I. Contracting Activity.

II. Nature and/or description of the action being processed.
The Sunflower SABER (FA4621-15-D-0003) contract has a current maximum amount of $45,000,000 with a total of $43,092,963 currently obligated. The contract is about to enter its fourth option year which will end 28 September 2020. Under the authority identified herein, the McConnell/Fort Riley Sunflower SABER (FA4621-15-D-0003) will be modified by supplemental agreement to increase the contract maximum amount by an additional $9,000,000 in order to accommodate projected requirements at McConnell AFB and Ft. Riley, KS.
III. Description of supplies/services required to meet agency needs.
The Sunflower SABER is a firm-fixed price (FFP) indefinite delivery/indefinite quantity (ID/IQ) contract which provides our mission partners at McConnell Air Force Base (MAFB) Civil Engineering Squadron (CES) and Ft. Riley Department of Public Works (DPW) with an effective vehicle for executing multi-discipline repair and minor construction requirements ranging from $2,000 to $1,000,000. The Sunflower SABER primarily utilizes Army 2020 and Air Force 3400 O&M appropriation funds. The follow-on SABER contract is currently in development with an estimated award date of May 2020.
Below is a summary of the annual spending on Sunflower SABER to date:

Based on the spending history of the SABER, the average annual obligation amount is approximately $10.7 million. The follow-on SABER is projected for award in May 2020. An increase of $9,000,000 would allow for the continued support of both McConnell AFB and Ft. Riley requirements and provide a margin for other in-scope modifications (differing site conditions, etc.) during option year four of the current contract. Projected requirements during this period include the following:

IV. Statutory authority permitting other than full and open competition.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
This acquisition is for continued execution of multi-discipline repair and minor construction requirements under the FA4621-15-D-0003 contract. The current Sunflower SABER is the first joint/regional contract vehicle of its kind between McConnell AFB and Ft. Riley. It was competed as a total 8(a) small business set-aside and awarded to Olgoonik Diversified Services (ODS) on 29 September 2015. To date, approximately $43.1M of the current $45M contract maximum has been obligated including all task order awards and modifications to those task orders through FY19. The remaining amount--approximately $1.9M--is available for ordering through 28 September 2020 (base plus four option periods). The $45M maximum amount was determined using prior spend history for both parties on their previous contract vehicles. The SABER contract has proven an effective vehicle for sustainment, restoration and modernization (SRM) project execution and this action will enable completion of projected SRM requirements at both locations through the remaining term of the contract.
A new contract is already in development but not expected to award until mid-2020; additionally, an existing option period for ordering exists on the current contract. When exercised, this option period covers the scheduled performance of the planned projects; therefore, award to any other source would result in unacceptable delays in fulfilling Government requirements. Depending on the complexity and dollar value of the requirement it is estimated that a stand alone contract could take as much as 60 to 90 days to award and would result in significant duplications of effort as opposed to the standard timeline of the Sunflower SABER of 10 to 30 days. These requirements may only be fulfilled in a timely manner using the SABER contractor already staffed, mobilized and performing on Ft. Riley and MAFB. Delays in awarding these requirements could critically impact installation/mission operations. Planned projects for Ft. Riley include Critical Sustainment requirements and the short turn-time for SABER orders provides the Ft. Riley DPW with assistance for

Diversified Services, LLC (ODS) is the only contractor capable of providing the services described in Section III above without the U.S. Air Force experiencing unacceptable delays in fulfilling its requirements.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
This justification supports an increase to the maximum amount on an ID/IQ contract to allow additional work within the original term/performance period. Another SABER contract with a planned maximum of $75M is in development for award in 2020. As with the current SABER, it is anticipated that the new acquisition will be a competitive procurement.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The original SABER contract pricing methodology, project estimating system (eGordian) and related co-efficients were determined fair and reasonable as part of the original competitive procurement. In accordance with FAR 15.403-1(b)(1) and 15.403-1(c)(1)(iii), the Contracting Officer anticipates task order pricing will be fair and reasonable since it is based
March 2018 Page 4 of 5 on eGordian which is tailored to our geographic location and derived from actual market prices and trends. Only task order quantities are negotiated, and these are reviewed by technical personnel with available history on similar efforts retained in the system database. The contracting officer will ensure that appropriate analysis is conducted for each task order to ensure that the final negotiated price is fair and reasonable.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
As contract performance is ongoing, market research was conducted to support the determination to exercise the upcoming fourth (final) option. Market research for the final option year of the Sunflower SABER included inquiries to other installations with similar contracts and confirmed the current pricing/construct remains fair and reasonable. Market research was also performed as part of acquisition planning for the new SABER contract. Market research for the new SABER included a Sources Sought notice which identified multiple interested 8(a) firms; however, as previously stated, award to any other source at this time would result in unacceptable delays in fulfilling existing Government requirements. This action will be synopsized in accordance with FAR 5.201 and 6.305. The current SABER contractor has proven on past requirements that they are capable of successfully completing a broad range of maintenance, repair and minor construction requirements. Other market research techniques utilized include personal knowledge in procuring supplies and/or services of this type, contact with knowledgeable persons in Government, and data acquired from recently solicited and awarded construction contracts, general knowledge and experience with the local construction market and a cursory Small Business Dynamic Search focused on construction contractors.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
None.
X. List of any sources that expressed, in writing, an interest in the acquisition.
The current SABER contractor has expressed interest in continuing to provide support to McConnell AFB and Ft. Riley on any planned requirements for the full term of the contract and maintains the capacity to effectively perform the work. The Sunflower SABER has successfully completed over 195 separate task orders to date; all parties have expressed interest in continuing to use the existing contract vehicle until the follow-on SABER is available.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
Procurement history for this requirement and market research for the follow-on SABER have not disclosed any barriers to competition. A Joint/Regional program construct with both Ft. Riley and MAFB is planned; market research indicates sufficient industry interest for a robust competition for the SABER re-procurement effort.
