time
9. Searchable Windows SQL historical database
10. Generate detailed reports based on time, date, vehicle class, speed and location
Installation/replacement must include full drop-in replacement of existing UVIS at Dyess AFB which includes removal and disposal of existing UVIS at the Main (Arnold) Search area. All new components are the responsibility of the contractor to have at the working site location. The US Government will not be responsible to accept any inbound shipments of materials or move said materials to the job site. The contractor will be responsible to move existing steel plate off the vault area during installation and replace over the vault upon completion of installation. Complete turn-key equipment installation/operations at this location. No construction at site is allowed, this an equipment purchase/install replacement only.
Training and Support must include the following:
1. Pre-loaded, on-screen training and support presentation in English
2. 24/7 technical support available by phone and/or email 2.a. Technical support respond via phone call or email request of technical issues within 24 hours and must repair system within 96 hours of notification of inoperable system or have replacement equipment shipped within 96 hours for replacement to get system operational.
3. One-year standard warranty against any manufacturer defects
4. Ability to remotely diagnose and troubleshoot
5. Full UVIS training session provided upon completion of up to 25 students.
