Performance Work Statement
CATHOLIC MUSICAL ACCOMPANIST
FAIRCHILD AIR FORCE BASE CHAPEL
10 July 2019
1. SCOPE OF WORK
1.1. General: The Catholic Musical Accompanist will provide keyboard accompaniment for the 0900 Roman Catholic Mass, Holy Day services, funerals, and all Catholic Choir rehearsals. Mass times are subject to change and contractor must be able to adjust to schedules in coordination with the Catholic Priest, COR or designee.
1.2. Environment: The Fairchild AFB Chaplain Corps Mission is to provide for the diverse religious and spiritual needs of Air Force personnel and their families, support individual rights under the First Amendment of the US Constitution and provide an opportunity for assigned personnel and their dependents to freely exercise their religious beliefs.
1.3. Equal Opportunity Exemption: IAW FAR 22.807(b) (7), this contract is exempt through contract or subcontract. Contracts with religious entities. Pursuant to E.O. 13279, Section 202 of E.O. 11246, shall not apply to a Government contractor or subcontractor that is a religious corporation, association, educational institution, or society, with respect to the employment of individuals of a particular religion to perform work connected with the carrying on by such corporation, association, educational institution, or society of its activities. Such contractors and subcontractors are not exempted or excused from complying with the other requirements contained in the order.
2. QUALIFICATIONS, SKILLS, AND KNOWLEDGE REQUIREMENTS
2.1. General: The Catholic Musical Accompanist must be able to provide musical accompaniment throughout a broad range of musical genres, creating a worshipful environment for traditional and liturgical worship in a Roman Catholic context. The Catholic Musical Accompanist must possess the ability to play for congregational and ensemble singing and improvise while playing keyboards or accompanying a soloist or ensemble. The Catholic Musical Accompanist will also understand the military chaplaincy and will train and lead volunteers to work with chaplains and Choir Directors of various faith groups as necessary.
2.2. Experience: The Catholic Musical Accompanist will possess at least four years of experience as a worship musician.
2.3. The Catholic Musical Accompanist will consult and coordinate with the Catholic Priest, Contracting Officer Representative or designee and provide support to the Catholic Choir Director.
2.4. The Catholic Musical Accompanist must be able to clearly communicate in English and conduct administrative requirements with verbal and written clarity.
2.5. The Catholic Musical Accompanist must maintain healthy, functional interpersonal relationships with staff and congregation members in a pluralistic environment.
2.6. The Catholic Musical Accompanist must maintain professional standards of conduct and public decorum, including but not limited to dress and grooming.
2.7. Background Check: The Catholic Musical Accompanist must be able to pass a security background investigation in accordance with Public Law IO1-647, Section 231 (Crime Control Act of 1990 and DoDI 1402.5, Criminal History Background Checks on individuals in Child Care Services Positions) and/or provide documentation of current background investigation.
3. CATHOLIC MUSICAL ACCOMPANIST RESPONSIBILITIES
3.1. The Catholic Musical Accompanist will provide piano or organ accompaniment for all rehearsals at the Fairchild AFB Chapel in support of the 0900 Roman Catholic Mass as established by the Catholic Priest, Contracting Officer Representative or designee or his designee.
3.1.1. Rehearsals will average one hour to one-and-a-half hours in length.
3.1.2. The Catholic Priest, Contracting Officer Representative or designee will determine the time, location, and quantity of rehearsals and performances for the Catholic congregation.
3.1.3. Additional rehearsals beyond the weekly rehearsal must be coordinated and approved in advance by the Catholic Priest, Contracting Officer Representative or designee.
3.2. The Catholic Musical Accompanist will provide piano or organ accompaniment at the Fairchild AFB Chapel for the 0900 Roman Catholic Mass and Holy Day observations as established by the Catholic Priest, Contracting Officer Representative or designee.
3.2.1. Worship services generally will last at least one hour.
3.2.2. The Catholic Musical Accompanist will coordinate music requirements with the Catholic Priest, Contracting Officer Representative or designee.
3.2. The Catholic Musical Accompanist must be willing to work flexible hours due to possible variances of rehearsals, worship services or special service/activities times.
3.4. The Catholic Musical Accompanist will be responsible for setting up and securing instruments and the immediate area involved with any rehearsal/performance.
3.5. The Catholic Musical Accompanist will recruit additional musicians as necessary to enhance the worship experience for the congregation.
3.6. The Catholic Musical Accompanist is accountable for security and cleanliness of all facilities utilized in conjunction with his or her program.
