Performance Work Statement

Delivery, Startup and Training of Mobile Magnetic Separation and Safety Certification Units

02 November 2023

1. Scope of Work: The Contractor shall coordinate and/or provide all personnel, equipment, tools, materials, supervision, and other items necessary to perform all work required for the delivery, start-up, and training of a safety certification unit at the Recycle Center, Bldg. 953, Francis E. Warren AFB, Wyoming. The contractor is responsible for unloading the equipment, placement, installation, and training.

2. Requirements:

2.1. Mobile Magnetic Separation Unit (MMSU): The MMSU will be used in an outdoor environment and must be able to withstand Wyoming weather conditions, such as: winds that can reach 80 mph, extreme temperatures which can reach -30 ֯F, and three inch hail. The MMSU must also be rust resistant against moisture. The machine will include the following at a minimum:

2.1.1. 1 EACH; Brand Name Bouldin & Lawson, Manufacturer Part #188-MS

2.1.2. Compatible with Bouldin & Lawson small arms brass deformer (Model #18852)

2.1.3. Single axle trailer with electric brakes, marker lights, turn signals and brake lights

2.1.4. Magnetic roller separating steel clips/pins from brass shell casing range debris with a 96% or better effectiveness resulting in clean brass with increased scrap value

2.1.5. Processes 5,000-7,000 lbs per hour of spent brass

2.1.6. Electric conveyor with variable speed of 208v/single phase motor

2.1.7. Receiving hopper and magnetic pulley

2.2. Safety Certification Unit (SCU): The SCU will be used in an outdoor environment and must be able to withstand Wyoming weather conditions, such as: winds that can reach 80 mph, extreme temperatures which can reach -30 ֯F, and three-inch hail. The SCU must also be rust resistant against moisture. The machine will include the following at a minimum:

2.2.1. 1 EACH; Brand name Bouldin & Lawson, Manufacturer Part #18860

2.2.2. Compatible with Bouldin & Lawson small arms brass deformer (Model #18852)

2.2.3. 8’ x 26” dual axle trailer with electric brakes, marker light, turn signals, brake lights and electric break-away safety system

2.2.4. Processes 1,000-2,000 lbs per hour

2.2.5. Operating temperature is 1,600 degrees Fahrenheit minimum

2.2.6. Infeed conveyor, electric, 220v/single phase

2.2.7. 110V/Single phase generator and motors

2.2.8. Propane burner with stainless steel hood, electric 110v/single phase

2.2.9. Propane generator with electric start which provides power to conveyors and propane burner

2.2.10. Retort chamber burner is propane fueled with low emissions

2.2.11. Heat chamber with thermos blanket to prevent heat loss

2.2.12. 14” x 8’ chain and flight in-feed conveyor

2.2.13. 14” x 8’ enclosed chain and flight conveyor

2.2.14. Discharge conveyor with 220v/single phase

2.2.15. Regulated under U.S. Title 40 CFR (Code of Federal Regulations) Protection of Environment, as a flashing furnace

2.2.16. All necessary hook-ups required for connection to a 100 lb. propane tank.

2.3. Service Requirements: The Contractor shall provide the following incidental service requirements.

2.3.1. Delivery: The Contractor will deliver the MMSU and SCU to Building 953 which is an outdoor facility with several lean-to covered areas. The Contractor is authorized to pull into the back lot where the Unit will be offloaded after coordination with Recycle Center staff.

2.3.1.1. Delivery shall be made within 168 calendar days after award.

2.3.1.2. A 14-day lead time notification to the Government is needed prior to shipment arrival; along with the Contractor’s proposed setup/installation schedule.

2.3.2. Offloading: The Contractor will unload both units in the Recycle Center back lot

(location per direction of Recycle Center staff). There is no loading dock at this location.

2.3.3. Waste Disposal: It is the Contractor’s responsibility to manage removal and disposal of packing, unloading, and/or loading materials to an off-base location, with the exception of materials that are recycled at the facility where they may leave for recycling. A dumpster shall not be provided to the Contractor.

2.3.4. Start-up and Basic Operator Training: The Contractor shall run the Unit for at least 1 hour to ensure proper operations using materials supplied by the Recycle Center.

