EXCERPTS FROM ARBON INSPECTION
Excerpts from Inspection Previously Performed by Arbon:
(Entries included in this attachment are only those that pertain to repairs requested in the SOW.
All other information such as estimates and unrelated inspection information has been removed.)
1. All the doors should be serviced with the idea of removing all the old grease and applying new. This will expose any areas of wear the old grease may be hiding.
2. The seals are mostly worn out on all the doors. We recommend new full perimeter seals by installing all new 2'' retaining and 6'' brush seal. This would include the floor seal.
3. Safe edge cables are dried up causing them to break. All of these should be replaced.
Need 150' long two conductor cable per door. The Springs need to be replaced on the Safe Edges to assure proper functioning.
4. The controls could be made more user friendly. The rotary switches for operation could be replaced with simple three button push buttons. Step down transformers would be added to make the controls buttons 24 volt.

Site Visit Questions and Answers
1. Will repairs include the "emergency override" system?
Answer: No. These specific repairs will be performed by CE.
2. Are repairs required on the vehicle rollup doors and 2 personnel doors at each bay?
Answer: No. Vehicle and personnel doors are in workiong order and do not require repairs.
3. What is the project magnitude of this requirement?
Answer: This is a service contract requirement (not a construction requirement). Therefore, no “magnitude” can be provided.
4. Are there any presence of lead or any other hazardous materials?
Answer: A HAZMAT survey was performed in October of 2003, and there is a presence of lead-based paint on the door panels. The results of that report are attached to the amendment. (also see changes to SOW regarding environmental considerations).
5. Will the previous inspection performed by Arbon be provided?
Answer: Excerpts from the Arbon Inspection, pertaining to the current requirement, are attached to this amendment .
6. The design and specifications are required to be able to bid the correct part nomenclatures and tolerances for the equipment. Will these be provided?
Answer: Original specifications and documentation for these doors no longer exist.
Additionally, OEM parts are no longer available. Suitable substitute parts (to include door seals, electrical cables, switches and lubrication) are allowed, as long as they meet the form and function of the existing parts. Existing safety edges are mechanical and shall be replaced with a system that will “kill” power if contact is made.

MAINTENANCE OF HANGAR DOORS (48)
Bldg 2050, FAIRCHILD AIR FORCE BASE (FAFB), WA
1. SCOPE OF WORK.
1.1 The contractor shall furnish all management, labor, tools equipment, transportation, materials, and parts necessary to repair hangar doors as set forth in this Statement of Work (SOW) and supporting contract. All work shall be performed in accordance with (IAW) this SOW and shall conform to the terms, standards, and conditions of the supporting contract. Specific maintenance tasks performed on each hangar door shall be IAW the procedures outlined by the respective hangar door manufacturer. The contractor shall be responsible for providing protection of all government property relating to hangar door maintenance. The building 2050 hangar consists of 4 bays, each with 12 rolling electric/manual doors.
2. CONTRACTOR REQUIREMENTS.
2.1. Hours of Operation. The contractor shall establish a work schedule, which requires work to be performed during normal duty hours (7:30 AM to 4:30 PM) Monday through Friday. These hours are concurrent with the local Base Civil Engineer maintenance shops.
2.2. Motor Vehicle Operations. Contractor personnel operating motor vehicles or equipment on the installation shall possess a valid state driver’s license for the type of vehicle or equipment, and when entrance to the flight line is required, they shall be certified IAW local policy.
2.3. Functional Interference. The contractor shall schedule all work so that the performance will cause minimum interference with normal facility operation. Coordination with the Government inspector and the building manager shall be accomplished prior to work performance when interference is unavoidable.
2.4 Security Requirements. The contractor shall ensure that all employees have a current and valid base pass when performing work on this installation. Any contractor employee entering the flight line area must be properly authorized to do so by base operations personnel or must be escorted by authorized Government representatives.
The contractor shall conform to all Base Regulations and directives pertaining to safety, security, traffic, fire, and personnel clearances as they apply to contract performance.
2.5. Interruption of Utilities. The contractor shall maintain and monitor work areas to minimize any inconvenience to the facility occupants, and conduct work in a manner that will ensure maximum protection of Government property and personnel. The contractor shall not interrupt existing utilities without obtaining permission from the facility manager. If a required power interruption will effect a significant portion of the building, the outage request shall be made in writing at least 7 days in advance of the outage; and it shall state the date, duration and areas affected by the proposed outage.