3.7. The Catholic Musical Accompanist will be required to undergo a background check IAW DoDI 1402.5 and ensure that a minimum of two adults are present when children age 18 and under are participating in any religious education program and that line-of-sight supervision of all adults is maintained at all times. Ensure all volunteers working with youth below 18 years of age receive a background check as outlined in DoDI 1402.5, Background Checks on Individuals in DoD Child Care Services Programs.
3.8. The Catholic Musical Accompanist will recruit, train and oversee all additional musical accompanists.
3.9. The Catholic Musical Accompanist will meet regularly with the Catholic Priest, Contracting Officer Representative or designee to discuss/review the status of the Catholic Music Program and exchange feedback during the contract period.
3.10. The Catholic Musical Accompanist will adhere to all Chapel Operation Instructions and Air Force policies.
4. GOVERNMENT FURNISHED PROPERTY AND SERVICES
4.1. The government will furnish all utilities in the areas of performance. These utilities include heating, fuels, gas, electricity, water, sewer, phone services (local calls only unless required in performance of work), mail distribution, refuse collection, fire and police protection.
4.2. The Government will provide the following equipment, supplies, and services below for services performed inside government facilities.
4.2.1. Equipment/Office Furniture. The Catholic Musical Accompanist will be provided space and equipment for performing services required by the contract.
4.2.2. Forms. The Chapel will provide required Government forms, either hard copy or computer generated used in the performance of duties.
4.2.3. Supplies. The Chapel will provide supplies commonly used in the facility for administrative tasks.
4.2.4. Equipment. The Chapel will provide copier equipment as required.
5. SECURITY REQUIREMENTS
5.1. Security Training. The Catholic Musical Accompanist shall receive initial and recurring security education training from the chapel security manager. Training must be conducted in accordance with DoD 5200.0- R, Information Security Program, and AFI 31.401, Information Security Program Management. Protestant Religious Education volunteers who work in Air Force controlled/restricted areas must be trained IAW AFI 31-101, The Air Force Installation Security Program. For Official Use Only (FOUO). The Protestant Religious Education Coordinator shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO.
5.2. For Official Use Only (FOUO): The Catholic Musical Accompanist shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements.
This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material. FOUO or FOIA material discovered by the Catholic Musical Accompanist or volunteers shall not be retained by the Catholic Musical Accompanist and will be surrendered immediately to an appropriate Government authority.
5.3. Reporting Requirements. The Catholic Musical Accompanist shall immediately report to an appropriate government authority any information or circumstances that may pose a threat to the security of Department of Defense personnel, resources, and classified or unclassified defense information.
5.4. Physical Security. The Catholic Musical Accompanist shall be responsible for safeguarding all government property. At the end of each work period, all government facilities, equipment, and materials shall be secured.
6. QUALITY ASSURANCE
6.1. The Catholic Musical Accompanist will submit pay invoices to the Contracting Officer Representative (COR) on a monthly basis.
6.2. The COR will monitor and inspect the contractor's performance. The Catholic Musical Accompanist will be notified in writing of any and all non-compliance. The Catholic Musical
Accompanist will be given an opportunity to correct, if possible, nonconforming work and will be given an opportunity to respond in writing to any notice of noncompliance.
6.3. The position will be paid on the basis of a maximum of 17.5 units per month. Each hour will constitute one unit of pay; 210 units maximum annually.
7. GENERAL INFORMATION
7.1. The Catholic Musical Accompanist is responsible for withholding and paying all applicable federal, state, and local taxes relating to his income.
7.2. Absences: The Catholic Musical Accompanist will personally perform the services described or coordinate performance by a substitute of equal or higher proficiency who has been approved in advance by the Catholic Priest, Contracting Officer Representative or designee. The Catholic Musical Accompanist is required to submit the name(s) and qualifications of proposed substitute of the Catholic Musical Accompanist to the Catholic Priest, Contracting Officer Representative or designee for approval at least 14 days prior to the proposed absence. Alternate or substitute Catholic Musical Accompanists must meet the requirements for the position as outlined in the Performance Work Statement (PWS).
7.2.1. The Catholic Musical Accompanist is responsible for payment of a substitute.
7.2.2. Scheduled absences wi11 be identified at least 14 days in advance and mutually agreed upon by the Catholic Musical Accompanist and the Catholic Priest, Contracting Officer Representative or designee. Scheduled absences include vacation, continuing education, planned hospitalization, spiritual retreat, and other foreseeable events.
7.2.3. Scheduled absences that are planned to last 14 days or more require the contractor to arrange qualified replacements to perform the contractor's duties while the Catholic Musical Accompanist is absent. The replacement must meet the requirements for the position as outlined in the Performance Work Statement (PWS).
7.2.4. Unexpected, shorter term absences will not require that the contractor provide a replacement.
