STATMENT OF WORK
Inspect, Maintain, and Repair Skywatch Towers
Fairchild Air Force Base, Washington 27 July 2018
1. Description of Services: The contractor shall perform both inspections and preventive maintenance, for the 92 Security Forces Squadron, to ensure serviceability and prevent deterioration in operational effectiveness. The contractor shall provide all required equipment, tools, personnel, materials and supplies necessary to accomplish the services. The contractor shall comply with current manufacturers’ recommendations and procedures, and all local, state, and federal regulations. As well as commercial standards, and this Statement of Work. The services shall consist of the FLIR Gold Service Plan option as listed on Attachment 2. The contractor’s representative shall follow the most recent version of all referenced publications.
1.1. Routine Inspection, Maintenance, and Repair: The contractor shall maintain all Skywatch Towers through conducting inspections, maintenance, and repairs; as required during the scheduled on-site visits. Perform all required inspections and preventative maintenance in accordance with manufacturer’s instructions on all equipment identified in the equipment list. The contractor shall be responsible for transporting all required personnel, materials, supplies, parts and equipment to the job site, enabling the contractor to complete all required work during the scheduled on-site visits.
1.2. On-Site Visit: Inspections and maintenance services shall be conducted three times per year in accordance with Attachment 2. The contractor shall schedule and coordinate the on-site visits with the appointed government representative.
1.3. Minor Repairs/Parts: Contractor shall provide and perform all minor repairs/parts in accordance with Attachment 2 and 3. Minor repairs/parts consist of the replacement of any part less than $100.00.
The contractor shall provide the government representative a cost estimate for any parts exceeding $100.00. Minor repairs/parts exceeding $100.00 that cannot be performed during the on-site visit, shall be coordinated with the appointed government representative for approval and completion at a later date.
All parts replaced shall become property of the government.
1.4. Reports: The contractor shall prepare and submit a written report/checklist for each skywatch tower after performing the on-site inspections and preventive maintenance. A report shall be prepared for each skywatch tower and shall contain the skywatch tower serial number, date of inspection, preventative maintenance work performed, cost estimate for any repairs needed outside the normal maintenance, name of inspector and overall condition of the tower. If repairs outside the normal maintenance are required, the contractor shall notify the Contracting Officer or the designated government representative in writing for approval before any work is accomplished.
1.5 Telephone and email support: The contractor shall provide both telephone number and email address for technical and troubleshooting support. Requests received during 8am to 5 pm ET will be handled immediately. Emails received after 5 pm ET shall be handled no later than the next business day.
2. GENERAL INFORMATION.
2.1. Hours of Operations. Normal hours of operation are 0730-1630, Monday-Friday excluding federal holidays. Any work required to be performed outside of these hours, a request shall be submitted to the Contracting Officer for approval. The following federal holidays are observed:

2.2 UTILITIES: If needed the Government will furnish, where available, water, natural gas, sewage, and electricity at no cost to the contractor for the sole purpose of accomplishing the requirements of this contract. Any temporary connection of electrical lines that may be required shall be installed, maintained, and removed by the contractor.
2.3. EMERGENCY SERVICES: The government will provide police and fire protection while on Fairchild AFB, to contact them call 911 and inform dispatch that the location is Fairchild AFB. In the event of a medical emergency call 911 and inform dispatch that the location is Fairchild AFB and a local ambulance service will be contacted for transporting the injured personnel to the local hospital. The cost of Ambulance services is solely the responsibility of the contractor.
2.4. BASE ACCESS: The contractor shall co-ordinate the 92d Security Forces Squadron not later than three business days prior to scheduled activities that require base access.
2.5. WORK AREA: The contractor shall at all times, keep work areas free from any accumulation of debris, waste material, rubbish, tools, scaffolding, equipment, and materials. Upon completion of the job, or when away from the work site, the contractor shall leave the work area and its premises in a clean, neat, safe and workmanlike condition. The contractor is responsible for removal and proper disposal of all job related waste materials.
2.6. VEHICLES: The contractor shall operate vehicles to comply with base traffic regulations.
Government provided parking space shall not be used for overnight parking of privately owned vehicles, trailers, or other conveyances. All vehicles shall be in operable condition and meet all local, state, and federal safety requirements.
2.7. Continuation of Mission Essential Functions. IAW DoDI 1100.22 (Policy and Procedures for Determining Workforce Mix), and any applicable Air Force implementation, unless otherwise directed by an authorized Government representative, it is determined that skywatch tower Inspection/Maintenance and repair services are not essential for performance during a crisis.
