II. Nature and/or description of the action being processed.

Purchase Request will be issued as sole source solicitation directly to System Technology Inc. this request will result in a Firm Fixed Price contract. The line items will be priced according to GSA Advantage! Schedule Contract

GS-02F-0043L.

III. Description of supplies/services required to meet agency needs.

The 22nd TRS requires a hardware and software upgrade to the two existing Parasim Virtual Reality Parachute Simulator Systems located at the Fairchild AFB SERE parachute training facility. The delivery date for these commodities is 150 days

ADC.

IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.

Parasim is a patented, proprietary parachute simulator created by Systems Technology Inc. The 22d TRS originally acquired two Parasim Virtual Reality Parachute simulators in 2010. This requirement serves to upgrade these two existing simulators and their associated hardware and software features. These include the Damped Riser Force Sensor, and software that simulates various canopy malfunctions. These are proprietary products that are made and serviced exclusively by Systems Technology Inc. Systems Technology holds patent number 6,000,942 on the parachute flight training simulator and repair or modification of the equipment and software by any other vendor would vacate the Parasim warranty on the entire system.

In addition Systems Technology Inc. holds full engineering rights to Parasim equipment and software. In accordance with FAR 8.405-6(b)(1) the items required to fulfill this requirement are peculiar to one manufacturer, Systems Technology Inc.

V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with

FAR 8.404(d).

As the sole supplier of the required items, the pricing offered by Systems Technology Inc. via GSA Advantage Schedule Contract GS-02F-0043L represents the best value to the government.

VI. Description of the market research conducted and the results, or explain why market research was not conducted.

At this time, given the stipulations of the Parasim system warranty and the exclusive engineering rights held by Systems Technology Inc. any upgrade to the parachute simulator system must be accomplished via sole source with Systems Technology Inc.

VII. Other facts supporting the justification.

In accordance with FAR 13.106-1(b)(1), the circumstances of this contract action deem only a single source is reasonably available.

VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.

Until such time as the entire parachute simulator system requires replacement or when Systems Technology Inc. allows other companies access to their proprietary data SERE will continue to require Parasim brand equipment for the repair and future upgrades to the simulator. 92 CONS will continue to monitor the current state of technology and provide SERE updated market research when and if the market expands to more than only one vendor.
