QUESTIONS AND ANSWERS
Question 1 Will the customer accept troubleshooting via phone if it is a minor fix or must the vendor come out?
Answer 1 The government will accept troubleshooting over the phone, but if the troubleshooting does not fix the issue, or is above the technical expertise of the end user, then the contractor would be expected to come out.
Question 2 What is the existing equipment that the new equipment will be tied into?
Answer 2 The existing Pelco endura system to include a Pelco system manager, 7 Pelco NSM recorders, 90 current Pelco cameras, 3 total monitoring rooms running 14 displays, 4 VCD's, 3 current decoders, and multiple switches and microphones.
Question 3 Can they work 4 10 hour days?
Answer 3 Yes, Friday-Monday. By Monday the system would need to be operational if the install goes over several weeks.
Question 4 The SOW says 24hr response time, what about for minor issues that would require parts to be ordered?
Answer 4 The government understands parts may need to be ordered, but we would expect the contractor who is warranting the work to be able to do their best to make the system operational Tue-Thurs.
Question 5 Will programing into the existing Endura system be required?
Answer 5 Yes, all cameras and equipment will need to be programmed into the current system.
Question 6 Can conduit’s be ran into/on non-permanent buildings?
Answer 6 Yes, as non-permanent buildings are considered equipment, but all conduits/electricity ran must be to code and shall be inspected by CE after completion.
Question 7 Can additional camera poles be connected to the wall and do they have to follow Base Design Standards for color?
Answer 7 Yes, the poles may be connected to the wall anyway deemed necessary, but if the pole is to be placed in ground a Work Clearance Permit must be submitted. No, the poles do not have to follow Base Design Standards for color.

Statement of Work Building 1712
AV Upgrade and Installation Fairchild AFB, Washington

1.0. INTRODUCTION.
1.1. The US Air Force Survival School facility located at Fairchild AFB, WA requires the installation of digital data recording equipment and upgrade of the extensive Audio-Visual monitoring (A/V) suite which is incorporated into the facilities supporting operations and providing security and safety for the students.
1.2. Background and Objective. This Statement of Work (SOW) defines the requirements for the contractor to install and test additional components to a digital closed circuit surveillance and recording system at Fairchild AFB, WA.
2.0. TASK REQUIREMENTS AND APPLICABLE DOCUMENTS.
2.1. Applicable Standards, Certifications and Regulations. The following documents are a part of this contract.
The system (all hardware, software and features/functions) shall comply with the latest version of DISA JIEO 8249 and commercial practices and standards. The DISA JIEO 8249 reference can be accessed on the DSSMP web page (http://jitc.fhu.disa.mil/tssi/apl/apl_pbx1.html).
The system (all hardware, software and features/functions) shall have appropriate Joint Interoperability Test Center (JITC) certification documentation.
The system (all hardware, software and features/functions) shall be at the latest JITC or JITC waiverable certified software Version as applicable.
National Electric Code (NEC).
Fairchild Air Force Base Design Standards and Architectural Compatibility Plan.
The contractor shall obtain and comply with any other applicable manuals not identified above that are required to meet industry standards applicable to the trade required to complete task requirements.
2.2. GENERAL REQUIREMENTS
2.2.1 SECURITY NOTE: All facilities and information about the facilities in the Survival School Resistance Training Facility covered by this Statement of Work (SOW) are considered For Official Use Only. In addition, all photos, designs, sketches, etc. taken during the site visit or developed in support of this project are considered For Official Use Only.
2.2.2 The requirement shall incorporate a variety of cameras, monitors, decoders, and microphones. All equipment shall be digital and feeds shall be passed via a stand-alone Local Area Network (LAN) within the facilities. Each piece of equipment shall have a unique IP address and shall be accessed and controlled from a central control computer. In addition, there are three separate monitoring facilities utilized to support various portions of the training program. All wires and cables shall be hidden from view and all equipment shall be protected from an electrical system surge or malfunction by the UPS and facility generator power.
