CONSTRUCTION SOLICITATION PACKAGE

OFFERS ARE SOLICITED FOR: PROTECTIVE COATINGS IDIQ REQUIREMENTS CONTRACT

1. Please be sure to read this entire package.

2. This requirement is a Service-Disabled Veteran-Owned Small Business set-aside. Award will result in award of a “Best Value” contract.

3. The NAICS Code is 238320. IAW FAR 19.1403(b)(2), the service-disable veteran-owned small business must represent to the contracting officer that it is a small business concern under the North American Industry Classification System (NAICS) code assigned to the procurement.

4. Please enter your CAGE code, Tax Identification Number and DUNS number in Block 14 of the SF 1442.

5. A separate Notice to Proceed (NTP) will be issued for each Delivery Order.

6. The maximum contract value is $2,000,000.00.

7. Reference Block 12: Separate Performance and Payment Bonds will be required on each Delivery Order that exceeds $150,000.00 or as required by the Contracting Officer in excess of $25,000.00. The contractor will also be required to maintain reserve Performance and Payment Bonds for all other projects between $25,000.00 and $150,000.00 with a combined performance magnitude of $500,000.00 at all time for the duration of this contract.

The purpose of this bonding is to expedite projects in lieu of waiting for individual bonding to be acquired. This reserve bonding must be provided within thirty (30) days after contract award. See Section H-3, Special Contract Requirements.

9. There will not be a site visit for the solicitation and award of this contract. Upon award, site visits will be held prior to issuance of individual delivery orders.

14. A new Wage Determination will be incorporated by modification into the contract at the time of exercise of Option periods. 15. Evaluation will be made in accordance with Section M of the solicitation.

16. The project magnitude is between $1,000,000 and $5,000,000.

17. Offerors are cautioned that Whiteman AFB, MO has visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass prior to entrance. SOME DELAY SHOULD BE ANTICIPATED WHEN HANDCARRYING PROPOSALS. Offerors should allow sufficient time to obtain a visitor pass and deliver the proposal PRIOR to the time specified for receipt. Late proposals will be processed in accordance with FAR 52.212-1(f) “Late submission, modifications, revisions, and withdrawals of offers.”

NOTE: In order to submit an offer: The SF 1442; Bid Schedule (Attachment 4); and Section K, Representations and Instructions must be completed and returned to the 509th Contracting Squadron at the address in Para 11 above.

SECTION C-1

1.1 SCOPE OF WORK. The Contractor shall provide all personnel, equipment, vehicles, rental equipment, tools, materials, supervision, and other items and services necessary to perform “Protective/Decorative Coating” services as defined in this Statement of Work (SOW) and as identified in each individual Delivery Order, at Whiteman AFB. The Contractor shall provide all paint and like materials in their bid price along with submittals based upon the work load estimates. The Contractor shall perform to the standards in this contract. The estimated quantities of work are listed in Technical Exhibit 1, Workload Estimates.

1.1.1 Work Requirements. Work requirements are outlined in this SOW, and will be further detailed by the issuance of individual Delivery Orders. Work within the scope of this contract includes the following but is not limited to the following:

a. Maintenance Management including work estimating

b. Quality Control

c. Maintain Records

d. Provide Materials

e. Prepare and Paint Facilities Exteriors

f. Prepare and Paint Facilities Interiors

g. Remove Paint from Streets and Parking Lots

h. Street & Pavements Markings, with Traffic Paint (i.e. stop bars, crosswalks, arrows, lane dividers, parking lines etc.)

i. Prep and Paint Miscellaneous Structures and Equipment (such as fire hydrants, pipes, sign posts, sign backs, sign frames, trailers, fences, gates, smoke stacks, fuel storage tanks and hanger doors.)

j. Pressure washing to include cleaning and sealing.

k. Maintain airfield and flightline markings as required, except annual airfield markings. This includes taxi lines, hold lines, hammer heads, runway markings, blast fences, entry control point markings, restricted area markings “Red Lines” and any required areas along with connecting or replacing those markings damaged or modified by ramp maintenance.

