STANDARD COMMERCIAL WARRANTY

The Contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Government’s rights under the “Inspection” clause nor does it limit the Government’s rights with regard to other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. The standard commercial warranty period shall begin upon final acceptance of the applicable material and/or services listed in the Schedule. The

Contractor shall provide a copy of its standard commercial warranty (if applicable) with its offer. The warranty covers a period of months. (Offeror is to insert number)

STATEMENT OF WORK (SOW)

SERE Training Structures

1. DESCRIPTION OF WORK This is a requirement for six (6) Training Aid Structures at

Fairchild AFB. The requirement will consist of twelve (12) 20 foot by 8 foot containers configured in accordance with the attached Statement of Work (SOW). Work must comply with all federal, state, local laws and regulations, and this SOW. The contractor will be responsible for modifying new international shipping organization (ISO) containers, removing the currently installed structures, and installing the each of the six (6) new structures within the 30 foot by 30 foot fenced area at the SERE RT camp.

1.1. The contractor shall provide drawings and a written description of their finished product based on this statement of work and the conceptual drawings attached. These drawings are submittals and will be evaluated by the Government. The contractor shall then provide and install six (6) Training Aid Structures, each will be installed in the designated 30 foot by 30 foot section within the RT Camp based on the approved drawings. All work must be accomplished in accordance with all applicable laws and regulations, building codes and the applicable portions of the base design standards. All training structures must be fully functional when all work is completed.

1.2. The contractor shall supply and position in the designated RT Camp location a total of twelve (12) International Shipping Organization (ISO) containers as follows: twelve (12) each 8

Ft. by 20 Ft. ISO containers positioned within the designated areas in accordance with

Attachment 3. All containers walls shall be finished on the interior with a minimum of ½ inch

CDX plywood and painted with a rust resistant exterior paint in a light beige (antique linen or similar) on all exterior surfaces. ISO Containers shall be in good mechanical condition with no rust or other perforations.

2. CONTAINER STRUCTURES The training structures will be comprised of two (2) modified ISO containers.

2.1 Twelve (12) 8 foot by 20 foot ISO containers configured to create six (6) 16 foot by 20 foot structures in accordance with Attachment 1 (See Attachment 1). The exterior of the ISO containers should be painted with a rust/corrosion resistant paint in a light beige (antique linen or similar), paint shall withstand the elements and all containers should match.

2.2 Six (6) ISO containers (Type A) will have a minimum of one man door (3 foot by 6 foot 8 inches) and one cut out opening that’s 10 foot in length and 7 foot in height with slightly framed edges that is on the end opposite the man door and placed to the right if looking at the ISO container from the man door. Cargo door will form a flush edge with the container Type B.

2.3 Six (6) ISO containers (Type B) will have a minimum of one cargo door and one cut out opening that’s 10 foot in length and 7 foot in height that is opposite end of cargo door and placed on the left side if looking from the cargo door. The cargo door will have framed edges so there are no sharp edges. Cargo door will form a flush edge with the ISO containers (A) floor connection with no tripping hazards or obstructions and will also contain functional double doors on the opposite side of the 10 foot Cargo door.

2.4 Type A containers shall be as follows:

a. Quantity: 6 New International Shipping Organization (ISO) containers

b. Be water and air tight quality

c. Have exterior paint of light beige and all containers must match in color

d. Be 8 foot by 20 foot

e. Man door (3 foot by 6 foot 8 inches)

f. Cut out opening (i.e. Cargo Door) 10 foot in length and 7 foot in height

g. Window with net clear opening 5.7 square foot and a minimum of 2 foot per side, framed in, and sealed for water tightness, and exceeds international residential code for egress windows

h. Have insulation to keep interior warm in winter and cool in summer

i. Have finished interior of plywood walls that cover insulation

j. Have unfinished plywood floor

k. Walls/ceiling will have a minimum 13 R-value.

l. Have grounded 120V/220V capabilities

m. Electrical outdoor rated sub panel / capable of supplying 120V/220V receptacles

n. Sub panel will be GFCI rated for 30 Amperes with circuit disconnect breakers

o. Sub panel power will be supplied from an 8 foot SJOOW cable with one end hard mounted through liquid tight fittings to the sub panel and the other end will have L14-30 style (Male) plug (Attachment 7)

p. Include ( x2) 120V receptacle power outlets

q. Include (x1) 220V receptacle power outlets

r. Air Conditioning / Heating units will be capable of maintaining temperature range of 65-

75 degrees Fahrenheit for 320 square foot and will be plugged into the 220V receptacle.

s. Contain interior lighting mounted to ceiling (10-20 foot candles / 2,400-4,800 lumens)

t. Be properly installed with liquid tight fitting’s for all exterior electrical work

u. Form flush edge with Type B

v. Ability to be bolted to maintain flush edge to Type B

2.5 Type B containers shall be as follows:

a. Quantity: 6 New International Shipping Organization (ISO) containers

b. Be water and air tight quality

c. Have exterior paint of light tan brown beige etc. and will match all together

d. Be 8 foot by 20 foot

e. Cut out opening (i.e. Cargo Door) 10 foot in length and 7 foot in height

f. Functional double doors on opposite end of 10 foot Cargo side door

g. Have insulation to keep interior warm in winter and cool in summer

h. Have finished interior of plywood walls that cover insulation

i. Have unfinished plywood floor

j. Walls/ceiling will have a minimum 13 R-value.