2.2.3 The system shall operate without detriment to the current infrastructure to include functioning under the existing Endura network video management architecture. The contractor shall test and deliver a turn-key solution satisfying all requirements as stated in this SOW. This procurement is for an addition to the current system to include major equipment, installation materials and installation labor, cable & wire (including any required conduit not supplied by others), and programming required for a complete operational and fully integrated system. All required replacement components, equipment and supplies provided shall be new. The contractor shall provide all personnel, equipment, parts, material, tools, supplies, transportation and any other items necessary to perform and complete the stated requirements. The installation shall be accomplished to the prevailing commercial industry standards in a neat, workman-like manner. All enclosures, cables and each termination shall be labeled. No splices are allowed. All wiring shall be terminated on terminal blocks, neatly routed, labeled and installed compliant with prevailing standards and facilitate future servicing activities.
2.2.4. Restoration. All installation locations and/or grounds shall be restored and returned to their original condition (e.g. any damage or changes to existing facilities shall be repaired and documented in the as built drawings.). The contractor shall not modify existing electrical, mechanical, structural or civil design elements or related components in a manner that impacts design or capacity, or that affects maintenance, or affects operational life safety. The contractor shall provide fitting and repair work as required to restore surfaces to original conditions after installation of other work. The contractor shall not cut and patch construction in a manner that results in visual evidence of cutting and patching. The contractor shall not cut and patch construction exposed on the exterior or in occupied spaces in a manner that negatively affects the building's aesthetic qualities. The contractor shall replace all materials and workmanship that are unsatisfactory.
2.2.5. Facility Standards (as applicable). Camera housing and equipment brackets shall match the color of the adjacent facility colors. The contractor shall provide material submittal for approval. All equipment mounting brackets shall be secured using finish screws that are color-coded to match the mounting brackets. Interior conduit shall be run inside walls, above ceilings or in crawl spaces/basement areas. Cable/wires run in ceilings that are used for return air plenums shall be run in rigid conduit or are “plenum-rated”. Flush mounted cut-in boxes shall be used for all new power/data points. Surface mounted conduit and boxes are prohibited except in utility rooms. All power cords and data lines shall exit walls and ceilings at a point as close to the equipment as possible. All data lines shall enter walls in boxes with color coded faceplates that match the type existing in the facility. Exterior conduit shall be painted to match the exterior of the facility.
2.2.6. Project Residue. The contractor shall remove all debris and dispose at an off-site location.
2.2.7. Storage of Equipment. The Government has limited storage available to store or stage equipment.
2.3. Specific Audio Visual and Data Storage System Requirements. Specific system requirements are defined in the subsequent paragraphs.
2.3.1. Cameras: All cameras must be capable of real time viewing. In addition, the numbers of camera inputs on the video recorder is limited.
2.3.1.1. Twelve (12) IP based (digital) fixed cameras with 3 megapixel resolution capable of 30 images per second.
These must be Pelco Brand name. These need to be installed into enclosures that are concealed and tamper proof.
These cameras will be located in the new yard to the east of bldg. 1712. Conduit can be attached to the six training sheds for the purpose of wiring these cameras. The conduit needs to be inspected and approved by CE to insure it is up to code once the work is complete
2.3.1.2. Six (6) IP based outdoor cameras with 2 megapixel resolution capable of 360 degrees rotation at 280 degrees per second with PTZ. All cameras shall have pan, tilt, zoom and auto focus capability. These must be Pelco Brand name. All Six (6) IP based PTZ cameras will be elevated to a height of sixteen (16) feet from the ground as to not block any viewing by a building or a structure. These cameras will be located in the new yard to the east of bldg. 1712. The walls that the cameras will be above are around 9 feet tall. Poles can be attached to the walls without additional approval. There is no color requirement for the poles. If holes are going to be dug, this would require additional CE approval and a form 103 work clearance permit will need to be completed.
2.3.1.3 One (1) IP based outdoor camera with 2 megapixel resolution capable of 360 degrees rotation at 280 degrees per second with PTZ. This camera shall have pan, tilt, zoom and auto focus capability. This must be Pelco Brand name. This camera will be located in the old camp on the senior guard tower.
2.3.1.4. One (1) IP based (digital) fixed cameras with 3 megapixel resolution capable of 30 images per second. This must be Pelco Brand name. This camera will be located in the old camp in the K Shack.
2.3.1.5. New cables and wire installed for each camera
2.3.1.6 All non-essential analog system equipment will be removed from building 1712 to include the analog cameras in the lettered huts and any existing cameras that are not going to be on the system. All holes will be patched and repaired.
