Section A: General Contract Information

Contracting Activity: 7 CONS/LGCB

Project/Program Name: AN/PRC-117G Radios

Purchase Request/Identification Number: F1R10G7093AW01

Estimated Contract Cost (including Options): $162,720.00

Section B: Description of the Supplies/Services Required

The scope of work for this requirement is to provide four (4) AN/PRC-117G(V)1(C) radios, each with battery packs (part # RF-5910-PS005), and shock trays (part # RF-7871-VM001) to include all required power cords to operate the system upon receipt.

The systems must have a minimum five (5) year warranty. The systems must be delivered to the specified address on or before the requirement date of 1 July 2017. These units are required to support the 7th Operations Support Squadron in their ability to communicate with secure voice/data capability. The operational waveform/frequency; ANW2, is also required. This waveform is essential to the Communications Planning Application (CPA) and eliminates the need to configure new routing protocols for communication. Lastly, ANW2 is a proprietary Harris Corporation waveform/radio frequency.

Section C: Justification for Soliciting from a Single Source or Brand Name

The statutory authority permitting one responsible source is FAR 6.302-1(a)(2)/10 U.S.C. 2304 (c)(1).

For AN/PRC-117G(V)1(C) radios, Harris Corporation is the original manufacturer, as well as the sole distributor. Other companies are capable of providing the radio kits via purchase from Harris Corporation, but Harris Corporation is unable to honor any warranty that is not a direct sale from them. Mission needs dictate a minimum five (5) year warranty for this SATCOM device to support C2 Communications with Combat Air Forces (CAF) for the foreseeable future. The 7 BW requires the PRC-117G radio because of an NSA directive from the Chairman of the Joint Chiefs of Staff (CJCS) Instruction 6250.01, Satellite Communications, 30 April 2007 (see attachment 1 NSA directive). This directive makes previously operated UHF Follow-On (UFO) satellite radio systems obsolete as the current DOD satellite constellation system utilizes the new narrow-band military communications system based on a Mobile User Objective System (MUOS) archetype. MUOS is the next-generation U.S. Department of Defense (DOD) military communications system for delivering mobile satellite connectivity through tactical radios. PRC-117G radios are MUOS functional satellite radios. It has been identified that the System Program Office (SPO) utilizes PRC-117G radios to meet cryptographic needs and MUOS interoperability (See attachment 2 email correspondence) as they are NSA type-1 encryption certified radios.

Section D: Efforts to Obtain Competition

This requirement was solicited on the Government Point of Entry; Fed Biz Opps (FBO) with a total small business set-aside requesting radios that matched the specifications of the Harris Corporation AN/ARC-117G radio as brand name or equal. No small business was capable of fulfilling the requirement to include the warranty. After contacting Harris Corporation, they informed us that they are the only authorized distributor of this radio. Other vendors utilize the PRC-117 radio in mobile kits, however, those radios are not covered under the Harris warranty as no other vendor has been given approval to sell this proprietary system.

Additionally, this requirement was posted as a Sources Sought on FBO seeking AN/PRC-117G radio distributors capable of providing the radios with a mission essential five (5) year warranty. No small businesses responded.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

As Harris Corporation is the only source able to provide a five (5) year warranty to accompany the AN/PRC-117G radio kits, they are the only vendor capable of fulfilling this requirement. The move to AN/PRC-117G radios is based on an NSA directive and

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
