QUANTITY, DESCRIPTION AND DELIVERY DATES:

Malmstrom AFB, MT would like to contract the removal of 69 trees to include stump removal with the following characteristics:

53 Trees – Small: 1” to 12” in diameter

4 Trees – Medium 13” to 24” in diameter

12 Trees – Large 25” or larger in diameter

The contractor will have a period of performance of 45 days from contract award. All quotes must be valid for 30 days. This requirement is fully funded.

All contractors are required to have an active registration in the System for Award Management (SAM). If you are not already registered please visit www.sam.gov to create a new registration.

INSTRUCTIONS TO OFFERORS. FAR 52.212-1, Instructions to Offerors—Commercial Items, applies to this acquisition. To be considered responsive, the offeror must submit the following:

Completed 52.212-3, Offeror Representations and Certifications – Commercial Items, if Offeror’s representations and certifications are not in SAM.

Completed DFARS 252.209-7992, Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction Under any Federal Law – Fiscal Year 2015 Appropriations

EVALUATION CRITERIA (for other than sole source). FAR 52.212-2, Evaluation—Commercial Items, applies to this acquisition. Quotes will be evaluated based on price and past performance. Past performance is approximately equal to price. Quotes will be evaluated on price as determined fair and reasonable. IAW FAR 12.206, past performance should be an element in every evaluation and contract award for commercial items.

The Government shall evaluate past performance on an ACCEPTABLE/PASS or UNACCEPTABLE/FAIL basis.

An “ACCEPTABLE” past performance rating will be given if the offeror is registered in SAM; the offeror has no delinquent federal debt and is not on the excluded parties listing identified in the SAM website (www.sam.gov).

Award will be made on the basis of the quote that represents the best value to the Government. The Government reserves the right to make award without discussion. Only one award will be made as a result of this Request for Quote.
