STATEMENT OF WORK
CONSTRUCT, Training Aids; SERE Urban Evasion Laboratory
22d TRS 08 August 2017
1. REQUIREMENTS. The contractor shall provide all necessary equipment, materials and personnel to provide and install simulated Afghanistan village buildings on Fairchild AFB, WA. Structures will be located adjacent to the existing SERE Urban Evasion Laboratory. All work shall be performed in accordance with all federal, state, local laws, regulations, commercial standards and these specifications.
1.1 All structures shall be within 5 degrees of being level in each direction. This is an unimproved site.
Leveling can be accomplished by using adjustable leg supports, solid cement blocks or other durable material under the corners of each structure or a combination of both methods.
1.2 After positioning, contractors shall ensure that each facility can withstand winds up to fifty miles per hour. Facilities may use ground stakes or other methods to meet this requirement but all methods must be unobtrusive, not detract from the buildings appearance and not present a safety hazard to individuals.
2. GOVERNMENT FURNISHED PROPERTY AND SERVICES.
2.1. The government will provide a parking area for the contractor’s vehicles, and a small staging area for the structures as well as access to water if necessary.
2.2. Damage to government property or equipment caused by the contractor in performance of this contract is the responsibility of the contractor and shall be repaired at no additional cost to the government. In the event of damage, the contractor shall notify the designated government representative as soon as possible, but no later than the next duty day.
3. GENERAL INFORMATION.
3.1. Hours of Operation. Normal hours of operation are 7:00 AM – 4:30 PM, Monday through Friday except for the federal holidays listed below. Any work in excess of these hours must have approval from the Contracting Officer.

3.2. Period of Performance. The contractor shall complete all work within 180 days of contract award.
3.3. Continuation of Mission Essential Functions. IAW DoDI 1100.2 (Policy and Procedures for Determining Workforce Mix), and any applicable Air Force implementation, unless otherwise directed by an authorized Government representative, it is determined that all services identified in this PWS are NOT essential for performance during a crisis. Any change in performance of services during a declared crisis will be separately negotiated.
Salient Characteristics
Critical Elements The offered equipment must meet the following:
o Physical Characteristics
• Each structure within the training village shall be modular and portable. The structures shall be movable with heavy equipment without damaging the façade.
• Structures shall be made of modular interlocking panels or similar structure.
• Modular or similar training structures shall contain adjustable leg supports, allowing the training structure to remain level when assembled on uneven ground.
• Structures shall be weatherproof and capable of withstanding environmental factors such as standing snow, rain, and sun exposure.
• Structures should include a breach-able doorway capable of withstanding multiple breaches along with the ability to easily replace doors. Breach-able meaning the ability to withstand getting kicked in repeatedly without permanent damage.
• Interior/Exterior finishes shall resemble rustic stone or mud to provide realistic look and feel similar to a typical poverty stricken Afghanistan village and should be constructed of a weather and pest resistant material.
• Interiors shall include regionally appropriate furnishings, to include beds, tables, chairs, area rugs, and miscellaneous ornamentation.
• Structures shall include weatherproof subflooring capable of being in contact with the ground without degrading for a minimum of 5 years.
• Each structure shall be constructed of fire resistant materials on the outside.
• Structures shall be scalable. The materials used on the outside of the structures should meet
OSHA requirements to safely support the weight of a 250 pound person climbing to the top of the structure without damage.
• Training village shall consist of the following:
2 each 1-story structures – 8 ft. width by 12 ft. length – 7 to 8 ft. in height 1 each 1-story structure – 12 ft. width by 16 ft. length – 7 to 8 ft. in height 2 each 2-story L-Shape structures with parapet
• 1st floor – 16 ft. width by 20 ft. length - 7 to 8 ft. in height
• 2nd floor – 8 ft. width by 12 ft. length - 7 to 8 ft. in height
1 each 2-story structure with parapet
• 1st floor – 12 ft. width by 32 ft. length - 7 to 8 ft. in height
• 2nd floor – 12 ft. width by 16 ft. length - 7 to 8 ft. in height
Note: The dimensions are to be within plus 1 foot width and within plus 3 feet in length.
• All structures that are 12 x 16 or above shall contain interior walls and doors to provide individual rooms within the structure.
• Interior ceilings must be 7 to 8 ft. in height.
• Each structure will have at least 2 doors and 2 windows.
o Specifics
• Contractor shall provide a layout design based on the information stated above.
• Installation will be performed by the manufacturer. The contractor must deliver to Fairchild
AFB, WA and setup the units at the designated location.
• Contractor will provide all materials required to level the structures on uneven ground without any excavation or permanent foundation.
• Manufacturer shall provide longest available commercial warranty on defects in materials and workmanship.
TRAINING: At the completion of installation, the contractor will train 4 individuals for up to 6 hours on assembly, disassembly, maintenance, and movement of the structures.
