Questions & Answers (Site Visit and FBO.gov)
1. Question: Are the existing paper and soap dispensers to stay and we match the product to it, or can the dispensers be changed?
Answer: The paper and soap dispensers will stay and the products will have to be purchased according to the facility. At this present moment unsure of how many soap dispensers there are.
2. Question: Are there any occupancy numbers available for the buildings or the base as a whole? We realize that the numbers will fluctuate with deployments, etc.
Answer: The Dyess Air Force personal 11,500 personal, estimate.
3. Question: Please identify facilities that are open 6 or 7 days a week (e.g., fitness center?), and provide hours of operation.
Answer: Please refer to the Appendices in the RFP.
4. Question: The following Cleaning Level 2 building totals are not equal to the sum of restroom, carpet, and hard floor: 4314, 7238, 7312, and 9203 (Wing Safety). Total sf for CL 2 appears to be 230,706.
Please confirm.
Answer: The quantities for certain floorplan in Appendix B have been updated in Red lettering.
Please review Appendix B for adjust numbers.
5. Question: Please clarify if the Government is providing an empty land lot or a land lot containing an office and storage space.
Answer: If the contractor requires set-up of temporary/portable office space (such as a trailer) then they would submit a siting planning to the COR. Base Civil Engineer Work Order, AF Form 332 shall be approved prior to commencing of placement of the temporary/portable office space.
Any such temporary facilities shall be removed by the contractor upon termination of the contract. Due to the weather in the local area, all trailers or portable office or shop facilities shall be properly secured/anchored so as to withstand winds of 75 mph. Government-provided utilities are available at the site; however, connection of the utilities to any contractor office space or buildings will be at the expense of the contractor.
6. Question: Please clarify the following floor maintenance requirements “Complete 80% of emergency floor maintenance/stripping,” “Complete 80% of emergency shampooing,” and “Complete 80% of emergency buffing.” Are these requirements to be priced? If so, at what annual frequency and which areas?
Answer: I cannot find this within the PWS at this present moment but any emergency work will be identified and report to the CO and COR who will then determine how to proceed.
7. Question: I was going through all of the square footage on Appendix B and for Facility no. 7312 the Carpet square footage is listed as 1,0090. Could you please clarify what the exact number is?
Answer: Number has been updated, please refer to the revised doc.
8. Question: Do we stock the sanitary dispensers in the women's restrooms?
Answer: If this questions pertain to the female sanitary products (i.e. pads or tampons) then no this is not part of the contract.
9. Question: Will we be required to clean the chairs of the chapel building? Additionally, will we be required to clean the stained glass in the chapel.
Answer: Level 1 Cleaning does not require cleaning anything except what is stated in Appendix A. The chairs and stained glass are not within the contract.
10. Question: The gym hallways were recently replaced with tile and carpet. Has the square footages of carpet and tile changed since the replacement? Additionally, is the basketball gym floor made with hardwood? Lastly, is the contractor required to clean equipment at the fitness center?
Answer: The quantities have been updated please refer to Appendix B and refer to the floorplans.
11. Question: Could you also provide per each building?
Number of toilets?
Number of Sinks?
Number of Urinals?
Number of showers?
Number of highchairs?
Number of diaper changing stations?
Number of Drinking Fountains?
Number of Walk off mats?
Answer: Please refer to the excel spread for quantities.
12. Question: Per Appendix B - Facility NO. 9203 is listed as a common use bathroom however, the rest room square footage is 200, and the carpet square footage is 164 and the hard Surface is 394 square feet. I’m going to guess that the bathroom doesn't have carpet and that this was just a mistake? Should I just go by the 200 square feet for the bathroom and disregard the other 2 numbers?
Answer: Please refer to Appendix B and floorplan for clarification.
13. Question:
For the CDC - could you provide me the following?
Number of Cabinets?
Number of tables and chairs?
Number of countertops or square footage?
Number of sinks?
Floors: can you divide the square footage per eating floors and non-eating floors?
How many windows?
How many soiled diaper containers?
For the Youth Center:
Number of tables and chairs?
Floors: can you divide the square footage per eating floors and non-eating floors?
Number of windows?
Square footage of the multipurpose room/courts?
Square footage of Entrance, Lobby and Corridors?
School Age Programs:
Number of Cabinets?
Number of tables and chairs?
Square footage of Laundry room?
Square footage of Entrance, Lobby and Corridors?
Number of windows?
Fitness center:
Square footage of Hallways, corridors, Lobbies, stairways, entrance way and general rooms?
Square footage or locker rooms Square footage of sauna room Square footage of exercise room - how many pieces of equipment?
Square footage of parent child areas?

Square footage of multi-purpose area?

Answer: Please refer to Appendix B and floorplan for clarification.
14. Question: SOW 1.4.4.1: Regarding the immunizations and various test for measles, etc. How does reporting one each employee guarantee compliance with HIPPA requirements?
Answer: The Contractor will ensure all medical requirements are submitted and will be reviewed by our Medical personally (if applicable) especially when working with children.
15. Question: SOW 1.4.2.2: Criminal Background Checks: Who is responsible for the pricing/costs of fingerprinting? What is the frequency for National Agency Check per employee?
Answer: That expense will fall on the Contractor.
16. Question: SOW 1.1 (1.1.1 and 1.1.2): The sow states carpet and tile cleaning and waxing will require the moving of certain items, does this include or exclude the moving of desk, file cabinets, computers and large exercise equipment?
Answer: The Users will move any required items as long as the contractor informs the occupants at least 48 hrs to ensure equipment is moved. That will fall on coordination with the bldging occupants.
17. Question: The government provides phone access for local calls, is internet access available?

Answer: All Communication requirement will be at the expense of the contractor. If the contractor uses a government phone inside an Air Force facility, no long distance phone calls shall be made.
18. Question: SOW Item 3.0 (3.1) discusses Land Lot for office and storage space. What does this mean, what is a land lot?
Does the Air Force provide an office for the contracting manager and a storage facility for equipment? Please explain what is expected of the contractor for these items.
Answer: Answered earlier.
19. Question: Is there access to a washer and dryer or will there be any facility the contractor can install these machines for washing and drying such items as mop heads and dust mops?
Answer: No, this requirements will fall on the contractor. The Government will furnish electricity and water as necessary for accomplishment of work in accordance with this contract.
All facilities do not receive the same utility services. The contractor shall not change or modify any utility system or component; or connect any contractor property, equipment or system without prior CO review and approval. Contractor employees are allowed to use restroom facilities in base facilities that do not require special identification for access. The contractor shall practice energy conservation in the Government provided facilities.
20. Question: We were told that the CBA with Apex must be recognized for one year. The CBA states September 14, 2020. Please clarify.
Answer: Please refer to FAR 22.1002-3, 22.1012-2 and 22.1012-2 for information regarding Collective Bargaining Agreements.
21. Question: Can you please provide a current seniority list for the union members employed on Dyess
AFB (CBA-2015-8276)?
Answer: In accordance with FAR 22.1020, Seniority Lists, the incumbent contractor has until 10 days before contract completion to provide the Seniority List to the contracting officer. The incumbent contract will not expire until 31 Mar 17, therefore 7 CONS is unable to provide the seniority list at this time.
