FA462518R0018 – HVAC Pipe Insulation Requirements Contract – Questions and Answers
1. Q: Will I be provided a “lay down yard” on Whiteman AFB to store equipment specific to this contract? Lot does not need to be extremely large; water and electric would be a plus but not required.
A: No, a lay down yard will not be provided. Please refer to para 2.1-3 of the SOW.
2. Q: Do I need to submit bonds with my proposal, if so, what is sufficient?
A: Bonds and/or Surety Letter are not required to be submitted with your proposals. Please refer to 52.228-15 Performance and Payment Bonds – Construction.
3. Q: I believe that the majority/all of the pipe to be insulated will be Chilled water. Is this correct? If that is the case I do not see a specification for that system particularly for exterior application. Chilled water is mentioned in 6.6 under bullet point 1 however that appears to be for pumps.
A: No, there is also heating hot water piping, steam, and condensate.
4. Q: In the SOW, Section 6, 6.6, 2-4: a “weatherproof jacket, type T-17” is referenced. Is type T-17 defined in the documents?
A: Section deleted.
5. Q: If any elastomeric foam insulation is to be installed exterior to buildings, is there a weatherproof jacket or (2) coats of UV resistant finish requirement for that insulation?
A: Yes, either one is acceptable.
6. Q: The bid schedule references 7 Items. 1-6 state to “insulate interior/exterior lines” with differing sizes associated with them. The cost difference between interior applications and exterior applications based upon the additional costs of jacketing exterior piping insulation is significant. The cost difference between types of insulation can be significant as well. Will the owner prefer the current Bid Schedule or will modifications be considered for interior vs. exterior applications and for different piping systems with their different insulation types?
A: Interested parties shall use the attached bid schedule for proposals. Modifying the bid schedule to reflect additional line items will be considered non-responsive.
7. Q: The Bid Schedule description states that the LF price will include all fittings and accessories. The fittings are typical in a proposal like this. The piping accessories and valves, being of an undetermined amount, can leave the insulation contractor open to unexpected costs if areas of the project are valve heavy or the owner susceptible to inflated per foot pricing to cover an unknown amount of valves. Understanding that valves/strainers/etc. cannot be quantified for this proposal, is the owner open to unit pricing for valves/strainers as well in an effort to keep the lineal foot unit pricing as competitive as possible?
A: There will be projects which contain valves/strainers and there will be projects that contain no valves/strainers.
The layout and usage of valves/strainers are fairly typical amongst all systems on base and will not be “valve heavy”. Interested parties should account for this within their bids, however, there will not be a line item specifically for such.
8. Q: Line Item 7 in the Bid Schedule calls for unit pricing on “Remove/Dispose of existing insulation”.
a. With this in mind, is asbestos a concern on this project?
b. Am I correct in assuming the insulation of any lines that have existing insulation removed is covered in the expected quantities listed in the Bid Schedule?

A: a. Asbestos is not a concern for this IDIQ. b. The bid schedule is simply a workload guideline. All of the quantities are estimated. Specific quantities will be gathered and measured for each individual Delivery Order by the Contractor and then compared to the CES measurements and negotiated.
9. Q: How do we differentiate between work to be done inside vs work to be done outside?
A: Interior and Exterior pipe insulation will remain within the same line item. The difference in material costs/ labor time for interior vs exterior should not be significant.
10. Q: How do we differentiate between work to be done on the Flight Line & weapons area vs. not?
A: The scope of work does not change from buildings located on the Flight Line vs buildings not located on the Flight Line. Time will be taken into consideration for specific projects, however, proposals shall be inclusive for all of Whiteman AFB.
11. Q: Is it correct to assume the specs in Section 6.3 #1 & #2 should be “Type 1” instead of “Type 2”?
A: Section has been changed and it should be Type 1.
12. Q: Instructions for bids to be delivered through electronic means? Does this mean via email?
A: That is correct. Bids/proposals will be submitted via email to SrA Austin Carter at austin.carter.9@us.af.mil NLT 1400 (2:00 PM) CST on 24 August 2018. Late bids/proposals will not be considered for award.
13. Q: Are we to fill out the chart for each of the 5 years per pipe size with unit price and total for total footage provided?
A. Can we note any clarifications or exceptions on these forms? Do you accept any clarifications or exceptions pertaining to the per foot price?
B. Are the footages listed the total quantities for that year or just used for reference?

14. Q: Where would I get the CAGE Code?
A. A CAGE Code is assigned through sam.gov. In order to be considered eligible for award, interested parties must be registered in SAM.
