PERFORMANCE WORK STATEMENT

FOR FITNESS INSTRUCTORS (CONTRACTORS)

1. SERVICES NON-PERSONAL:

1.1. To furnish all labor, transportation, and incidentals as necessary to provide the Dyess Fitness Center Aerobic Instructional Services in accordance with the tasks identified herein.

1.2. Period of Performance: Base year plus four (4) one year options.

1.3. The Contractor will appoint an Aerobics Contract Manager (ACM) as well as an alternate, for the purposes of coordinating performance of this contract with the Contracting Officer’s Representative (COR) and Fitness Center Management.

1.3.1. The Contractor will ensure Fitness Center Management is provided contact information for both the ACM and alternate ACM for timely coordination.

2. INSTRUCTOR PROCEDURES:

2.1. The instructor(s) shall teach appropriate methods that provide fitness benefits to individuals with beginner, intermediate, and advanced fitness levels. Personal assistance and corrective techniques will be provided before and during classes.

2.2. The instructor(s) shall provide preparation to include musical device setup and ensure musical device has been secured after use.

2.3. The Contractor shall provide the COR and Fitness Center Management with daily attendance sheets for each class detailing number of participants and status (Active Duty Air Force or Other).

2.4. The Contractor shall furnish all labor transportation, tools, and incidentals as necessary to provide service.

3. CERTIFICATION:

3.1. Instructor(s) will possess and maintain currency of, a group exercise certification from an organization that is accredited by either the National Commission for Certifying Agencies (NCCA) or the Distance Education and Training Council (DETC).

3.2. Specialty Fitness Classes: The instructor(s) will also possess and maintain currency of, a certification for any specialty fitness class they teach; i.e. Zumba, yoga, TRX, spinning, etc.

3.3. The instructor(s) shall have and maintain current CPR/AED and Instructor certifications throughout the duration of this contract.

3.4. A copy of all certification(s) and CPR/AED certificate(s) for each instructor shall be submitted prior to time of award.

3.5. If new instructors are hired during the contract period the above listed required certifications will be submitted to the COR and Fitness Center Management prior to that individual being scheduled to teach classes at DAFB.

4. PERFORMANCE:

4.1. The instructor(s) shall be courteous, use constructive criticism, and never insult class participants

The instructor(s) shall be able to explain, demonstrate, and perform all exercises being taught.

4.2. The instructor(s) shall stay up to date on all new aerobic moves and guarantee a variety of routines, and must be proficient in and familiar with hand held exercise equipment (dumbbells, body bars, exercise balls, steps w/risers, barbells, exercise bands, etc.).

4.3. The instructor(s) shall wear appropriate professional aerobic instruction attire. Contractor personnel shall present a neat appearance, wear conservative clothing, and be easily recognized. This may be accomplished by wearing distinctive clothing bearing the name of the company and employee name.

4.4. The COR or Contracting Officer may, in writing, require that the contractor, ACM, or instructor; be removed from the worksite, area, or base due to objectionable behavior. Objectionable Behavior includes swearing, inappropriate attire, using profane language, abusing or disobeying base rules or regulations.

5. QUARTERLY MEETINGS:

5.1. The Contractor shall meet with the COR and Fitness Center Management quarterly to discuss and review the status of fitness classes and exchange feedback for the remaining period.

5.2. The meeting will take place in the last three (3) business days of the month, every third month, beginning in the first month at the time of award.

6. CLASS SCHEDULE:

6.1. The Contractor shall provide an instructor(s) to teach a variety of classes as scheduled by Dyess AFB Fitness Center Management from the following:

6.1.1. The Contractor will offer a minimum of one group training on proper lifting techniques at least once per week during the evening classes.

6.1.2. The style of classes may be changed, as well as time offered, depending on customer demand, at Fitness Center Management discretion. For example, if circuit training has a larger request at 0630 on Tuesday versus its scheduled time of 1700 on Wednesday, the time will be changed by Fitness Center Management.

