PERFORMANCE WORK STATEMENT

Non-Personal Services Contract for CCAF Advisor

June 2016

1. INTRODUCTION:

Non-personal services in support of U.S. Air Force voluntary off-duty education program as Community College of the Air Force (CCAF) Advisor to include providing academic advisement, information, and guidance on CCAF degree coursework/requirements, Air Force Tuition Assistance, as well as other academic degree requirements and certifications. Duties include serving as liaison for CCAF graduation ceremonies, managing initial/follow-up counseling sessions, updating education records in the Air Force Automated Education Management System (AFAEMS), approving Tuition Assistance, and approving education goals. Duties further include preparation of documents within the services provided, and other administrative duties as assigned.

1.1 Location: Contractor will perform duties at the Dyess AFB Education Test Center, building 7232, room 317.

1.2 Schedule: Contractor will be required to provide approximately 520 units (units are 4 hours) during July 2016 – July 2017). One option year, with 520 units per year, will follow.

2. SCOPE

This PWS is for a contractor to provide educational advisory services for the various educational programs offered at the Base Education Center.

3. TASKS OR REQUIREMENTS

3.1 Advises active duty AF personnel on all programs available through voluntary off-duty education, the Community College of the Air Force (CCAF), Defense Activity for Non-Traditional Education Support (DANTES), AF Institute of Advanced Distributive Learning (AFIADL), commissioning programs and other educational support programs as required by the ESO. Keeps the ESO current on all program and catalog changes and advises affected students promptly.

3.2 Advises AF personnel of Professional Military Education (NCOA, SNCOA, SOS, AFIT, ACSC, AWC) programs available for enlisted personnel and officers by correspondence, in residence or in seminar format and assists them in registering for appropriate programs.

3.3 Provides information and required forms to prospective applicants of specialized AF programs to include (but not necessarily limited to): AF LEAP, LEAD, SOAR, AFROTC/ASCP, and OTS.

Performs preliminary check for accuracy and completion of application package. Refers applicants to Education Specialist for final check of package prior to submission.

3.4 Provides information regarding Air Force Tuition Assistance (TA), VA education benefits, federal financial assistance programs, local scholarships, and Air Force Aid Society grants to all eligible personnel. Assists students with completion of all applicable forms/applications.

Processes AF TA forms via the Air Force Automated Education Management System (AFAEMS) software program.

3.5 Refers students to the appropriate academic institution representative for registration and enrollment in courses or programs that pertain to their education goals.

3.6 Must be thoroughly familiar with the Defense Activity for Non-Traditional Education Services (DANTES) test program and advises students of DANTES and College Level Examination Program (CLEP) tests that are applicable to their programs of study. Administers and interprets pre-tests and non-timed interest and placement tests as appropriate to the individual counseling process.

3.7 Assists AF students in changing education level codes by preparing appropriate correspondence, forms, and academic documentation required to update individual AF personnel records with their current educational status. After document verification by an Education Specialist or ESO, uploads information to the appropriate databases (AFAEMS and/or MilPDS).

3.8 Conducts follow-up activities (phone calls, mail-outs, emails) to ensure individual student educational objectives are being met.

3.9 Responsible for preparing all necessary correspondence and forms and maintains related records and logs required to support all aspects of job tasks. Also maintains statistical data as required by the ESO and assists with reports and other administrative tasks as requested.

3.10 Provides diplomas to CCAF graduates for presentation in an appropriate ceremony by their commanders.

3.11 Maintains a by-name and date record showing advisement or counseling sessions conducted and submits in person or via e-mail to the ESO, along with the invoice at the end of each month.

3.12 Uses AFAEMS to maintain individual student records.

3.13 Helps out or covers at the front desk with walk-in and phone customers as needed.

3.14 Assists with publishing marketing material as needed, and maintaining the local web site and social media sites.

3.15 Assists with TA form verifications, monthly metrics, publicity materials, survey collection and compilation, filing and other program-related administrative work as needed.

All tasks shall be accomplished in accordance with AFI 36-2649 and all other pertinent Air Force, Air Force Global Strike Command, DANTES and local policies and publications. Contractor will have read AFI 36- 2649 and will become thoroughly familiar with the CCAF Handbook and Counselors Guide, as well as all on-base schools and degree programs, preferably prior to but no later than the first week of employment.

The AFIs will be made available upon request (available through on-line reference material). The handbook, guide and school catalogs are also available in the education office. Contractor will be paid thru WAWF system. Contractor must submit a monthly invoice with documentation of hours worked within the first three days of the following month.

4. DEFINITIONS

a) Unit of Work – is a 4-hour block of time from 0730-1130 and 12320-1630 hours. A standing call schedule shall be mutually agreed upon by the contractor and the Education Services Officer (ESO).

b) Advising – Provides information explaining the program opportunities and responsibilities.

Encourages participation by taking a sincere and professional interest in each student’s program.

5. CONTRACTOR EMPLOYEE SELECTION CRITERIA

5.1 Applicant must possess a baccalaureate degree from a regionally accredited American college or university. The course of study should include completion of at least 12 semester hours in psychology, counseling, training and/or education courses.