2.3.1.7. The data shall be continued to be fed and stored in the existing control room (Brain Stem) of building 1712.
The primary monitoring station shall be located in the Brainstem (control room) of building 1712
2.3.2. 1712 Training hut upgrades
2.3.2.1. Seventeen (17) 19 inch LCD Monitors
2.3.2.2. Seventeen (17) VGA to CAT 5 Convertors
2.3.2.3. Seventeen (17) Replacement headphone audio jacks located outside the 18 lettered huts
2.3.2.4. Location and Functionality for building 1712. Reference building diagrams (Attachment A) for overall building layout and equipment placement information.
2.3.3. Control Room Upgrades
2.3.3.1. Nine (9) Pelco Net5402R-HD High-Definition, Multi-Stream Network Video Decoders driving two high definition monitors from a single unit.
2.3.3.2 Seven (7) HDMI cables for existing 60 inch monitors in 1712 control rooms and the viewing room in the camp .
2.3.3.3 Five (5) Computers for the 1712 control rooms, and camp control room with specifications capable of optimum industry standard for operating the Pelco Endura System. Minimum of 4th Generation Core I7 processor/8Gb RAM/512MB video card.
2.3.2.4. One (1) 24 port full POE (Power Over Ethernet) switch with a minimum of 15.4 watts, Layer 3 with a 1 GHz processor
2.3.2.5. Two (2) HDMI or DVI “Keyboard Video Mouse” (KVM) switches to operate the Endura system from
RM153.
2.3.2.6. Mount and hook up GFE 60” Monitor in bldg. 1712 RM 153.
2.3.4 Resistance Training Academics Bud Day Building Upgrades
2.3.4.1 One (1) Marshall Electronics VS-102-HDI, or equivalent, that is ONVIF Compliant to convert a HDMI computer signal to H.264.
2.3.4.2 One (1) Pelco UDI5000-CAM Universal Device Interface to allow the signal from the Marshall Electronics VS-102-HDI to be imported into the Pelco Endura system.
2.3.5. Microphones
2.3.5.1. Six (6) microphones installed. One microphone for each of the training sheds in the yard east of building 1712. Conduit can be attached to the six training sheds for the purpose of wiring these microphones. The conduit needs to be inspected and approved by CE to insure it is up to code once the work is complete. The current power source for each shed is a 220V plug directly being each shed. The power source is designed to power a heater and lights. If the power system needs to be modified to power the microphones then the requested modifications need to be specified.
2.3.5.2 One (1) Upgraded microphone for academics demonstration room.
2.3.6. Surveillance System Location/Capability
2.3.6.1. The data shall be continued to be fed and stored in the existing control room (Brain Stem) of building 1712.

2.3.7. File Structure. Video shall be categorized by room/camera name. The operator shall be able to quickly locate and observe the appropriate video and audio feed for a specific room/camera at a given date and time.
2.4. General Installation Activities. The installation shall be completed on Mondays, Fridays, and weekends for bldg. 1712 due to mission requirements. A portion of the install will be accomplished in the Bud Day bldg. This work will need to be completed on Tuesdays, Wednesdays, and Thursdays. The contractor shall coordinate with Government representatives for all equipment installation activities. The contractor shall perform the installation in accordance with manufacturer standard procedures. The system shall be installed with little or no disruption to existing services. Any disruption of service shall be coordinated with the base POC. The base POC will provide notification schedule and approvals.
2.4.1. Power. Contractor shall install additional AC outlets as needed for its system. Contractor is to determine the electrical needs at the time of the site visit to determine the additional electrical outlets it will be required to install to operate all the equipment to be installed.
2.5. Testing. The Contractor shall ensure the entire system, to include integration testing with all integrated equipment components, is tested prior to activation and burn-in. All items procured under this effort shall be tested.
The Government may or may not witness any and all testing. The Government requires a minimum of two weeks’ notice before the Contractor performs any testing. The contractor shall perform end-to-end system component and functionality testing during the installation phase in accordance with manufacturer’s installation and testing standard procedures. The contractor shall test the system according to the manufacturer’s diagnostic and readiness test specifications after installation activities are completed. The Contractor shall utilize the equipment manufacturer’s standard commercial/quality control practices to verify that the system meets the requirements as a basis for acceptance by the Government.