6.1.2.1. All changes made after the monthly schedule has been approved will be submitted by Fitness Center management to the contractor at least 3 business days prior to the requested change, to allow adequate time to schedule instructors.

6.2. A minimum of 15 class sessions shall be offered per week.

6.2.1. Shall have equal to or greater than four (4) different style classes scheduled per week to ensure adequate variety.

6.2.1.1. Examples but not limited to: functional training, weight lifting, low impact, mid impact, high impact, step, yoga, kick boxing, HIIT, circuit training, turbo kick, body pump, spinning, Zumba, weight lifting, tabata, sprinting/running, water aerobics, core strength/stability, etc.

6.2.2. This requirement may be lowered ONLY at the discretion of the COR or Contracting Officer and at no cost to the Government. Typically this will be used for holidays, down days, and other situations that require shortening or eliminating manned hours at the Fitness Center.

6.3. A minimum of 6 of the weekly class sessions will meet the Fitness Improvement Program (FIP) standards in accordance with sections 10-10.2.4 of this PWS. This includes being inspected by and approved for inclusion in the program by the installation Fitness Assessment Cell (FAC) manager.

6.4. Classes will be offered Monday-Sunday at the direction of Fitness Center Management in coordination with the Contractor and/or ACM.

6.4.1. The Contractor/ACM shall submit a proposed monthly schedule of classes NLT five (5) business days prior to the 1st of each month. This will allow adequate time to approve and disseminate the schedule.

6.5. Classes scheduled on Mondays – Fridays will fall between 0600-2100.

6.6. Classes scheduled on days that the Fitness Center manned hours are 0800-1700; will be between the hours of 1200-1700.

6.7. Flexibility of scheduling will be at the discretion of the COR and Fitness Center Management to ensure customer interests and demand are best met.

6.8. Classes will not be offered on federal holidays and family days. Classes may be reduced during holiday hours at no cost to the Government.

6.9. The Government requests a 48-hour notice prior to class if the Contractor must cancel due to an unavoidable circumstance.

6.10. No payment will be made for sessions in which the instructor(s) is a no-show.

6.10.1. The Contractor shall always have a fully qualified backup instructor on call should the scheduled instructor fail to show for the class.

6.11. Classes will be held regardless of the number of students in attendance.

6.12. The instructor(s) shall be fully set up and prepared for class 10 minutes prior to the scheduled start time. Example: If the class requires 15 minutes of set up, the instructor should arrive 25 minutes prior to start time.

6.13. If no customers show for a session, the instructor will remain 15 minutes after the scheduled start time of scheduled class to wait for tardy customers.

6.13.1. If no one is present after such time, the COR shall cancel the scheduled class, release the instructor, and payment may be invoiced for the class.

6.14. The Government retains the right to change, cancel, or rearrange classes at any time deemed necessary. The Government shall notify the contractor 24 hours prior to class of any such cancellation.

7. COST of CLASS:

7.1. There will be no charge to customers for classes.

7.2. Active Duty participants will have priority.

7.3. The Contractor shall submit an accurate “2-in-1” invoice within the first 3 business days of the month, in Wide Area Workflow for the previous month, to the COR.

7.3.1. Payment will be made monthly upon receipt, of a properly certified invoice, for services rendered under this contract. The Contractor will only be paid for classes instructed. This includes classes for which an instructor arrived on time, prepared for class, stayed 15 minutes past start time, but did not have any customers.

7.3.2. The COR will be the only person authorized to certify that services were received.

8. COORDINATION REQUIREMENTS:

8.1. The Contractor will be required to coordinate activities with the COR.

8.2. The Contractor and contractor personnel may be required to work with other aerobics instructors or Fitness Center Management in the performance of this statement of work.

8.3. Classes offered will need to be flexible and allow for new market classes based on popular demand.

8.4. The Contractor is reminded that off-duty, active military personnel hired may be subject to permanent change of station (PCS), change in duty hours, recall, and deployments. Their absence does not constitute a valid excuse for non-performance under this agreement.