During this time, the Contractor will train on-site staff basic manufacturer’s operations and maintenance necessary for operations.

2.3.4.1. The estimated install and training for this unit is two (2) calendar days.

3. General Information:

3.1. Quality Control: The Contractor is required to control the quality of service in delivery and startup of the Unit. The overall control of quality must meet the specified performance thresholds for each requirement in Section 2, Requirements.

**Damaged/scratched/dented/broken equipment shall not be accepted. The Contractor is responsible for replacement of equipment at no additional costs to the Government.**

3.2. Quality Assurance: The Government will investigate complaints received from customers. The Contracting Officer shall make final determination of the validity of customer complaint(s) in cases of disagreement with the Contractor(s).

3.3. Security Requirements: The Contractor shall be responsible for all passes issued to his/her employees under this contract. Background checks are mandatory and pre-vetting applications are required for Contractors entering the base. Applications shall be coordinated through the Contracting Office. Follow the following procedures:

3.3.1. Driver/Delivery Contractor(s) shall register in https://dbids-global-enroll/dmdc.mil/

3.3.2. Driver/Delivery Contractor(s) shall receive QR code after registration.

3.3.3. Forward QR code print out to the Contracting Office POC’s via emailing rebecca.behne@us.af.mil and erika.farms.1@us.af.mil no later than 7 calendar days prior to base arrival.

3.3.4. The Contracting Office will provide digital passes to Driver/Delivery Contractor(s) via email. Driver/Delivery Contractors shall utilize their respective digital passes to gain entrance to the base.

3.4. Physical Security: The areas where work is in progress shall be kept as neat and clean as is consistent with the work in progress. Material wrappings, containers, etc., which might be scattered by wind or become a hazard to pedestrians shall be placed in appropriate containers, disposed of, or otherwise secured.

3.5. Base Access: Large trucks and trailers shall enter the base with a signed copy of their contract through Gate 5, Commercial Gate, on Central Avenue Cheyenne, WY. Digital passes issued by the Contracting Office shall be utilized to pre-vet Contractors.

3.6. Work Schedule: The Contractor shall coordinate delivery and installation with the 90th

CES Environmental Office and 90th Contracting Squadron at least 14 calendar days in advance of shipment arrival.

3.7. Hours of Operations: The Contractor shall perform the services required under this contract during the hours of 7:30 a.m. to 4:30 p.m., Monday through Friday, excluding Saturdays, Sundays and federal holidays. Military members have a Family Day in conjunction with Federal Holidays. Should projected dates fall near a holiday, consult with the Recycling Center team so see if they will be available. Work shall be performed in a manner with minimal disturbance and inconvenience to the Recycle Center customers. Contractor personnel shall be limited to work areas.

3.8. Recognized Holidays: The Contractor is not required to provide service on the following days: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, and Christmas Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on Sunday, it is observed on Monday.

3.9. Safety Requirements: In performing work under this contract, the Contractor shall:

3.9.1. Conform to the safety requirements of Occupational Safety and Health Administration Standards and Base regulations, for all activities related to the accomplishment of the work.

3.9.2. Be responsible for checking and determining that all necessary precautions have been taken to protect all property, both Government and private, in all areas where work is to be accomplished. Damage caused from failure by the Contractor to exercise care in the performance of work shall be immediately repaired to the satisfaction of the Contracting Officer or designated representative without additional cost to the Government.

3.9.2.1. Record and report promptly (within one hour), to the Contracting Officer or designated representative, all available facts relating to each instance of damage to government property or injury to either Contractor or Government personnel.

3.9.3. In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property and preserve evidence until released by the accident/mishap investigative authority through the Contracting Officer.

4. Contractor Personnel:

4.1. Contract Manager: The Contractor shall provide a Contract Manager who shall be responsible for the performance of the services. The name of the Contract Manager shall be provided to the CO in writing prior to the beginning of the performance period. The Contract Manager must be able to read, write, speak, and understand English. The Contract Manager shall have full authority to act for the Contractor on all contract matters relating to daily operations of this contract.

4.2. Contractor Employees: The Contractor shall not employ persons for work on this contract if such employee is identified to the Contractor by the CO as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population.

Contractor personnel shall present a neat appearance and be easily recognized as Contractor employees. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges which contain the company name and employee name in English.
