This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number FA4625-15-Q-0076. This procurement is a small business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 333244. For the purpose of this procurement the small business size standard is 500 Employees. All offers are to remain valid for a period of 30 days or more. Basis for Award; The Government will award a contract from this solicitation to the lowest priced offeror that meets the minimum needs of the Government IAW this solicitation and attachments. Items required are listed in Attachment 2.

Prepare your quote in accordance with Attachment 1 titled ‘442nd 3D Printer / Scanner Salient Characteristics Sheet’.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83, Defense Publication Notice 20150826, and Air Force Acquisition Circular 2015-0406.

52.212-2 Evaluation -- Commercial Items The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The award will be made to the lowest proposal who meets the minimum needs of the Government IAW this solicitation and attachments.

The relative importance of all other evaluation factors, when combined, are equal in importance when compared to price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
