Statement of Work
Statement of Work Airfield Lighting Control System Upgrade
Fairchild AFB, Washington
1.0. SCOPE OF WORK
1.1. The contractor shall furnish all labor, tools equipment, and parts necessary to provide install, and configure the Airfield Lighting Control System (ALCS) equipment detailed in this Statement of Work (SOW). All newly installed equipment shall be tied into and be compatible to the existing ALCS. The existing ALCS on Fairchild AFB is manufactured by “ADB Safegate.” All work shall be performed in accordance with (IAW) this SOW and shall conform to the terms, standards, and conditions of the supporting contract. All work shall be performed IAW federal and state laws, regulations, and building facility codes including the national electrical code. OSHA safety standards shall be followed while working on Fairchild AFB.
1.1.1 The following services will be performed by trained contractor personnel using the equipment from the Equipment List:
Provide and install associated ALCS equipment at Fairchild AFB, building 1204 Tower; includes:
o One (1) Industrial Computer (Windows 10 SBH Minimum
OS with peripherals) o Two (2) Video extender2 w/audio o One (1) ELO Rack/panel touchscreen w/front mount bezel o One (1) LCD Monitor o MacAfee Antivirus software o Two (2) Fiber Transceivers, Ethernet, SM, 1300NM, ST
Connector 100/1000BT o One (1) 750VA Stand-alone UPS w/SNMP card o One (1) 1000VA Rack/Tower UPS w/SNMP Card
Provide and install associated ALCS equipment at Fairchild AFB, building 1270 Vault; includes:
o One (1) Industrial Computer (Windows 10 SBH Minimum OS with peripherals) o One (1) LCD Monitor o MacAfee Antivirus software o Six (6) Fiber Transceiver, Ethernet, SM, 1300NM, ST
Connector 100/1000BT o One (1) 1000VA Stand-alone UPS w/SNMP card o One (1) 2200VA Rack/Tower UPS w/SNMP Card
Provide the following for spare parts:
o Two (2) Industrial Computer (Windows 10 SBH Minimum
OS with peripherals) o One (1) ELO Rack/panel touchscreen w/front mount bezel o One (1) LCD Monitor o MacAfee Antivirus software o Four (4) Fiber Transceivers, Ethernet, SM, 1300NM, ST
Connector 100/1000BT o One (1) 750VA Stand-alone UPS w/SNMP card o One (1) 1000VA Rack/Tower UPS w/SNMP Card

Note: Any Information Systems replaced as a result of this contract shall be returned to the government. Additionally, all user account information (user names; passwords) to include but not limited to, administrative; guest and BIOS users for all Information Systems equipment within the scope of this contract shall be relinquished to the government.
1.2. Contractor shall provide factory acceptance test reports. Additionally, the contractor shall provide copies of installation, operator, and maintenance manuals upon completion of installation. The contractor shall provide the latest Security Content Automation Protocol (SCAP) results upon completion of installation. Any Information Systems replaced as a result of this contract shall be returned to the government.
1.2.1 The contractor shall provide eight hours hands-on training and orientation on the new systems to up to ten personnel.
1.3. Contractor shall provide a hardware and software list for all provided equipment and information systems. As a minimum, the hardware/software list shall provide, make, model, serial number, Machine Address Code (if any) and country of origin. All Information Technology products shall comply with AFI 33-2200, Information Assurance. Some of these products must be Committee on National Security Systems Policy 11 (CNSSP-11) compliant, requiring them to be validated by accredited laboratory under the National Information Assurance Partnership (NIAP); Common Criteria Evaluation and Validation Scheme or National Institute of Standards and Technology (NIST); Federal Information Processing Standards (FIPS) Cryptographic Module Validation Program (CMVP) as identified in the sections below:
1.3.1 Special Asset Tagging
The contractor shall provide special asset tags IAW MIL STD-130, DODI 8320.04, Item Unique
Identification (IUID) Standards for Tangible Personal Property and DFARS 252.211-7703, Item Identification and Valuation. The current list of accepted unique item identifier types is maintained at http://www.acq.osd.mil/dpap/pdi/uid/uii_types.html. All DoD recognized unique identification equivalents are listed at http://www.acq.osd.mil/dpap/pdi/uid/iuid_equivalents.html.
Note - Applies to: Any IT Equipment Over $5,000; or Regardless of Price as Defined by the Asset Inventory Management (AIM) System which includes: Computers (Mainframes, Desktops, Laptops, Tablets, PEDs, Thin Client); Servers; Routers; Switches; VOIP and VOSIP NIE, Edge Boundary Controller, Call Manager Servers, Phones and Gateways;
Monitors; Modems; PCMCIA Cards; Printers; Plotters; Digital Projection Units; White Boards; Cellular Phones; Pagers; Copiers; Scanners; Digital Senders; Fax Machines; Flash Devices; Hard Drives; All VTC Equipment; Mobile Satellite Services Equipment (Terminals, Phones, etc.); Portable Radios (All); Base Stations; Trunking Systems; Repeaters; Any Items Determined By Acquiring Activity
1.3.2 Energy Star Mandate
The contractor shall ensure the product meets Energy Star guidelines.
Note - Applies to: Computers; Displays and Monitors; Enterprise Servers; Imaging Equipment;
Uninterruptible Power Supplies; Audio/Video Equipment; Cordless Phones; Televisions.
Note2: It is acceptable not to have this feature activated for life support equipment.
1.3.3 Trusted Platform Module (TPM) Mandate
In accordance with DoDI 8500.01, computer assets will include a Trusted Platform Module
(TPM) version 1.2 or higher. TPMs must be in conformance with Trusted Computing Group standards and ISO/IEC 11889-1:2009 through ISO/IEC 11889-4:2009.

1.3.4 FIPS 140-2 Encryption Mandate
The contractor shall ensure that all cryptographic products have FIPS 140-1 or 140-2 security certification through the FIPS 140-1 and 140-2 approved products list.

1.3.5 Trade Agreement Act (TAA)
All products must be compliant with the Trade Agreements Act of 1979 (TAA) and not made in China. In accordance with DFARS 252.225-7021, the Trade Agreements Certificate at DFARS 252.225-7020 shall be provided for each end item defined and specified in a solicitation that exceeds the TAA threshold subject to the waivers and exceptions provided in FAR 25.4, and DFARS 225.4 offered in response to any RFQ issued under this contract.

2. GENERAL INFORMATION
2.1. The Contractor shall utilize their own internal Quality Control (QC) processes to ensure the government receives a fully functional system. All work and training shall be completed by Contractor certified personnel.
2.2. Hours of operation: Fairchild AFB normal hours of operation is Monday-Friday, 7:30 AM to 4:30 PM, excluding federal holidays. The following federal holidays are observed:

2.3. Period of Performance: All work on this project must be completed, fully operational, and accepted by the government 240 days after contract award.
2.4. Items Provided by Government: The government will provide facility access (to include escorts when required), electricity, and emergency medical treatment. Emergency medical treatment will be billed to the contractor at the current Tricare CMAC reimbursement rate if used. The government does not intend to provide a staging area for the contractor to store equipment for long periods of time before installation.
