Questions and Answers FA4626-17-Q-0001 Concrete Crushing

Q). Does the concrete have rebar in it?

A). Yes, there is rebar in the concrete.

Q). What is the average size of the concrete?

A). Average size is 2 ft or less.

Q). What is the average size of the ashphalt?

A). Average size is 2 ft or less.

Q). Does Davis Bacon apply to this requirement?

A). No, this is not considered construction, however Service Contract Act does apply.

Q). How was the actual amount of material determined? Survey or estimate?

A). The actual amount was determined via surveying.

Q). Is there a site visit scheduled/possible?

A). Please see the amendment details and amended solicitation posted in conjunction with this document for more information.

Q). Does this have to be bonded?

A). No, this does not require bonding due to this not being a construction requirement.

Q). Is the mobilization to be in separate line item or included in the lump sum cost?

A). There will be one CLIN of this project. Therefore pricing can be broken out, but ultimately summed up under one single total amount.

Q). What is the payment schedule from invoice?

A). DFAS has 30 days to pay the invoice from the time it has been accepted by the local Resource Advisor and processed for payment.

Q). Will you need references from previous jobs for safety and performance?

A). No, past performance is not a requirement for this project as it is being evaluated based on Lowest Price Technically Acceptable.

Q). How long should proposal prices be good for?

A). Prices should remain current and valid for 30 days.

Q). What form should bids/quotes be submitted on?

A). Please submit quotes under a company letterhead with applicable pricing and information pertaining to services required. Electronic submission of quotes is acceptable.

Q). How was the volume of material to be crushed calculated?

A). The Engineer Assistance calculated the amount of material using their GPS system. They then used that information to figure out the volume of concrete/asphalt.

Q). If there was a survey, is the survey data available for review?

A). The survey data is available for review if requested.

Q). Are non-crushable materials encountered (steel, debris, etc.) within, or derived from, the intended material to be crushed, to remain on site for removal by others?

A). The steel reinforcement materials found inside the concrete is to be separated into a pile, Civil Engineering will dispose of it.
