Response Date: 27 November 2019

The 341st Contracting Squadron, Malmstrom AFB, Great Falls, Montana is contemplating a solicitation to repair the water well at the E-01 Missile Alert Facility.

The primary NAICS for the contract is 237110 with a small business size standard of $36,500,000.00.

Work consists of providing all labor, equipment, transportation, quality control and supervision necessary to perform the following:

· Construct new 8-inch nominal diameter replacement water supply well similar to original but located outside the pump;

· Develop, pump test and sample water from new well;

· Install new pump, drop pipe, pitless adaptor, service line and other appurtenances for pumping and conveyance of water to pump house;

· Connect new water service line to existing line in pump house and disconnect line from original water well (well in pump house).

· Abandon original water well in pump house by grouting entire depth;

· Restore site, including removing and replacing all surface obstacles necessary for the installation of the new well and water service line;

· Install all electrical and controls required for operation of the new water well;

· Remove components and appurtenances of existing water treatment system that will not be salvaged or re-used;

· Install new effluent tank, effluent pump, wastewater service line, connection to existing sanitary sewer line and other appurtenances including electrical supply and system controls as applicable for pumping and conveyance of water to wastewater lagoon (per RFP drawings);

· Periodically pumping wastewater lagoon and transporting it to public wastewater system.

Potential contractors must be registered in the System for Award Management (SAM) prior to submission of a proposal and subsequent award. (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential contractors must also have current Online Representations and Certification Application on file with SAM.

The Government is interested in both large and small businesses capable of meeting requirements identified herein. The Government requests all interested parties submit the below information to the Contracting Officer, MSgt Matt Pilkington at james.pilkington.1@us.af.mil no later than 2:00 pm MT on 27 November 2019:
