BRAND NAME DETERMINATION
341ST CONTRACTING SQUADRON
MALMSTROM AFB MT
24 SEPTEMBER 2015
1. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED
On 24 September 2015, the 341st Contracting Squadron received a Purchase Request from the 341st Civil Engineer Squadron (CES) for the purchase of modular Explosive Ordnance Disposal (EOD) training equipment.
2. JUSTIFICATION FOR SOLICITING FOR A BRAND NAME
The 341 CES is requesting brand name justification for this requirement due to the need for compatibility with their current Strategic Operations Modular training village. Purchasing equipment from other sources would create a compatibility issue between sizes, shapes, proprietary hardware and mechanics of new vs. existing equipment. Examples of incompatibilities: modular breaching doors of one company not fitting the doors of another, door locations and sizes not being in compatible locations to allow for integration of walls, etc. The results of not purchasing the same type of expansion facilities would violate the intent of being able to reconfigure all pieces and parts into an integrated training venue as needed for mission-specific training. Purchasing from a different vendor would also require the purchase of additional repair/maintenance supplies, as well as retraining of EOD personnel to account for the differences in hardware and construction.
3. EFFORTS TO OBTAIN COMPETITION
This acquisition will be solicited as a sole source IAW FAR 6.302-1(b)(i), there will be no effort to obtain competition at this time.
4. STEPS TO PRECLUDE FUTURE BRAND NAME AWARDS
If in the future it is found that other brand parts will work on this specific model of machinery then a brand name requirement can be avoided.
5. CONTRACTING OFFICER’ S DETERMINATION
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single brand (Strategic Operations) as acceptable.