l. All roofs, roof penetrations and roof mounted equipment and any other exterior equipment in support of a facility. Examples include:

dormitory roofs, manhole covers, pod mounted transformers, posts, fire hydrants, sign frames, utility system valves, air condition units, cooling towers, stacks or antenna poles.

m. Sheet Rock Finishing

n. Other Government owned real property as directed

o. Paint color determination and mixing to match if applicable

p. Prohibited operations: At no time will a Contractor clean or prep a surface with a flame.

1.1.2 Work Not Included in This Contract.

a. Interior and Exterior Painting and Wall Covering in Military Family Housing Units

b. Painting of Water Towers.

c. Painting vehicles.

d. Annual Airfield rubber removal and markings

e. Painting done by other Contractors or Whiteman AFB personnel

f. Removal of lead based paint

g. Floor coatings

1.2 CONTRACTOR PERSONNEL

1.2.1 Contract Manager. The Contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate or alternates, who shall act for the Contractor when the manager is absent, shall be designated in writing to the contracting officer.

1.2.1.1 The contract manager or alternate(s) shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract.

1.2.1.2 The contract manager or an alternate shall be available during normal duty hours within 30 minutes to meet on the installation with Government personnel (designated by the contracting officer) to discuss problem areas. Contractor shall have cellular phone access and a business phone. The Contractor will not be provided with office space on Whiteman AFB.

1.2.1.3 The contract manager and alternate(s) must be able to read, write, speak and understand English.

1.2.2 The Contractor shall not employ persons for work on this contract if such employee is identified to the Contractor by the contracting officer or security forces as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

1.2.2.1 Contractor personnel shall present a neat appearance and be easily recognized as Contractor employees. Identification shall be available prior to employment and shall be worn or attached to the outer garment at all times. All personnel shall portray a professional image at all times. Clothing and shoes shall be worn in accordance with AFOSH and OSHA standards.

The Contractor will ensure their personnel use proper protection/safety equipment to perform work IAW all AFOSH and OSHA standards. Contractor employees shall not remove any part of their clothing, such as shirts, shoes, etc., while in performance of the contract. Management shall be dressed in proper attire for their duties. Wearing of any military uniform, or parts thereof, is prohibited under this contract.

1.2.2.2 The Contractor shall ensure that Contractor employees operating vehicles have a valid state driver’s license and be flight line qualified IAW local policy, as required, before allowing the employee to operate a Contractor-owned vehicle on Whiteman AFB. Flight Line training takes approximately 2 hours. It is a computer based training and includes a drive around of the flight line and testing. Flight line qualification training may be scheduled by contacting the Government Inspector. Vehicle operators in this area must past this test prior to receiving their Flight Line Driving Permit.

1.2.2.3 The Contractor shall not employ any person who is an employee of the US Government if employing that person would create a conflict of interest. Additionally, the Contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DOD 5500.7-R, Joint Ethics Regulation (JER). The Contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies in AFI 64- 106, Air Force Industrial Labor Regulations Activities.

1.2.2.4 The Contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment.

Military Reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the Contractor’s ability to perform;

however, their absence at any time shall not constitute an excuse for non-performance under this contract.

1.2.2.5 The management and control of Contractor employees in the performance of this contract shall be the responsibility of the Contractor; however, the Contractor shall comply with the contract requirements and Whiteman AFB regulations concerning conduct of employees.

1.3 SECURITY REQUIREMENTS. For work scheduled to be performed in a secure or classified area, the Contractor will be required to maintain at least 2 crew members (can also include project manager) with proper security level for restricted area badge. Some areas under certain conditions will require escorts. An escort will be provided by the Government at no cost to the Contractor. Contractor shall notify the Government Inspector at least three (3) days in advance of such work.

1.3.1 The Contractor shall ensure each employee obtains a Base Identification Pass and, if required, Vehicle Registration, and Vehicle Pass. Restricted Area Badges will be issued by the Government and all costs for processing will be absorbed by the same. All employees shall have the Identification Card in their possession at all times while on base. Restricted Area Badges will not be issued until Contractor employees have obtained secret clearances, National Agency Check (NAC). The NAC will be processed by the Government at no charge to the Contractor.

The on-site contract manager will be responsible for obtaining this requirement to enable them to escort their personnel.

1.3.2 Entry to Whiteman AFB. Whiteman AFB is a closed base pursuant to Section 21, Internal Security Act of 1950, 50 USC 797, and, as such, only those persons granted permission may enter. It is, however, required that control be exercised over Contractor personnel while working on base. To maintain this control, 10 days prior to start of work, the Contractor shall submit a list of employees by-name, on company letterhead, to the Government Inspector. An updated list shall be provided upon change of employees. The list shall include employee names, social security number, and security clearance levels. This information will be guarded under the provisions of the Privacy Act of 1974. While submission of social security numbers is voluntary, not providing them will result in Contractor personnel being denied access to the base. The Contractor will also submit a list of vehicle descriptions and Vehicle Identification Numbers for the vehicles brought into the restricted/controlled areas.

1.3.3 Contractor personnel shall not carry and/or transport firearms or dangerous weaponry on the installation.

1.3.4 Contractor personnel shall not enter facilities/areas designated and posted as either Restricted or Controlled Areas without specific authorization of the Installation Commander or designee. Restricted or Controlled Areas may be entered by Contractor personnel if escorted by authorized Government representative.

1.3.5 In the event that service is to be provided in a controlled area (50 USC 797), and it is determined a free zone must be established instead of using escorts, the Contractor personnel shall adhere to free zone procedures as identified by a letter signed by the installation commander or designee.

1.3.6 Contractor personnel are subject to all regulations regarding unauthorized installation entry, orders not to reenter (barment), and installation entry point checks.

1.3.7 Contractor personnel shall comply with both the Installation Traffic Code and the State of Missouri (RSMO) traffic codes. Contractor personnel are also subject to Air Force driving suspensions, revocations, and installation private vehicle registration requirements.

1.3.8 In the event of wing exercises or real world commitments, Contractors may be required to exit the restricted area without prior notice. Notification will be made to the Contractor of events that may interfere with the Contractor’s progress to the maximum extent possible to assist in scheduling. If possible, a 72-hour notice will be provided. Contractors may be restricted from the work area for up to a 30-day cumulative period per year with no claim to the Government due to exercise and or real world contingencies.

1.3.9 Seatbelts. The use of seatbelts by all vehicle operators and passengers is mandatory on Whiteman AFB. Vehicle operators caught not wearing their seatbelts will lose their driving privileges, subject to laws governing Military and Civilian Employees.

1.3.10 Cell Phones. The use of cell phones in moving vehicles is prohibited on Whiteman AFB, subject to laws governing Military and Civilian Employees.

1.4 FLIGHTLINE DRIVING AND OPERATIONS. The Contractor shall ensure all Contractor employees required to operate vehicles on the airfield have a valid state driver’s license and receive flightline driving certification in accordance with the current edition of the Bomb Wing Flightline Driving Instruction before allowing the employee to operate a Contractor-owned vehicle on the Whiteman AFB airfield. Required training items and documentation are contained in the aforementioned instruction. Refer to 1.3 and 1.3.1.

1.4.1 Any non-Government Contractor vehicle requiring access to the airfield must obtain a Flightline POV pass from Airfield Management in accordance with the flightline driving instruction and the installation security instruction.

1.4.2 Drivers must comply with the provisions of the flightline driving instruction and only operate vehicles in approved areas and in conjunction with official contracted duties. Contractor vehicle operators who violate driving instruction requirements can be banned from operating a vehicle on the airfield. Replacement driver(s) will be the Contractor’s responsibility.

