Section B: Description of the Supplies/Services Required
Intrusion Detection System hardware and associated training to be provided and installed by Advantor.
Section C: Justification for Soliciting from a Single Source or Brand Name
Advantor Systems is the originator of the software, holds restrictive proprietary rights to the software and is the only known source that can satisfy the government's requirement. This does not allow for another source to supply the services required. This is a matched system with system specific software that will not allow for the use of generic parts. The software is copy- write protected and revisions are also protected. The only source authorized to upgrade and provide revisions is Advantor due to the proprietary nature of the software. If this service was done by a different company, the current system would not communicate properly to the SFS BDOC desk. The hardware that is installed must be 100% compatible with the software (Advantor ASN 5.0). Advantor programmers cannot support other equipment making the integration of the software and hardware vital for the alarm system. The Advantor ASN 5.0 system operates with a secure protocol and is a U.S. Air Force certified security system IAW AFI 31-101 and HQ USAF/A7S Non-Nuclear Intrusion Detection System (IDS) Equipment Approval Letter, dated 29 Jan 14. Advantor Systems holds restrictive proprietary rights to the software, the only source to provide minor and major updates when needed, and the only known source that can satisfy the Government's requirement. There are other companies such as Vindicator and Diebold that provide similar systems and service, but they are not able to work on Advantor systems located throughout Grand Forks AFB. Vindicator and Diebold software and hardware products will not integrate into the current alarm equipment without major upgrades and interface changes/additions to the entire base alarm system. For example, if another company installed a different component in a building, the current base alarm system installed, proprietary to Advantor, would not be able to pick up and monitor how the competitor's component is functioning. It would not be cost effective to the Air Force to have a complete new interface installed by a competitor.
Section D: Efforts to Obtain Competition
Market research has confirmed that it would cost the government an estimated to replace the entire system on base in order to promote a more competitive environment due to the fact that the systems are currently proprietary.

Section E: Steps to Preclude Future Single Source or Brand Name Awards
The government can consider the advantage to procuring an entirely new system for the base.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
