SALIENT CHARACTERISTICS: CBT Server and Training

This requirement is for access to information technology training for the 92nd Communications Squadron at

Fairchild Air Force Base, Washington

- All training must be contained on a contractor provided server located on Fairchild.

- At a minimum the training must cover the following topics:

Cisco routing and switching

Juniper routing and switching

Microsoft Server 2012

Microsoft SCCM 2012

Microsoft SharePoint 2013

Microsoft SQL Server 2012

MS Windows PowerShell

Project Management

Wireshark

VMware

- The training must prepare students for certification in the following subjects at a minimum:

CompTIA A+, Net+, Sec+, CASP

Cisco CCNA, CCNP, CCIE (all routing and switching)

Microsoft MCSA, MCSE

ISC

CISSP

PMI PMP

ITIL Foundations

- The training must be available on demand, on-line, any time, and accessible at Fairchild Air Force Base.

The vendor will provide access to a library of training materials for the above topics and certifications on line.

- The training must include whiteboard style instructional videos and animations.

- The training shall include videos, practice exams, on-line labs, lab materials, and access to experts to answer student questions.

- The training must be up-to-date with the latest technology, and continually updated as technology changes.

- The training must support an unlimited number of students at the base with a minimum of ten simultaneous users.

COMBINED SYNOPSIS/SOLICITATION

Solicitation FA4620-15-Q-A023 is issued as a request for proposal. The North American Industry Classification

System Code (NAICS) is 334210. The small business size standard is 1,000 employees. This solicitation is full and open. This solicitation document and incorporated provisions and clauses are those in effect through Federal

Acquisition Circular 2005-83. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Unit Small Business Professional is Michael P. Gilbert (509-247-4880); link to USAF Small Business, http://www.selltoairforce.org; link to SBA http://sba.gov. Fairchild AFB has a requirement for a CBT server and access to IT training in accordance with the salient characteristics shown below.

The CLIN structure, quantities and units of measure, delivery dates/periods of performance, places of delivery/service, and acceptance and FOB are listed in the attached 1449. All provisions and clauses including

The Contracting Officer (CO) has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the CO will review this determination and if, in the CO’s opinion, adequate price competition exists, no additional cost information will be requested and certification under

FAR 15.406-2 will not be required. However, if at any time during this competition the CO determines that adequate price competition no longer exists offerors may be required to submit information other than cost or pricing data to support a determination of price reasonableness.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)

(a) Definitions. As used in this clause--

Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.

Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow

(WAWF).

Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.

(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall--

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training

Course and use the Practice Training Site before submitting payment requests through

WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data

Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

(1) Document type. The Contractor shall use the following document type(s).

(4) Payment request and supporting documentation. The Contractor shall ensure a payment request includes appropriate contract line item and subline item descriptions of the work performed or supplies delivered, unit price/cost per unit, fee (if applicable), and all relevant back-up documentation, as defined in DFARS Appendix F, (e.g. timesheets) in support of each payment request.

(5) WAWF email notifications. The Contractor shall enter the email address identified below in the “Send Additional

Email Notifications” field of WAWF once a document is submitted in the system.

252.203-7998 PROHIBITION ON CONTRACTING WITH ENTITIES THAT REQUIRE CERTAIN INTERNAL CONFIDENTIALITY

AGREEMENTS—REPRESENTATION (DEVIATION 2015-O0010) (FEB 2015)

(a) In accordance with section 743 of Division E, Title VIII, of the Consolidated and Further Continuing Resolution

Appropriations Act, 2015 (Pub. L. 113-235), Government agencies are not permitted to use funds appropriated (or otherwise made available) under that or any other Act for contracts with an entity that requires employees or subcontractors of such entity seeking to report fraud, waste, or abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or contactors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.

(b) The prohibition in paragraph (a) of this provision does not contravene requirements applicable to Standard Form

312, Form 4414, or any other form issued by a Federal department or agency governing the nondisclosure of classified information.

(c) Representation. By submission of its offer, the Offeror represents that it does not require employees or subcontractors of such entity seeking to report fraud, waste, or abuse to sign or comply with internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or contactors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.

252.209-7992 REPRESENTATION BY CORPORATIONS REGARDING AN UNPAID DELINQUENT TAX

LIABILITY OR A FELONY CONVICTION UNDER ANY FEDERAL LAW—FISCAL YEAR 2015

APPROPRIATIONS (DEVIATION 2015-OO0005) (DEC 2014)

(a) In accordance with sections 744 and 745 of Division E, Title VII, of the Consolidated and Further Continuing

Appropriations Act, 2015 (Pub. L. 113-235), none of the funds made available by this or any other Act may be used to enter into a contract with any corporation that—

(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless the agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government; or

(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless the agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.

(b) The Offeror represents that—

5352.201-9101 OMBUDSMAN (APRIL 2014)

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

ADDENDA TO 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (JULY 2013)

To assure timely and equitable evaluation of the proposal(s), the offeror must follow the instructions contained herein. The proposal(s) must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The response shall consist of four (4) separate parts;

Part1 – Price Proposal

Part 2 – Signed Amendments, if any

Part 3 – 52.209-7992 with the fill-ins completed

PART 1 – PRICE PROPOSAL

Complete all required portions of the solicitation. In doing so, the offeror accedes to the terms and conditions as written in the solicitation, with attachments.

Insert proposed unit prices in the Item Numbers of the Pricing Schedule.

PART 2. SIGNED AMENDMENTS

This solicitation may be formally amended to incorporate changes to items such as the requirement or proposal due date. Offerors shall sign and return all published amendments with their proposal.

PART 3. 52.209-7992 with the fill-ins completed.

Documents submitted in response to this solicitation must be fully responsive to and consistent with the following:

2. Evaluation Factors for Award

ADDENDA TO 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)

BASIS FOR CONTRACT AWARD:

This is a competitive selection based on price. The evaluation process shall proceed as follows:

A. PRICE – Initially, the proposals will be ranked according to the proposed price identified in the Pricing

Schedule. The offeror’s Price proposal will be evaluated, using one or more of the techniques defined in

FAR 15.404, in order to determine if it is reasonable. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. Normally, price reasonableness is established through price analysis techniques as described in FAR 15.404. For additional information see FAR 31.201-3.

B. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

C. The government intends to award a contract without discussions with respective offerors. The government, however, reserves the right to conduct discussions if deemed in its best interest.(End of provision)