1.4.3 The Contractor shall follow driving and security instructions concerning entry requirements and procedures for airfield areas. Also, the Contractor must notify the Airfield Manager at Base Operations, prior to beginning daily operations in the airfield area. All painting of airfield surfaces must be prior coordinated with the Airfield Manager.

1.4.4 The Contractor shall maintain radio contact with Base Operations at all times when working on the airfield and transfer contact to the Air Traffic Control Tower when working in an airfield controlled movement area or radio controlled area defined in the flight line driving instruction. Base Operations and 509 CES Customer Service, will furnish portable radios to the Contractor on a hand-receipt basis. Contractor shall return the radios in the same condition received. Payment for repair of damaged radios or replacement of lost radios shall be the responsibility of the Contractor. Such repair/replacement shall be approved by the Government.

Contractor personnel will only use the base operations and tower nets to communicate with base operations or the tower and not use it for personal communication. The Contractor shall comply with all radio-transmitted advisories and directions issued by Base Operations.

1.5 BASE ACCESS. Occasionally it is necessary to require either early release of Whiteman AFB personnel, their late reporting, or even total base closure when weather conditions make normal travel unsafe. When weather conditions cause one of the above situations, Contractor personnel will be denied access to the base, unless they have been notified that their contract service has been determined essential. Denied access in these situations will result in no additional costs to the Government.

For your convenience, Whiteman AFB closing and late reporting information is broadcast on the following radio and television stations: WDAF (610 AM), KMBZ (980 AM), KSIS (1050 AM), KDKD (1280 AM / 95.3 FM), KOKO (1450 AM), KDRO (1490 AM), KLRQ (96.1 FM), KPRS

(103.3 FM), KBEQ (104.0 FM), KMBC (TV CHANNEL 9).

1.6 QUALITY CONTROL. The Contractor shall provide a Quality Control Plan to the contracting officer for acceptance not later than the pre-performance conference. The contracting officer will notify the Contractor of acceptance or required modifications to the plan before the contract start date. The Contractor shall make all appropriate modifications and obtain acceptance of the plan by the contracting officer before the contract start date. The plan shall include, as a minimum: (1) a description of the methods to be used for identifying and preventing defects in the quality of service performed, and (2) a description of the records to be kept to document corrective or preventive actions taken.

1.7 INSPECTION. The Government will evaluate the Contractor’s performance under this contract. Any action taken by the contracting officer as a result of surveillance will be according to the terms of this contract.

1.7.1 Progress Meetings. The contracting officer may require the contract manager to meet with the contracting officer, contract administrator, Government Inspector, and other Government personnel as deemed necessary. The Contractor may request a meeting with the contracting officer when he or she believes such a meeting is necessary. Written minutes of any such meetings shall be recorded in the contract and signed by the contract manager and the contracting officer or contract administrator. If the Contractor does not concur with any portion of the minutes, such non-concurrence shall be provided in writing to the contracting officer within 10 days following receipt of the minutes.

1.8 PHYSICAL SECURITY. The Contractor shall be responsible for safeguarding all property (Government and Contractor) provided for Contractor use. At the end of each work period, all Government (and Contractor) facilities, equipment and materials shall be secured.

1.8.1 Key Control. The Contractor shall establish and implement methods of making sure all keys issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The Contractor shall not duplicate any keys issued by the Government.

The Contractor will maintain a key issue control log that will be kept current. Any keys issued to a Contractor employee must be returned upon request or termination of the contracted personnel.

1.8.1.1 The Contractor shall immediately report to the Government Inspector or contracting officer any occurrences of lost or duplicated keys.

1.8.1.2 In the event keys, other than master keys, are lost or duplicated, the Contractor may be required, upon written direction of the contracting officer, to rekey or replace the affected lock or locks without cost to the Government. The Government may, at its option, replace the affected lock(s) or perform rekeying and deduct the cost of such from payments due to the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor.

