Section A: General Contract Information

Contracting Activity: 509 Contracting Squadron

Project/Program Name: Digester Mixer for WWTP

Purchase Request/Identification Number: F4E3ZA8218AW05

Estimated Contract Cost (including Options): $76,684.00

Section B: Description of the Supplies/Services Required

This project is to purchase a WesTech Brand Digester Mixer which performs the function of mixing the sludge contents in an aerobic digester at the wastewater treatment plant.

Section C: Justification for Soliciting from a Single Source or Brand Name

This mixer is specifically designed and engineered for our #2 primary sludge anaerobic digester at the wastewater treatment facility. WesTech was the contractor's supplier of all our sludge digestion equipment in 1990 when our wastewater treatment plant had a major upgrade to the entire wastewater treatment process. This mixer sits on top of an anaerobic digester and provides 6700 gpm turnover of the sludge contents ensuring proper mixing for the digestion process.

WesTech has been selected for this purchase for several reasons:

a. WesTech was the manufacture of the unit that is being replaced.

b. WesTech has all the engineering specifications of the unit we need, guaranteeing a correct fit with our digester process without any additional modifications to our digester tank required.

c. We have two digesters that perform the same function. With this mixer down, taking one of thedigesters out of service we are relying heavily that we can get this mixer purchased and installed as soon as possible in the unlikely event that the other mixer may become unserviceable as well. If that were to occur, we would have to contract a pumper truck to remove sludge accumulations on a daily basis until these digesters were returned to service.

Section D: Efforts to Obtain Competition

Due to the nature of this purchase and and the system it belongs to being solely manufactured by WesTech, solicitation to other manufacturers is not possible for the correct equipment.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

If, in the future, our digester system goes down and we need to procure a new system, it will be solicited to multiple sources. In the mean time, we will need to go strictly to WesTech to replace the parts on their proprietary equipment.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