2.6. Training. The contractor shall provide a minimum of one training class for designated flight SMEs. The class(es) shall include a combination of on-the-job (OTJ) and classroom structured training. The contractor shall identify the estimated duration for the proposed training. Applicable training material (both a hard copy and a soft copy) shall be provided to each student at the time of the training. The training shall provide the students with the knowledge required to perform OAM&P duties for the system (all equipment installed) as a whole. The training shall be conducted at FAFB.
2.7. Warranty. The contractor shall provide standard commercial warranty for the system (all hardware and software) and work performed after Government acceptance of the installation. The warranty support shall include, but not limited to, as applicable, all (major and minor) OEM software releases patches and installation of such software that occur during the course of the warranty period at no additional cost to the government. The contractor warranty shall include 24x7 support. The contractor shall respond to support requests within 30 minutes of the request via a telephone response and shall respond on-site within 24 hours of the support request as required. The processes to manage warranty support shall be clearly described in the contractor’s proposal. Warranty services shall include normal “break-fix” service and shall be consistent with industry standards.
2.8. Project Acceptance. The Government acceptance date will be defined as the date the Government approves the contractor final invoice in the DFAS WAWF system.
2.9. The customer maintains possession of all replaced items.
3.0. PERFORMANCE.
3.1. Period of Performance. Due to evolving mission requirements, the project shall be completed no later than 45 calendar days after award. Completion shall include installation, testing, and networking of all equipment; delivery of all training and training materials to designated permanent party personnel;
delivery and acceptance of all deliverables; and all site cleanup.
3.2. Place of Performance. The primary place of performance for installation related activities shall be in Government facilities at FAFB, WA.
3.3. PERSONNEL
3.3.1 Expertise and Experience. The contractor or installation personnel shall have experience in the application, installation and testing of the specified systems and equipment and shall be responsible for providing personnel with the necessary expertise to complete the assigned tasks satisfactorily. The contractor or installation personnel shall have knowledge of, and comply with, all standard DoD security procedures. Personnel shall be capable of working independently and with demonstrated working knowledge of the equipment required by this SOW. The contractor shall designate an on-site project manager that will serve as a single point of contact for the Government.
3.3.2. Safety. The contractor shall not utilize individuals identified to the contractor by the Contracting Officer or QAP as potential threats to the health, safety, security, general well-being, or operational mission of the installation and its population. This shall include individuals who are a potential threat as a result of prior felony convictions. Service provider personnel shall present a neat appearance and be easily recognized as service provider employees.
4.0. GOVERNMENT FURNISHED EQUIPMENT/INFORMATION/ACCESS.
The Government will provide the following resources to the contractor to support task performance:
• The Government will provide office space, telephone and Government escorts as needed. A maximum of one office space and one telephone will be provided as required to conduct Government business only.
• The Government will provide available documentation, sketches and drawings as requested by the contractor.
5.0. SECURITY.
5.1. Clearance. All installation personnel assigned to this task shall be a United States citizen, shall have a Local Area Check (LAC) conducted by the contractor and shall identify possible security threats to the base Security Forces. The contractor shall provide the Government with the names, social security numbers, driver’s license numbers and state of issue, and birth date, of personnel performing on this task before they will be allowed on base.
This information shall be provided a minimum of 14 days after contract award. Personnel not meeting the minimal standards will not be issued an installation pass and will not be allowed access to the installation.
5.2. Badges. The contractor is required to provide identification badges for its employees. All contractor personnel shall wear these badges while on duty on the Government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be mutually agreed upon by contractor and client. The Contractor shall coordinate with the site POC to obtain temporary badges and vehicle registrations.
5.3. Safety. The Contractor shall comply with all local safety regulations and procedures in effect at FAFB, WA.
5.4. Identification of Non-Disclosure Requirements. Due to the sensitive nature of the data and information being worked with on a daily basis, completion of non-disclosure statements shall be required by on-site contractor personnel to ensure information that is considered sensitive or proprietary is not compromised. During the performance of this tasking, Contractor personnel may be required to access or come into contact with proprietary Government information. Contractor personnel shall not use such information for any purpose other than the performance of this order. All network topologies in the Air Force are considered both sensitive and proprietary.
6.0. ADMINISTRATIVE CONSIDERATIONS.
6.1 Procedures for Payment. Billing and payment shall be accomplished through WAWF in accordance with the contract terms. A single firm fixed price invoice shall be submitted after Government acceptance. The contractor shall submit the invoices through WAWF to allow the client to electronically accept and certify services received by the client representative.