1.8.1.3 The Contractor shall prohibit the use of Government issued keysby persons other than the Contractor’s employees. Access to locked areas shall be limited to Contractor employees engaged in performance of contract work requirements.

1.9 HOURS OF OPERATION:

1.9.1 Normal Hours of Operation. The Contractor shall perform the services required under this contract during the following hours: 0700 through 1630 hours, Monday through Friday. The Contractor may work on weekends or other non-duty days, at no additional cost to the Government, with prior coordination with the Government Inspector. Flex-time or summer hours are at the discretion of the Contractor and Government Inspector, however, one supervisor must be available during normal business hours. The Contractor may be required to work non-duty hours as directed in writing by the Contracting Officer or Government Inspector at no additional cost to the Government.

1.9.1.1 Holidays The following Federal legal holidays are observed by this base.

New Years Day 1 January Martin Luther King Day Third Monday in January Presidents Day Third Monday in February Memorial Day Last Monday in May Independence Day 4 July Labor Day First Monday in September Discoverer’s Day Second Monday in October Veterans Day 11 November Thanksgiving Day Fourth Thursday in November Christmas Day 25 December.

NOTE: Any of the above holidays falling on a Saturday will be observed on the preceding Friday. Holidays falling on a Sunday will be observed on the following Monday.

1.10 CONSERVATION OF UTILITIES: The Contractor shall make sure employees practice utility conservation. The Contractor shall be responsible for operating under conditions that prevent the waste of utilities to include:

1.10.1 Lights shall be used only in areas where work is actually being performed.

1.10.2 Employees shall not adjust mechanical equipment controls for heating, ventilation, and air conditioning systems. Employees will protect and avoid any overspray, fumes or vapors from entering ventilation, heating or air conditioning systems in any facility.

1.10.3 Water faucets or valves shall be turned off when not in use.

1.11 PUBLICATIONS, FORMS AND RECORDS. The Contractor shall be responsible for creating, maintaining, and disposing of only those Government required records that are specifically cited in this SOW or required by the provisions of a mandatory directive listed in section C-6, Applicable Publications and Forms. If requested by the Government, the Contractor shall provide the original record, or a reproducible copy of any such record within 5 working days of receipt of the request.

1.12 LOST AND FOUND PROPERTY. It is the responsibility of the Contractor to ensure that all items of personal or monetary value found by their employees are turned into the 509th Security Forces Squadron.

1.13 COODINATION WITH OTHER CONTRACTORS. The Contractor will coordinate their work with the work of other Contractors and Civil Engineer shops to ensure no interference will delay performance. The Contractor will also coordinate with any appropriate personnel on projects, to minimize any disturbances due to current operations. Coordination shall be made through the Government Inspector.

1.14 HAZARDOUS WASTE/REFUSE DISPOSAL. Contractor shall manage, handle, transport, and dispose of any and all hazardous materials and scrap waste at their own expense.

Contractor shall provide for their own refuse disposal. The Government accepts no liability for the disposal of the Contractors hazardous waste or refuse. This pertains to this contract and or any other delivery orders issued to this contract.

1.15 SAFETY. Compliance with the current U.S. Army Corps of Engineers “Safety and Health Requirements Manual” (EM 385-1-1); Occupational Safety and Health Act (OSHA) standards;

and current Whiteman AFB safety regulations is mandatory. The prime Contractor shall be held responsible to ensure that his/her workforce and any subcontractor or supplier workforce comply with the above safety requirements.

1.15.1 Whiteman AFB does not have a hospital on site, but does have a medical clinic. Should an injury occur, they can provide emergency medical treatment only. Follow-on care after initial emergency treatment will not be provided. The Contractor will be required to reimburse the Government at an established rate for non-beneficiaries in accordance with DoD Regulation 6010.15.

1.15.2 Personal Safety. Adequate protection of all persons shall be provided at all times. Work shall proceed in a manner to prevent hazard.

