Section B: Description of the Supplies/Services Required
The 92nd Civil Engineering Squadron (CES) requires fifteen (15) replacement SIB High-Speed Cassette Sections, with an option to purchase fifteen (15) additional cassettes in the future. These items mount on specially-designed aluminum mandrels that slides over an existing core, without removing the core from the sweeper.
These cassette sections are consumable/wear items for use on the Oshkosh snow brooms to clear snow and ice from the runway, taxiways and flight line areas.
Section C: Justification for Soliciting from a Single Source or Brand Name
The 92 CES currently operates 10 Oshkosh series H snow brooms equipped with M-B (United Rotary Brush (URB) Company) heads Part Number 29-CWS265224. This equipment has precise replacement bristles and only those cassette bristles certified by URB meet the replacement parts quality standards, IAW service bulletin #R20020916. If non-URB cassette replacement bristles are installed in the MB core, the "T" slot of the aluminum rails will become damaged, causing the "T" rails to fail. URB provides a warranty for the SIB cassettes, along with the M-B, where the SIB cassettes will interchange with the M-B broom heads but the M-B broom heads will not interchange with the SIB heads. Since URB provides the correct heads and a warranty for both types of broom heads, this alleviates the potential replacement cost for a core/head of approximately $12,400.00 in parts and $12,500.00 in labor and direct mission impact if this equipment is not available to clear the flight line during weather events.
Section D: Efforts to Obtain Competition
A prior purchase for these items was awarded 16 October 2018 and during that acquisition a sources sought was posted to FBO.gov in an effort to locate alternative businesses that would be capable of providing the required or equivalent cassettes, to include a manufacture warranty or equivalent on the core/heads. As no responses were received from any alternative manufacturers that were willing or capable to warranty Fairchild's existing core/heads, this requirement was solicited as a brand name for URB cassettes as this instant acquisition will also be. Until competing products are able to provide a warranty against damage to these heads URB brand name parts will be required.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Continued market research will be conducted to determine if additional companies, that provide these product, have entered the market or if they can provide the required warranty against damage to existing equipment. Since these items are specifically manufactured in a way as to not cause damage to the current broom core/heads, the current equipment will need to be updated to accept more generic parts. This would require the replacement of the existing sweeping equipment whose cost would not be justified by the potential savings realized in competing these items.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
