Single Source Justification (Simplified Acquisition)
Section A: General Contract Information
Contracting Activity: 509th Contracting Squadron
Project/Program Name: High Speed Camera for B-2

Section B: Description of the Supplies/Services Required
To procure 3 Teletronics Technology Corporation (TTC), Model nHSC-31-S1-2 high speed cameras and associated equipment to meet B-2 developmental and operational test requirements.
Section C: Justification for Soliciting from a Single Source
To effectively conduct developmental and operational test at Whiteman AFB, the instrumentation shop consistently shares and borrows equipment from the Instrumentation Engineering Flight, 412th Test Wing, at Edwards AFB, CA and the TTC Model nHSC-31-S2 is the same camera they use and allow Whiteman to use. Due to the familiarization with the equipment, it has been identified in all the B-2 aircraft modification directives to allow the camera to be installed on operational aircraft at Whiteman. Purchasing the same flight proven cameras to provide a resident capability at Whiteman AFB will not only ensure the continued capability of equipment sharing between multiple B-2 test organizations, but will also prevent re-designing camera power infrastructure and re-writing and staffing B-2 aircraft modification directives. The time and resource costs required to accommodate a different camera model would exceed any financial cost savings potentially offered. Additionally, while this procurement effort will result in three cameras permanently stationed at Whiteman AFB, we will still need to borrow cameras from Edwards AFB to support multiple flight tests that require weapons bay cameras. If our cameras are not the same as the borrowed cameras, we'd be using two different camera types on a single jet which would require two different power infrastructure schemes and is therefore unsupportable.
Section D: Efforts to Obtain Competition
This requirement was reviewed by the Contracting Officer to ensure that all possibilities for competition were considered early in the acquisition cycle. Market research indicated that no other manufacturer produces this camera or is sold by anyone else. Research was conducted by calling Teletronics Technology Corporation to verify, as well as multiple iterations of searches on-line. There are no other distributors of this product.
Section E: Steps to Preclude Future Single Source Awards
Future requirements pertaining to high speed cameras will continue to seek out additional vendors via Internet, EZQuery and available sources which meet the requirement.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
