Statement of Work (SOW) Portable Toilet (Porta-Let) Trailer Services
17 April 2019
Description: The 341 Missile Wing, Malmstrom AFB, MT requires 4 portable toilet trailers to be used throughout the Malmstrom AFB missile complex.
Delivery: On or about 8 August 2019, deliver a total of 4 portable toilet trailers to the staging point at the Camper parking Area of Building 510, Malmstrom AFB, MT 59402.
Usage: 341 Security Force Group (SFG) will pick up the units from the staging area and tow the units with their vehicles throughout the Malmstrom AFB Missile Complex as needed. The units will be towed both on paved an unimproved gravel surfaces throughout all weather conditions.
The units will be utilized throughout required work hours and brought back to the staging area upon completion.
Service/Maintenance: Units are required to be serviced at a minimum of once per week. The vendor may service the units at the staging area or their own facility. Vendor will contact 341 SSPTS/S4V at 731-7641 to gain access to the staging area and to coordinate a cleaning schedule. The units may be returned to the contractor’s location for servicing after use. The contractor shall return each unit to the staging area upon completion of services if removed from staging area.
Service and maintenance shall include:
- Waste water removal
- Interior and Exterior cleaning and sanitizing
- Restocking/Replenishing all associated chemicals, air freshener, fresh water, toilet paper, and hand sanitizer/soap
- Conduct maintenance inspection/repair of tires, trailer and exterior lights as well as functionality of heating unit, interior lights and overall portable toilet functions and accessories.
**The vendor is responsible for any cost incurred due to normal wear and tear of the unit (i.e.
worn tires, light bulb replacement, rock chips/scratches).
Additional Requirements
Portable toilet trailers will include:
- Ample room to accommodate 1 adult individual wearing extensive cold weather clothing/equipment (interior capacity of roughly 5’ wide x 6’ length and 7’ in height)
- Interior Lighting System
- Built-in electrical heating (able to be connected and powered through standard 120 volt outlet) to include 100 foot extension cord on a take up reel
- Tire chalks
- Non slip weather stripping on steps and floor
- Separate toilet and urinal
- DOT approved reflectors/lighting
Attachment 1
- Trailers will meet Federal Motor Vehicle Safety Standards (FMVSS) and be affixed with applicable data-plates.
- Anti-Splash guard device for use during transport
- Base passes will need to be accomplished for any contractor personnel on Malmstrom AFB, MT.
- The contractor selected by the POC shall abide by all Malmstrom Air Force Base policies and procedures and acknowledges potential delay during entry/exit for security inspection and processing.
- The vendors will pick-up and remove portable toilet units as soon as possible (not to exceed one week) once notified they are no longer needed.
