Statement of Work Warbird Aircraft Demonstration
Fairchild AFB requires a warbird aerobatic demonstration of approximately 12-15 minutes in duration.
The Contractor will provide a B-29 demonstration daily during the 2021 Fairchild AFB Open House and Air Show 14-15 May 2022. Contractor will provide a static display while the aircraft is not performing. The aircraft will have actual combat experience and will honor the Army Air Corps in its restoration appearance. The performer shall perform a single show on each 14 May and 15 May 2022.
The performer shall arrive at Fairchild AFB in time to enter crew rest prior to the safety briefing on Friday 13 May 2022.
1. Contractor Responsibilities:
1.1 The Contractor shall provide performances in support of the 2022 Fairchild AFB Skyfest as detailed below.
1.2 If available, the Contractor website shall include, as a minimum, airshow location, time, and date.
The Contractor shall coordinate with Fairchild AFB Public Affairs (POC Capt Kaitlin Holmes, 509-247-5705) in order to keep the FAFB Skyfest website up to date on performer details.
1.3 Before arrival, the Contractor shall work with the Air Boss and event Announcer to ensure performer requirements are satisfied (fuel type, practice day slot, etc.) and performer information is current through the duration of the airshow (pilot certificate, ICAS information, formation card, act information to be read by the announcer, etc.).
1.4 Contractor shall perform one aerial demonstration each of approximately 10 minutes in duration on 14 May and 15 May 2022 between 1200 and 1600 PST.
1.5 The Performer shall interact with the crowd to the maximum extent. Outside of the time needed for act preparation, the contractor shall be available for crowd autographs, photos, and questions from spectators from performance time through 1700 PST. The contractor or performer will provide a description of the routine to Air Boss prior to event to ensure safety protocols are met.
1.6 Before and during commencement of the 2022 Skyfest, the Contractor shall make regular contact with the FAFB Skyfest Open House Director and Air Boss. The Contractor shall keep these Skyfest staff members apprised of any events that may affect the FAFB Skyfest.
1.7 The Contractor shall submit a listing of their personnel who will be performing services under this contract for security checks no later than 22 April 2022. The contractor will provide those names to the military Air Boss.
1.8 AIR TRANSPORTATION-The Contractor shall handle their own round trip commercial travel in and out of Spokane, WA, as necessary.
2 The 2021 FAFB Skyfest Airshow and the 92d Air Refueling Wing will provide the following services to the Contractor:
2.1 LODGING- 92 ARW shall provide hotel rooms for Thursday 12 May through Sunday 15 May 2022. Checkout will be no later than Sunday 15 May. Hotel rooms shall be at Fairchild Inn (300 N. Short St, Fairchild AFB, WA 99011, 509-247-5519) or contract quarters in Spokane, WA.
2.2 GROUND TRANSPORTATION-Rental vehicles will be provided for the Contractor for the
Amendment 3 Attachment 1 duration of the airshow. Vehicle passes will be provided for base access as well as display ramp access.
2.3 SITE ACCESS-92 ARW will provide limited access with military escort, when necessary, to
Skyfest functions, including access to the flight line during the Airshow, any receptions, briefings and media day events.
2.4 AIRCREW LOGISTICS-92 ARW will provide full access to telephone and computer equipment during full duration of the event for attending aircrews and for aerial demonstration coordination.
The Contractor shall coordinate with the military Air Boss for acquisition of smoke oil, fuel, engine oil, oxygen, and nitrogen requirements.

3 COVID-19 Mitigation Plan
3.1 DoD civilian employees and contractors participating in the set-up, execution, or clean-up of the event must either:
• Provide proof that they are fully vaccinated against COVID-19
• Provide a negative COVID-19 test obtained within 72 hours of event check in.
