This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number FA4625-16-Q-0054. This procurement is a small business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 332311. For the purpose of this procurement the small business size standard is 500 Employees. All offers are to remain valid for a period of 60 days or more. Basis for Award; The Government will award a contract from this solicitation to the responsible offeror whose offer conforming to FAR 52.212-2 Evaluation. Items required are listed below:

**Prepare your quote in accordance with (IAW) the attached Performance Work Statement titled ‘Mobile Guard Shacks Salient Characteristics’.**

Delivery date: 60 days ADC 52.212-2 Evaluation -- Commercial Items; The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The award will be made to the lowest proposal who meets the minimum needs of the Government IAW this solicitation. The following factors shall be used to evaluate offers:

1. Technically acceptable: Item meeting or exceeding characteristics in accordance with the attached “Salient Characteristics”

Wide Area Work Flow Invoicing Instructions will be incorporated in the contract document at award.

Paper copies of the Request for Quotation will not be made available. Quotations can be e-mailed to the following e-mail address: 509cons.sollgcb@us.af.mil or by FAX to (660) 687-7083 to the attention of SrA Brady Goodwin. NOTE: Quotations must be received by 8 Aug 2016, 02:00 PM CST; late quotations will not be considered for award. Prospective offeror must be registered and have an active status in the System for Award Management (SAM) (www.sam.gov) in order to be eligible for award. Responsible sources may submit a quotation which, if timely received, shall be considered by this agency.

Contractor personnel shall meet established unescorted installation entry requirements pursuant to AFI 31-101 before base identification will be issued.

Personnel not meeting the minimal standards will not be issued an installation pass and will not be allowed access on Whiteman AFB.

Contracted personnel shall be a U.S. citizens.

Item: Mobile Ballistic Guard Shacks

Quantity: 20

Specifications:

1. Minimum dimensions of 6ft W x 4ft D x 6.5ft T.

2. Patio dimensions of 3.5ft D x 6ft W with hand rails on the same side as the door to enter the shack. (Personnel will have to step onto the patio in order to get into the shack)

3. Shacks shall be permanently mounted on a towable metal trailer chassis with wheels rated for weight of the unit, with drop down legs (Stabilizing ability) at each corner when not being towed, equipped with a 2 inch ball hitch.

4. All sides of shack are to be made using NIJ III (7.62 NATO FMJ) rated materials to include floor and ceiling.

5. Windows shall have shatterproof film/coating to protect occupant from breaking glass. In all 4 directions, also be able to slide open

6. Inside of the shack there shall be a table/counter top and a lighting source for occupants inside.

7. These units shall also come equipped with a gasoline powered generator which uses 4 prong L14-20 20A 120/240v twist lock plugs, also the outlets on the shack should be the same to accommodate mounted generator and other military generators.

8. Shack shall also be equipped with window HVAC systems mounted below the window on the lower wall to provide heating and cooling. This HVAC unit should have a ballistic sheath on the outside of the shack.
