Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Section B: Description of the Supplies/Services Required

The requirement is for one Dual 1553 Channel USB Interface, one 1553 Protocol Analyzer, Simulator, and Replay GUI, one Dual Port FC Sim or Mon in a PCIe card format, 2GB RAM, and a Simulyzer Software package for Dual Port FC Simulyzer. The Fiber Support Equipment is used to support Developmental and Operational Flight Test data collection and analysis of B-2A avionics system data. The NAICS for this requirement is 334511 and the FSC is 6625.

Section C: Justification for Soliciting from a Single Source

It is imperative to use same capability with proven software project files developed for this equipment by the aircraft manufacturer to allow for the cross utilization of data between other geographically located flight test facilities. There are no other COTS solutions that provide the integrated capability needed for cross utilization of unique flight test resources within the B-2 enterprise.

Section D: Efforts to Obtain Competition

This requirement was reviewed by the Contracting Officer, and the user, to ensure that all possibilities for competition were considered early in the acquisition cycle. Companies providing similar equipment were contacted to verify pricing, however due to the nature of the product comparison was not accurate. Teradyne, Inc. D.B.A. Avionics Interface Technologies provided the contracting office with a published price list and price offers to ensure fair pricing and competition.

Section E: Steps to Preclude Future Single Source Awards

All requirements, including the subject requirement, are thoroughly reviewed to ensure that competition is not unnecessarily restricted. Future procurements will continue to seek out additional vendors via Internet, EZQuery and available sources that meet the requirements for the fiber support equipment of the B-2.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