2.6. Removal of Rubbish. The contractor shall maintain good housekeeping practices to reduce the risk of fire, damage and personal injury. All scrap materials, rubbish and trash shall be removed daily from around the building and shall not be permitted to be scattered on adjacent property.
3. WARRANTY OF WORK.
3.1 The contractor warrants that work performed under this contract shall conform to the contract requirements and shall be free of any defects including work performed by a subcontractor. The contractor shall be responsible for replacing any warranty/guarantee items within the appropriate period. The contractor shall remedy at the contractor’s expense any damage to Government-owned, or controlled real or personal property. The terms of this warranty shall continue for thirty days (30) after the completion of this contract.
4. MATERIALS, PARTS, AND SUPPLIES.
4.1. Quality. Replacement items shall be of equal quality to the item being replaced. Acquisitions shall be standard products of manufacturers regularly engaged in the production of such materials, parts and supplies.
4.2. Materials and Supplies of the Trade. The contractor shall supply all materials and supplies of the craft, trade, profession or regular line of business or work as it relates to this statement of work.
5. TASKS.
5.1. Preventive Maintenance. The contractor shall perform complete maintenance & repair of all hangar door equipment ensuring that hangar doors are returned to an efficient and safe operating condition. Maintenance and service work shall be IAW the manufacturer’s specifications, instructions, and handbooks for the hangar doors. In addition, service work shall conform to any applicable safety standards for inspections and adjustments. The contractor shall adjust, lubricate, repair, replace, inspect, and test hangar doors, and the associated parts, including, but not limited to machines, motors, generators, controllers, gears, bearings, clutch, and brake components, commentators, coils, stators, brushes, windings, relays, contacts, magnet housing frames, rotating elements, hangers, tracts, guides, door operating devices, pistons cylinders gauges and other manual items, interlocks, gates, controls, alarms, buttons, indicators, lights, signal, communication systems, fire extinguishers, and safety equipment. The contractor shall inspect the manual fluid overflow reservoir system and remove excess fluid as required. The contractor shall repair or replace hangar door electrical, mechanical, or manual parts as deemed necessary and shall use only genuine standard parts produced for the use as installed. OEM parts are no longer available for this door system. Suitable substitute parts are allowed, as long as they meet the form and function of the existing parts.
5.2. Acceptance Testing. The contractor shall ensure that all tests of hangar doors and individual component parts shall be performed IAW the appropriate standards. The contractor shall provide any special tools or test equipment needed to perform each test.
5.2.1. Safety Tests. The contractor shall inspect and test all safety devices, alarms, and governors semi-annually.
Following all maintenance, acceptance testing will be performed and approved by the Bldg 2050 Facility Manager.
5.3. Maintenance.
5.3.1. Wire Ropes, Cables, and Pulleys. The contractor shall repair or replace ropes, cables, and pulleys to include electrical conductors and traveling cables as required by the hangar door or the independent component manufacturer to ensure compliance with all safety requirements. This to include all safe edge electrical cables and actuator springs on all safe edge switches to ensure proper function and extend system life.
5.3.2. Lubrication. The contractor shall properly lubricate rollers, wheels, bearings and guide rails, and other components requiring lubrication. The contractor shall furnish all special lubricants and cleaning supplies as required by the hangar door manufacturer to service and repair hangar doors. The contractor shall also repair, or replace guides and rails when wear of these items is found beyond specification limits.
5.3.3. Door operation switches. The contractor shall replace all door operation rotary switches with easy to use three button push buttons, to include step down transformers to make the buttons 24v. At the completion of the work on the door operator switches, they will demonstrate to the Government that all switches and safety equipment are functional. At the completion of the maintenance, the contractor shall issue to the facility manager all documentation concerning door operation.
5.3.4. Weather seals. The contractor shall replace all door seals with full perimeter seals with 2” retaining and 6” brush seals, to include floor seals
5.3.5. Transportation and Equipment. The contractor shall provide transportation for mechanics and materials in support of this contract. The contractor shall provide a man-lift with necessary capabilities for maintenance and repair of hangar doors. This man-lift shall be provided by the contractor for normal and emergency calls.
5.4. Coordination. The work will be performed in a security-controlled area, which will require contractor badges and close coordination with the Facility Manager. An Entry Authorization List (EAL) will be accomplished with all workers to minimize the requirement for escorts.
5.5 Environmental Considerations. Cream and grey colored coatings in project area contain lead (See Attachment in Solicitation Amendment 1). Painted metal will be recycled to the full extent possible. Recycling facility must be made aware coatings on metal contains lead. Past asbestos surveys do not identify asbestos in this project area.