8.5. The Contractor shall designate in writing to the COR, Contracting Officer, and Fitness Center Director, the names and telephone numbers of the ACM and an alternate (when ACM is not available). These designated individuals shall meet with government personnel to discuss immediate problems, should they arise.

8.6. The Contractor must have one instructor that has at least three (3) years fitness teaching experience and be able to personally mentor new instructors on safety guidelines and methods of instruction.

9. CLASS FORMAT FOR NON-FIP CLASSES:

9.1. Class format will be followed, and the instructor(s) shall encourage heart rate monitor use when needed. Classes designated as Fitness Improvement Program (FIP) authorized shall meet a more stringent class format listed in part 10 of this contract.

9.2. Sixty (60) minute duration

9.2.1. Warm Up: A gradual warm-up that allows body to prepare for the stress of exercise by increasing blood flow, muscle temperature and may include stretching for major muscle groups.

9.2.2. Working Phase: As dictated by class format designed by instructor.

9.2.3. Cool Down: A gradual cool down that allows participants the ability to return to their pre-exercise exertion levels i.e. “conversation exercise.” Cool down should last 5-10

10. CLASS FORMAT FOR FIP CLASSES:

10.1. IAW AFI 34-266 the installation FAC Manager is the final authority on approval of a class to be considered a FIP authorized class

10.2. Sixty (60) minute duration minimum

10.2.1. Warm-up: A gradual warm-up that allows body to prepare for the stress of exercise by increasing blood flow, muscle temperature and must include stretching for major muscle groups.

10.2.2. Cardiovascular Requirements: Will be sufficient enough to ensure participants heart rates are above 65% of maximum heart rate for a minimum of 35 minutes of class duration. Instructor should strongly encourage use of heart rate monitors.

10.2.3. Strength Requirements: Minimum 15 minutes of class time will be dedicated to developing muscular strength and endurance.

10.2.4. Cool Down: A gradual cool down that allows participants the ability to return to their pre-exercise exertion levels i.e. “conversation exercise.” Cool down should last 5-10 minutes

11. INSPECTION and ACCEPTANCE of SERVICES: Aerobics instructors will be monitored on a daily basis for compliance with responsibilities detailed within the performance work statement. Such as:

11.1. Present and on time

11.2. Uses equipment properly

11.3. Follows class format

11.4. Provides point of contact

11.5. Submits accurate invoices on time

11.6. Submit class rosters after every class

11.7. Certified by NCCA or DETC organization

11.8. Additional certification to teach specialty class (examples: Spin, TRX, Zumba, yoga etc.)

11.9. Meets ALL terms of the PWS not specified above

13. SURVEILLANCE:

13.1. Items that require inspection will be periodically monitored after completion of work to assure that the required service has been accomplished IAW the contract.

13.2. All personnel employed by the Contractor in the performance of this contract, or any representative of the contract or entering the government installation shall abide by the security regulations of the installation

13.3. The Contractor shall be responsible for safeguarding all government property provided for contractor use. At the end of each work period, all government equipment and materials shall be secured.

14. EQUIPMENT SUPPLIED BY CONTRACTOR:

14.1. Music as required, except during the instructional class held weekly per section 6.1.1 of this PWS.

14.2. Additional equipment not supplied by the Government that is needed for specialty classes (sprinting parachutes, TRX bands, weight sleds, etc).

14.3. All marketing signs and prizes associated with classes offered.

15. EQUIPMENT SUPPLIED BY GOVERNMENT:

15.1. Sound system

15.2. Miscellaneous Equipment: Heart rate monitors, steps, bands, hand weights, balls, cable pulleys, barbells, dumbbells, weight plates, and cardio equipment.

15.3. The Contractor shall be financially responsible for any damage caused to Fitness Center equipment while it is under their control (i.e. broken keys/locks, stereo equipment, microphone/headset, etc.) to include the repair/replacement, maintenance, shipping, and handling of damaged equipment.