1.16 PROHIBITED ITEMS. Certain items are prohibited on base. Personnel who are found to be in possession of prohibited items will be challenged and the item confiscated pending an investigation. Personnel in possession of prohibited items are subject to disciplinary action, withdrawal of access authorization, or arrest and prosecution. The following non-government owned items are prohibited on base, unless an exception is noted:

1.16.1 Smoking is permitted in designated, outside smoking areas only. No smoking will be allowed within any base facility.

1.16.2 Alcohol, controlled substances including illegal drugs and associated paraphernalia, except for prescription medicine.

1.16.3 Firearms, ammunition, and other dangerous or deadly weapons, explosives or incendiary devices.

1.16.4 Pets, wild or domestic.

1.16.5 Other items prohibited by law.

SECTION C-2

DEFINITIONS

2.1 GENERAL DEFINITIONS:

2.1.1 Facility. A facility is an integral structure such as a building and all of its attachments.

Included with the building are all components that belong to the structure unless otherwise specified hereinafter. Areas where fencing is used as a wall, fencing will be considered a part of the facility.

2.1.2 Quality Assurance. A planned systematic pattern of all actions necessary to provide confidence that adequate technical requirements are established, products and services conform to established technical requirements, and satisfactory performance is achieved. For purposes of this manual, quality assurance refers to actions by the Government.

2.1.3 Quality Control. Those actions taken by a Contractor to control the production outputs to ensure they conform to the contract requirements.

2.2 TECHNICAL DEFINITIONS:

2.2.1 Airfield. FLIGHTLINE, including areas within the outer perimeter of airfield aprons and taxiways where the primary activity is aircraft operation.

2.2.2 Government Inspector. A functionally qualified person who inspects the progress of work and certifies completion on behalf of the contracting officer.

2.2.3 Contingency Operations. Events causing unanticipated increases or decreases in the level of service required.

2.2.4 Delivery Order. Document issued to Contractor by the Contracting Officer authorizing accomplishment of specified work.

2.2.5. Exterior Insulation Finish System (EIFS). Synthetic plaster material in a variety of textures, similar in appearance to stucco.

2.2.6 Exterior Surfaces. Those surfaces to include wood, all metal surfaces, block, stucco, exterior insulation finish system (EIFS, ie Drivit Finestone, Pleco, etc.), special siding, masonry, concrete, asphalt, and glass exposed to the elements of nature.

2.2.6.1 Fencing. Fencing not used as a wall requiring paint shall be painted as directed and paid as exterior paint.

2.2.7 Flightline. Generally the outer perimeter of airfield aprons and taxiways where privately owned vehicles are not permitted.

2.2.8 Interior Surfaces. Those surfaces to include plaster, gypsum wall board, wood, metal, block, suspended ceiling tiles, grid work, and glass not exposed to the elements of nature.

2.2.9 Linear Measurement. Any system of measurement for measuring length. Involving measurement in one dimension only; pertaining to length.

2.2.10 Military Family Housing. Those areas that are used solely for the housing of military personnel assigned to Whiteman AFB MO.

2.2.11 Normal Duty Hours. Hours between 0700 and 1630 during which normal workday operations are conducted.

2.2.12 Non-Architectural Surfaces. Includes above ground fuel lines, real property installed equipment such as air conditioning units, hydrants, chain link fences, bridges, towers (other than water towers), traffic signals and sign posts, hand rails, street light poles, street markings (i.e.

cross walks and lane markings) and swimming pools, etc.

2.2.13 Paint. Includes emulsions, enamels, paints, stains, epoxy, varnishes, sealers, cement-emulsion fillers, and other coatings whether used as prime, intermediate or finish coats.

2.2.14 Painting. The application of paint by any means.

2.2.15 Pavement Marking. Those surfaces to include but not limited to airfield and base street center line marking, street arrows, crosswalk identification, handicapped parking spaces and curb painting including parking lots, reserved parking spaces and striping of parking lots.

