STATEMENT OF WORK
FOR
BUILDING 9112 AIR COMPRESSOR & DRYER INSTALLATION
1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to install a new Air Compressor and Air Dryer on the concrete pad with overhang near building 9112 at Dyess Air Force
Base, Abilene, Texas in accordance with this Statement of Work (SOW). All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, standards, instructions and commercial practices.
1.1 General Requirements.
1.1.1 The contractor shall have current manufacturer certifications required to work on the items purchased under this contract and necessary support equipment; i.e.
electrical wiring and pneumatic ducting.
1.1.2 The contractor and employees working on Dyess AFB shall undergo a government background investigation (at government expense) in accordance with Department of Defense Instruction 1402.5.
1.2 Install One (1) Air Compressor. The contractor shall install the new Air Compressor on the concrete pad under the overhang located next to building 9112 behind the MSA gate. The contractor is responsible to provide all necessary items to ensure a safe and secure installation and all work will be performed IAW with manufacture specifications and operators manual and will be 100% complete and operational.
1.3 Install One (1) Air Dryer. The Air Dryer will be installed near the air compressor on the same concrete pad with overhang located next to building 9112. The contractor must install a separate power supply for the Air Dryer. The contractor is responsible to provide all necessary items to ensure a safe and secure installation. All work will be performed IAW with manufacture specifications and operators manual and will be
100% complete and operational.
1.4 Training, Installation and Start up.
1.4.1 The contractor shall ensure that the following (10 individuals) 7 MUNS
Armament shop personnel are trained on the operation and start- up of the Air
Compressor and Air Dryer within one (1) month after installation and initial startup is 100% complete and operational:

1.4.2 The contractor will perform function checks upon completion to ensure the Air
Compressor and Air Dryer are 100% complete and operational. This includes but is not limited to:
Check for correct wiring and wiring tightness, voltage, amperage and appropriate power requirements
Hand turning air end to ensure lubrication prior to providing power to the unit
Check for correct direction of rotation of fan and motor
Set each of the compressors operation parameters for customer’s requirements
Check system connection points for initial leaks; after one (1) month of service, check all piping and fittings are tight and free of leaks
Check operation of electronic demand drains
Record compressor and dryer information for warranty purposes
Record compressor and dryer station operation environment
Check for correct compressor safety valve operation
Check tank safety valve operation
Check for oil leaks
Check separator pressure differential
Check and set compressor and dryer operation mode (dual, load/unload, compressor time out).
Check Dryer refrigerant suctions gauge to determine correct level
Ensure base of units are sealed from debri
The contractor must include all maintenance and service for both the Air Compressor and Air Dryer for one (1) year after initial start-up of operational Compressor, Air
Dryer and training is complete. All electrical fuses, breakers, etc. should be sized by a qualified electrician and comply with all applicable national and local codes. A record of all information will be maintained for warranty purposes.
1.5 Compliance and Standards.
1.5.1 Contractor will comply with all requirements set forth in applicable Air Force
Instructions, regulations, policies (includes locally established policies) and all applicable OSHA and AFOSH standards.
1.5.2 While on the military installation, the Contractor shall be subject to monitoring and inspection but under no circumstances shall such person be deemed to be employees as agents of the government.
2. GOVERNMENT-FURNISHED PROPERTY/SERVICES/EQUIPMENT. The
Government will provide reasonable utilities and work space for the contractor to perform the requested duties.
2.1 Toilet Facilities. Use of existing toilet facilities in the immediate work area will be permitted. The contractor will ensure facility cleanliness is maintained at all times to the extent of cleaning up after contractor personnel only.

2.2 Security Police and Fire Protection. The government will provide general on-base security police and fire protection service. Security police phone extension is 696-2131 for emergencies, and 696-4100 for routine calls. Fire protection emergency phone is
117 (from on-base phone only), or 696-2486.
2.3 Telephone. The contractor may use government phones for the performance of duties covered under this contract SOW. No long distance telephone calls will be authorized.
2.4 Utilities. All reasonable quantities of electricity will be made available to the contractor without charge.
3. GENERAL INFORMATION.
3.1 Hours of Operation. Normal working hours for the contractor will be between the hours of 7:00 A.M. and 4:00 P.M. excluding Saturdays, Sundays and federal holidays.
3.1.1 Work Schedule Change Request. If the contractor needs to work during periods other than the normal working hours stated above, the contractor shall make his/her request to the contracting officer three days in advance of his/her intention to work. The alternate work schedule shall not be implemented until authorized in writing by the contracting officer.
3.1.2 Federal Holidays. The following federal holidays are observed at Dyess AFB.
If federal holidays fall on Saturday, the preceding Friday will be observed. If federal holidays fall on Sunday, the following Monday will be observed. The contractor shall be required to provide services on some holidays in conjunction with religious observances.

3.1.3 Base Closures. Work Scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after re-opening the base.
3.2 Base Passes and Identification. The Contractor shall obtain base passes and identification cards for all employees and vehicles. Application will be coordinated through the Contracting Officer or designated representative. The contractor shall return contract passes of terminated employees within 24 hours of termination. The contractor shall comply with all requirements and procedures in accordance with
AFFARS 5352.242-9000, Contractor Access to Air Force Installations.

3.3 Safety.
4.3.1 Contractor shall comply with all applicable OSHA and AFOSH standards.
4.3.2 Contractor shall not bring any hazardous material onto Dyess AFB or use hazardous materials in any Dyess Facility.
4.3.3 Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor-owned or privately-owned vehicles while on Dyess Air Force
Base.
3.4 Personnel. The governments is authorized to restrict the employment under the contract of any contractor employee or prospective contractor employees, who is identified as a potential threat to the health, security, general well being, or operational mission of the installation and its population. Contractor personnel shall present a neat appearance.
