STATEMENT OF WORK
AVIATION FUEL
FOR FAIRCHILD AFB SKYFEST
1. DESCRIPTION OF SERVICES
1.1 Scope of Work: The contractor will furnish all personnel, transportation, equipment, tools, labor, supplies, materials, supervision, and services necessary to provide 100 Low Lead (LL) AVGAS fuel for SkyFest performer aircraft. Also, see paragraph 5 Specific Task.
2. PERSONNEL
2.1 The contractor shall provide to the Contracting Officer a name and phone number of the person(s) that shall be responsible for pumping the fuel. Individuals must be able to read, write and understand English. They shall present a neat appearance and carry some form of employee identification and be easily recognized. This may be accomplished by wearing distinctive clothing bearing the name of the company or wearing appropriate badges identifying the company name and employee name.
2.2 The government is authorized to restrict the employment under this contract of any contract employee or respective contractor employee who is identified as a potential threat to the health, safety, security, general well-being or operational mission of this installation and its population.
3. SAFETY
3.1 The contractor is solely responsible for the safety of his personnel and the safe refueling of aircraft. The Contractor shall coordinate with 92 LRS/LGRF (509) 247-2411 before the execution of the work to determine base and flight line exit and entry points. A Fairchild Fuels (POL) technician will be available and will ride along with the driver to assist with airfield navigation for the duration of work performance.
3.2 In the event of an emergency the contractor shall call the following:
Security Forces: To call from an on base phone dial 247-3193, from a commercial phone dial 509-247-3193.
Fire Department: To call from an on base phone dial 247-5215, from a commercial phone dial 247-5215.
Emergency: Dial 911 for Security and Fire protection services.

4. INSURANCE
4.1 In accordance with FAR 52.228-5 “Insurance-Work on a Government Installation” (Jan 1997)
(a) The Contractor shall, at its own expense, provide and maintain during the entire performance of this contract, at least the kinds and minimum amounts of insurance required in the Schedule or elsewhere in the contract.
(b) Before commencing work under this contract, the Contractor shall notify the Contracting Officer in writing that the required insurance has been obtained. The policies evidencing required insurance shall contain an endorsement to the effect that any cancellation or any material change adversely affecting the Government’s interest shall not be effective
(1) For such period as the laws of the State in which this contract is to be performed prescribed; or
(2) Until 30 days after the insurer or the Contractor gives written notice to the Contracting Officer, whichever period is longer.
(a) The Contractor shall insert the substance of this clause, including this paragraph in subcontracts under this contract that require work on a Government installation and shall require subcontractors to provide and maintain the insurance required in the Schedule or elsewhere in the contract. The Contractor shall maintain a copy of all subcontractors’ proof of required insurance, and shall make copies available to the Contracting Officer upon request.
4.2 A minimum of $1M dollar insurance coverage is required in the performance of this contract.
5. SPECIFIC TASK
5.1 Provide approximately 5,880 gallons, of 100 Low Lead (LL) AVGAS to aircraft participating in the Fairchild AFB 2024 SkyFest Air Show. The purchase of 5,880 gallons of AVGAS is a total estimate for the 3 days annotated in para 5.2 and the vendor will only charge what is actually issued/metered. AVGAS shall be procured according to American Society for Testing and Materials (ASTM) D910.
5.2 Provide AVGAS refueling vehicle and operator to refuel aircraft participating in the show. Aircraft shall be refueled upon arrival, after performances and prior to departure.
The refueling vehicle operator shall be on the Fairchild AFB flight line available to refuel aircraft from 21 June 2024 through 23 June 2024 per the below schedule.
- Friday June 21, 700-1500
- Saturday June 22, 700-1500
- Sunday June 23, 700-1500
5.3 Disposition of unused 100LL will be the responsibility of the service provider.
6. CLEANUP
6.1 The Contractor shall be responsible for the costs of cleanup and environmental restoration due to any fuel spill caused by the negligence of employed personnel. The operators shall be familiar with aircraft servicing procedures and follow best commercial practices in the performance of this contract. The operator shall have a small spill kit on hand to properly handle minor spills.
6.2 "In the event of a spill, the contractor is responsible for characterization, storage, management, and disposal of any hazardous waste generated. Hazardous Waste Manifests and Land Disposal Restrictions must be prepared by the contractor and coordinated with 92 CES/CEIE at least 48-hours prior to scheduled shipment to obtain base EPA ID number and authorized signature."
