Performance Work Statement For Merlin Bird Radar software upgrade services

30 April 2019

1. Perform troubleshooting, scheduled maintenance, unscheduled maintenance, adjustments/calibrations of the existing MERLIN “bird radar” system owned by the 509th Bomb Wing Safety Office.

The following items are required:

a. Add DroneWatcher software, processor and related hardware to existing MERLIN system

b. Upgrade the radar system (HSR and VSR radars) to RCIx 16 bit interfaces, including new workstations

c. Upgrade the HSR radar to Doppler processing bird detection and tracking for the current birdstrike risk alerting functionality.

d. Install and commission all software and hardware

e. Provide a FLIR Ranger radar-directed camera for 6 months

f. Provide an on-site Technician for 6 months of groundtruthing to build site-specific drone classification database

g. Conduct limited drone test flights to support drone target classification

h. Build and implement AI drone classification system

i. Custom user display with visible, audible and text message alerting and CONOPS development

j. Provide User training

k. 1 year warranty, reporting and technical support

2. Items (b) and (c) are required to enable DSR functionality and will provide added benefit/improvement.

3. Conduct controlled drone flights to develop target data for the AI classification database during the 6 month calibration period. Not to interfere with safe flight operations at Whiteman AFB, coordination of drone flights will be made in advance with the 509th Bomb Wing Safety Office.