k. Form flush edge with Type A

l. Ability to be bolted to maintain flush edge to Type A

2.6 Structure Installation: Type A and Type B containers must be able to be connected as shown in Attachment 1 (See Attachment 1). When Type A and Type B containers are placed together, each 10 foot cargo door will face to the interior of the 16 foot by 20 foot final structure and will form a flush edge along all four sides. Both types will be equipped with bolts, three (3) per side that will maintain the flush edge of Type A with Type B along all interior edges. The structures will be insulated with a weather tight seal and will have all electrical systems grounded once connected into the final 16 foot by 20 foot structure. Each of the twelve ISO containers, once delivered will be placed into the designated 30 foot by 30 foot area previously containing the six sheds. (See Attachment 2: Installation of Containers)

3. SHED REMOVAL AND RELOCATION: The Contractor shall remove and relocate six

(6) sheds and replace them with the twelve (12) pre-fabricated ISO containers. The six (6) sheds to be relocated are 17 foot long by 13 foot wide by 12 foot high (See Attachment 6: Shed). All access to work area will be through a 10 foot wide gate. (See Attachment 5: Gate Entry and

Exit Width). Each shed is contained within a 30 foot by 30 foot fence. Three (3) sides of the fence are composed of an 8 foot high chain link fence topped with concertina wire. One (1) side is composed of an 11 foot high concrete brick wall topped with concertina wire. (See

Attachment 4: Fence Dimensions). The sheds will need to be lifted over the fence lines and moved to the new location without disturbing or damaging the existing fences or causing structural damage to the sheds. The sheds will need to be transported approximately 250 feet to the final location (See Attachment 8: Old Shed Removal). The sheds will be placed side by side (within 5 meters of other structures/buildings) with the man door facing South on the designated gravel pad. Final location determination will be made by Government POC.

4. GENERAL INFORMATION

4.1. QUALITY CONTROL. The Contractor shall utilize their own internal Quality Control

(QC) processes to ensure the government receives quality services. If the COR annotates recurring unsatisfactory performance, they may request the Contractor’s QC plan to ensure that it is sufficient for the required services.

4.2. QUALITY ASSURANCE. The Government will periodically evaluate the Contractor’s performance in accordance with this Statement of Work.

4.3. Hours of Operation. The Contractor shall work during normal operating hours of 7:30 AM

– 4:30 PM, Monday through Friday, excluding Federal holidays. If the Contractor wants to work other than normal operating hours, approval from the Contracting Officer must be obtained via a written request (email is acceptable) submitted at least two days prior to the date the work is to occur. The following Federal Holidays are observed:

January 1 New Year’s Day

3rd Monday in January Martin Luther King, Jr. Day

3rd Monday in February President’s Day

Last Monday in May Memorial Day

July 4 Independence Day

1st Monday in September Labor Day

2nd Monday in October Columbus Day

November 11 Veterans Day

4th Thursday in November Thanksgiving Day

December 25 Christmas

4.4. Access through the base entry gates may be delayed due to heavy vehicular traffic, exercises, or real-world emergencies. Contractor shall use the Rambo Rd. gate for access.

4.5. All contractor personnel shall not park in designated Reserved Parking spaces.

4.6. The Contractor shall comply, and assure any and all subcontractors comply, with all applicable federal, state, and local laws, regulations, ordinances, policies and standards related to environmental matters. Where applicable, the Contractor shall use environmentally safe products in the course of completion of their project. The Contractor shall maintain, on site, Material Safety Data Sheets (MSDS) for all chemicals used. A copy of all MSDS shall be provided to the CO. The MSDS data is subject to random checks by the government. Contractor shall maintain, and provide on demand, an inventory of materials being brought on the

Government facility. The Contractor shall complete, and provide on demand, monthly inventories of HAZMAT used, including but not limited to: solvents, paints, degreasers, greases, Ozone Depleting Substances, and oils brought on to the Government facility. If the Contractor spills or releases any HAZMAT or other substance contained in 40 CFR 302 into the environment, the Contractor shall immediately notify the CO/COR and appropriate emergency responders. The Contractor is responsible for all costs associated with clean-up and restoration, including any applicable fines and/or penalties. The Contractor shall maintain a spill plan as required by federal, state, and local laws and regulations.

4.7 CONTINUATION OF MISSION ESSENTIAL FUNCTIONS. IAW DoDI 1100.22

(Policy and Procedures for Determining Workforce Mix), and any applicable Air Force implementation, unless otherwise directed by an authorized Government representative, it is determined that this requirement is determined NOT mission essential during a crisis.

4.8. Period of Performance. The performance period shall not exceed 180 calendar days from the date of contract award.

5. GOVERNMENT FURNISHED ITEMS AND SERVICES

5.1 Facilities: 22nd Training Squadron will coordinate escorts, building access, communication room access and access to additional rooms and facilities as required.

5.2 Utilities: The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.
