I. Contracting Activity.

90th Contracting Squadron 7505 Barnes Loop FE Warren AFB WY

II. Nature and/or description of the action being processed.

This action will result in a new requirements contract in accordance with FAR AFFARS 5313.501 Schedules I, II, III of Packing and Crating Services for Areas 1 in Northern Colorado, 2 in Western Nebraska, 3 and 4 in Wyoming provided to the F.E. Warren Air Force Base (AFB) Department of Defense (DoD) personnel. There will be a five (5) year ordering period with realist estimated total quantiles clearly stated. The services included are expected to be firm-fixed price for the entirety of the ordering period.

III. Description of supplies/services required to meet agency needs.

This contract will result in the purchase of all personnel, equipment, facilities, supplies, services, and materials, except as specified as government-furnished in the Performance Work Statement (PWS) for the preparation of the personal property of F.E. Warren AFB DoD personnel for shipment and/or storage and related services through the Direct Procurement Method (DPM). Work to be performed will be those services outlined in Individual Contract Line Item Number (CLIN) Items (See Attachment G3). The requirement contains three schedules, Schedule I for Outbound Services, Schedule II for Inbound Services, and Schedule III for Intra-City and Intra-area Moves. Tasks included in each type of move (schedule) are reflected in the PWS Table G-1; and can include pre-move survey, weighing, time requirements, preparation, packing, loading, and containerization, tagging, preparing inventory and packing list, appliance servicing and unservicing, containers and vehicles, marking exterior shipping containers, storage, facilities, cargo insurance, DPM delivery, unloading, and unpacking, and claims.

The services being procured will serve the DoD personnel in 20 Nebraska counties, 2 Colorado counties, and 11 Wyoming counties providing outbound household goods (HHG) packing and crating, Inbound HHG delivery and unpacking, as well as Intra-City and Intra-Area move services. The counties being served are broken down into the following areas:

Area 1: Zone 6 Colorado Counties - Larimer, Weld Area 2: Zone 9 Nebraska Counties - Banner, Box Butte, Chase, Cheyenne, Dawes, Deuel, Dundy, Frontier, Garden, Hayes, Hitchcock, Keith, Kimball, Lincoln, Morrill, Perkins, Red Willow, Scotts Bluff, Sheridan, Sioux Area 3: Zone 10 Wyoming Counties - Carbon, Fremont, Lincoln, Sublette, Sweetwater, Teton, Uinta Area 4: Zone 13 Wyoming Counties - Albany, Goshen, Laramie, Platte

IV. Statutory authority permitting other than full and open competition.

The statutory authority permitting other than full and open competition for this acquisition is 10 U.S.C.

2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901)

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The contractor must be able to perform all required services included in the contract schedules in the area of performance specified on the CLIN(s) they price. Contractors must also guarantee a daily capability that is equal to or exceeds the Government's minimum acceptable daily capability for all items within an area of performance.

Historically attempts at finding competition have not been successful with only two small business contractors having the capabilities of servicing some or all areas. In addition, one of the two historical contractors no longer operates leaving only one contractor capable of servicing all areas.

In response to the email requests, Arrow Storage & Moving Co., Inc. in Cheyenne, WY stated they can meet all criteria in Schedules I, II and III for Areas 1 in Northern Colorado, 2 in Western Nebraska, 3 and 4 in Wyoming. Arrow Storage and Moving has provided packing and crating services to F.E. Warren AFB, WY since 2006 with no performance

Arrow Storage & Moving Co., Inc. was established in 1936 in Cheyenne, WY and is partnered with Mayflower Moving who is the country's most reliable long distance moving network. With this partnership, Arrow Storage & Moving have access to countless resources to ensure hassle-free moves. Arrow Storage & Moving specializes in residential and local, long distance and international moving services, storage and warehousing, packing and materials, and logistics for residential and commercial customers in the Wyoming, Nebraska, and Colorado areas. They require their movers to pass the Quality Labor Certification and as a company are members of the Better Business Bureau (BBB), CMC, American Moving and Storage Association (AMSA), ProMovers and COIC.

Therefore, Arrow Storage and Moving is the only contractor with the facilities, manpower, and equipment able to perform all required services and provide a guaranteed daily capability that is equal to the Government's minimum acceptable daily capability for all items included in Schedule I - Outbound Services, Schedule II - Inbound Services, and Schedule III - Intra-City and Intra-Area moves in Areas 1 in Northern Colorado, 2 in Western Nebraska, 3 and 4 in Wyoming.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

An FBO.gov Sources Sought Synopsis was issued on 3 April 2019, number FA461319Q1007, titled Packing, Containerization and Local Drayage of DPM Personal Property Shipments. The Sources Sought closed 16 April 2019 with one (1) response received.

The Sources Sought resulted in only one interested contractor. However, it was determined that the contractor was not a vetted contractor with JPPSO for the state of Wyoming. In addition to the Sources Sought, the five (5) vetted contractors provided by JPPSO were contacted via email. Of those five (5) contractors only three (3) have a System for Award Management (SAM) registration. After requests for information and interest of the five (5) contractors only two

(2) showed they were capable of providing service. Of the two (2), one (1) was able to provide service to only one (1) area, Area 4 in Wyoming, with the other contractor capable of providing service to all required areas, Areas 1 in Northern Colorado, 2 in Western Nebraska, 3 and 4 in Wyoming.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The estimated cost for this acquisition is anticipated to be fair and reasonable. Price analysis will be utilized in accordance with FAR 13.106-3 comparing purchases for the same or similar items in order to ensure a fair and reasonable price is obtained. Purchases across the DoD will also be analyzed to the fullest extent possible in order to ensure the best possible price is received.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

As described in Section IV above, market research was conducted in accordance with FAR part 10 to include a sources sought on FBO.gov and emails to vetted vendors. These notices were a synopsis of the proposed acquisition, advising industry of the pending acquisition and soliciting inquires from interested parties. In addition to the notifications, a search on FBO.gov and FPDS-NG was conducted to gauge the market as well as to seek out information on what other contracting squadrons were soliciting and awarding.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

In order to overcome competition barriers, more JPSSO vetted contractors would need to register with SAM and offer services that include all service areas.