2.2.16 Physical Condition. The physical appearance and integrity of structure or equipment item which considers cracks, chips, dents, abrasions, rust, corrosion, and general appearance and cleanliness.

2.2.17 Protective Coating. Application of paint, stains, texturing, acoustical spraying of interior surfaces and varnish as a means of protecting and preserving surface areas.

2.2.18 Repair Painting. Any combination of the Base Civil Engineer (BCE) and Contractor effort involving BCE maintenance/repair of a facility with Contractor performance in any or all areas specified within this contract.

2.2.19 Restricted and Controlled Area. Those areas designated by the Installation Commander that require control of personnel and/or equipment for security reasons for protection of personnel and property.

2.2.20 Satellite Accumulation Point. Centralized location to store hazardous waste.

2.2.21 Self Help. Painting done by the using organization. Inspector can at anytime change a delivery order to Self-Help prior to formal issuance of the delivery order to the Contractor without any cost to the Government.

2.2.22 Sheet Rock Finishing. Sheet rock finishing shall follow a minimum of four steps:

Step I: Initial bedding of tape, corner bead “X” and countersink all nails/fasteners as needed.

Step II & III: Float to hide all tape, nails, fasteners, and any imperfections of the sheet rock.

Step IV: Sand as necessary to provide a paint ready finish.

2.2.23 Special Events. Base activities requiring additional attention to painted areas.

2.2.24 Surface Preparation. The technique(s) and materials required to prepare a given surface, whether interior or exterior, to receive paint or wallpaper. Techniques include but are not limited to cleaning, sanding, brushing, nail pops, sealing, caulking, glazing, scraping; also repair tape, bed and texture of gypsum board surfaces, and sizing finished surfaces for wallpaper.

Surface preparation is an included part of all bid items.

2.2.25 Textured Ceiling. A ceiling where textured material has been applied using compressed air and associated equipment.

2.2.26 Trim. Including, but not limited to, baseboard, doors and windows, casings, cap mold, chair rails, hand rails and cove mold.

2.2.27 Wall Covering. Decorative paper or other material such as vinyl, cork, fabric, etc. used to cover a given interior surface.

2.3 ABBREVIATIONS.

SECTION C-3

GOVERNMENT-FURNISHED PROPERTY AND SERVICES

3.1 GENERAL INFORMATION: The Government will provide limited provisions for this contract. Contractor shall provide all services as explained in paragraph 1.1.

3.1.1 Government-Furnished Material: None

3.1.2 Government-Furnished Facilities. None

3.1.3 Government-Furnished Equipment. None

3.1.4 Government-Furnished Utilities. The Government will provide for “tap” water and

120V/60HZ electrical when available. At no time will the Government provide for utilities that are not previously available at the site (ie. generators, water bladders).

SECTION C-4

CONTRACTOR-FURNISHED ITEMS AND SERVICES

4.1 GENERAL INFORMATION. The Contractor shall furnish everything needed to perform this contract according to all its terms. The Contractor materials and workmanship shall meet or exceed the standards of the Painting and Decorating Contractors of America (PDCA) and the Master Painters Institute (MPI) standards for protective coatings. Selections of material shall be from the highest range of coatings available.

4.2 VEHICLES. The Contractor shall provide and maintain Contractor-owned or leased vehicles to meet the requirements of this contract. Any Contractor vehicles used in the performance of this contract shall have the name of the Contractor and the words "Protective Coating" neatly and prominently exhibited on both sides of the vehicle. The Contractor shall operate vehicles to comply with base traffic regulations and MO State Statues. Vehicle mounted communications equipment shall conform to all applicable Federal procedures and avoid conflict with existing frequencies. The vehicle shall be in satisfactory mechanical condition and present a neat and clean appearance.

4.2.1 Contractor Owned Vehicles: The Contractor shall be responsible for all maintenance and costs to operate Contractor owned vehicles.

4.2.2 All vehicles used in the performance of this contract shall be in operable condition and meet the local, state, and federal safety requirements.