5.2 Applicant must exhibit strong customer service and communication skills.

5.3 Applicant must possess general knowledge of education programs.

5.4 Applicant must possess knowledge of Air Force (AF) terminology, general office procedures, plus familiarity with Windows, Microsoft Word, PowerPoint, Excel, Outlook, and Access.

5.5 Applicant must obtain a Dunn & Bradstreet number prior to registering as a government contractor.

5.6 Applicant must be capable of a DoD security clearance at the “NACI” level or above.

5.7 Applicant must submit transcript copies with bid packages to the base contracting office.

6. DELIVERABLES OR SERVICE SUMMARY SCHEDULE

6.1 Normally a minimum of ten units (1 unit = 4 hours) will be worked per week (40 HOURS). The ESO will determine the number of units (a pre-scheduled 4-hour block of time dedicated to providing the services identified in this Statement of Work) required each week and will notify the contractor with the intended schedule no later than 7 days prior to the designated work unit.

6.2 Normally, two units will be scheduled in the same workday (4-hours, lunch break, then 4-hours).

Units may be scheduled to cover the 1200-1300 designated lunch period, Monday through Friday. Exact days and times of services may be jointly determined by contractor and ESO in advance and may be modified by mutual agreement according to changing program needs.

6.3 Units will not be worked on federal holidays or when the office is closed or outside the normal work hours of 0730-1630 M-F.

6.4 Contractor must inform the Education Services Officer (ESO) of anticipated absence from a scheduled unit at least 24 hours prior to scheduled arrival. Non-emergency leave of 1 week or more must be scheduled with the ESO at least 2 weeks in advance and may not exceed 2 weeks at a time with a maximum of 4 weeks in one fiscal year. Leave will not be scheduled 2 weeks prior to the end of on-base college registration periods or while one or more GS-9 counselors is on leave or TDY.

8. MATERIALS AND EQUIPMENT

The government will provide all necessary equipment, supplies and materials to include workstations, computer (with internet access), telephone and other materials and equipment mutually agreed to fulfill the requirements of this contract.

9. SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS

a. Listing of Employees. The contractor shall maintain a current listing of employees. The list shall include the employee's name, social security number and type of investigation if contract work involves unescorted entry to Air Force restricted areas or other sensitive areas designated by the installation commander. The list shall be provided to the Program Manager and sponsoring agencies Security Manager. An updated listing shall be provided when an employee's status or information changes.

b. Security Training. The contractor ensures all contractor employees receive initial and recurring security education training from the sponsoring agency’s security manager. Training must be conducted IAW DOD 5200.1-R, Information Security Program Regulation, and AFI 31-401, "Information Security Program Management". Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI 31- 101, The Air Force Installation Security Program.

c. Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-government owned vehicles.

d. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g.

terminated for cause, retirement, etc.

e. Traffic Laws. The contractor and its employees shall comply with base traffic regulations.

f. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on (Name of Installation).

g. For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R,

h. Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

i. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DOD personnel, contractor personnel, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.

j. Physical Security. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.

k. Controlled/Restricted Areas. (IF APPLICABLE) The contractor shall implement local base procedures for entry to Air Force controlled/restricted areas where contractor personnel will work. An AF Form 2586, Unescorted Entry Authorization Certificate, must be completed and signed by the sponsoring agencies Security Manager before a Restricted Area Badge will be issued. Contractor employees must have a completed National Agency Check Investigation (NAC-I) before receiving a Restricted Area Badge.

l. Key Control. (IF APPLICABLE) The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government.

1) The contractor shall immediately report to the Quality Assurance Evaluator (QAE) or Program Manager any occurrences of lost or duplicated keys.

2) In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the government and the total cost deducted from the monthly payment due the contractor.

3) The contractor shall prohibit the use of keys, issued by the government, by any persons other than the contractor’s employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas.

4) For Lock Combinations (IF APPLICABLE), the contractor shall control access to all government provided lock combinations to preclude unauthorized entry. The contractor is not authorized to record lock combinations without written approval by the government Program Manager. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers.

10. SAFETY REQUIREMENTS

10.1 Environmental - Work is performed in a typical office setting; environmental hazards are non-existent with the position.

10.2 Physical - Work involves minimal lifting of less than 30 lbs. Requires computer terminal work and typing. The contractor will adhere to work center safety precautions and base safety reporting instructions

11. GOVERNMENT-REQUIRED / GOVERNMENT-REQUESTED TRAINING TRAVEL

REIMBURSEMENT.

11.1 Government-required / Government-requested Training Travel Reimbursements. If requested by the Government, the contractor will send their employee to a 4 ½ day Community College of the Air Force (CCAF) training course located at Maxwell Air Force Base, Alabama or other designated location. The training course itself is provided by the Government at no cost to the contractor. The Contractor is responsible for all employee travel reimbursement expenses.

12. CONTRACT LENGTH (INCLUDING 1 OPTION YEAR)

12.1 The contractor upon selection is eligible to work the Basic Year, plus (1) Option Year per

Far Clause 52.217-9, “Option To Extend The Term Of The Contract.” Each option year will be executed independently.

13. LABOR HOUR REPORTING

13.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.

Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk.

*Reporting Period: Contractors are required to input data by 31 October of each year.

Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.

User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.

14. TERMINATION: Contract may be terminated in accordance the termination clauses contained within the contract.
