STATEMENT OF WORK (SOW)
DESIGN-BUILD (DB)
Project Title: Repair/Replace A/C Units @ Orcutt Hill Project Location: Facility 01, Vandenberg AFB, CA (Orcutt, CA)
Base Project Number: XUYN14-1008B Date: 7 Mar 2019
1.0 INTRODUCTION
The Prime Contractor, hereafter referred to as the Contractor, shall conduct all research and field investigation required to prepare a complete and usable 100% design and construction for the effort described in this document and all attachments. Following the acceptance of the 100% design, the Contractor shall construct and install the 100% design as a solution to the situation described in this document. This Statement of Work (SOW) sets forth the requirements for a Design-Build (DB) delivery method for this construction effort at Vandenberg AFB, CA. The Contractor is to provide the Government with a complete engineering design, construction, and warranty for repair by replacement of existing Environment control units.
CURRENT SITUATION:
• The current units along with controls have been repaired numerous times and are constantly in a state of repair or nonoperation impacting mission critical operations. The units currently do not meet the requirements of AF TO 31P1-4-108-101 Rev 9.
• Contractor shall perform repair by replacing the existing wall units with 2 package units sized to match the existing unit’s capacities. The units will be placed on a properly sized Slab on Grade equipment pad. The new equipment pad will be properly sized to accommodate the new equipment. The new Environment Control Units shall provide the equivalent requirements of the existing Environment Control Units and new controls shall be such that they meet the requirements and operate new equipment as set forth in AF TO 31P1-4-108- 101 Rev 9 (Attachment 2)
2.0 SCOPE OF WORK
The Contractor shall perform the services described in this document in two phases; the design phase and the construction phase.
2.1 CONTRACTOR PROPOSAL:
As part of the proposed effort on this contract, the Contractor shall implement the following tasks for the completion of this project. The Contractor’s proposal shall include information on each type of equipment they are proposing to install (i.e. cut sheets from the manufacture) along with a basic sketch of planned improvements to what is required and/or recommended as part of this
SOW.
2.2 GENERAL DESCRIPTION OF PROJECT:
The Contractor shall investigate and design-build (DB) a solution to bring the below issues up to code compliance and to meet all Vandenberg AFB, Federal, State and User requirements. The work shall be based on, but not limited to, the concept design, if available, provided by the United States Air Force (USAF), 30th Contracting Squadron (30CONS), Contracting Officer (CO) and the 30th Civil Engineer Squadron (30CES) Project Manager (PM). The Contractor shall develop a design with sufficient information to allow a construction contractor to propose, design and construct a design-build (DB) solution meeting these performance requirements. The Contractor shall design the proposed solution to the situation described. The Contractor’s scope includes, but not is not limited to, all investigation, design and installation to:
• Offerors shall fully acquaint themselves with the contract documents and specifications affecting the bidding, execution of work and submission of a complete package. Offerors shall fully acquaint themselves with the site conditions affecting the bidding and execution of work. Offerors shall research historical drawings and take field measurements necessary to quantify, price and develop a complete proposal package. The Contractor shall comply with the requirements of FAR Clause 52.236-3, Site Investigation and Conditions Affecting the Work. As part of meeting the requirements of this clause, the Contractor shall research all historical drawings related to the project site or facility. Historical records and drawings are located in the 30th Civil Engineer Squadron, Bldg. 11433. Drawings, if provided, shall not be construed as complete or accurate records of existing conditions. Contractor is presumed to have visited the site and verified existing conditions prior to submitting a proposal. Offerors shall fully acquaint himself with the preliminary design and all conditions affecting installation of their proposed system. Failure to do so shall not relieve contractor of the responsibility of providing a complete, operating and acceptable system.
• The contractors SOW shall provide sufficient information to demonstrate to the Government a thorough understanding of the requirement in terms of What, Where, When, and How the work is to be accomplished. Furthermore, the SOW shall clearly illustrate compliance with local, state, and federal building and construction codes.
• The Contractor shall complete the work of this project between the hours of 7:00 a.m. and
4:30 p.m. Pacific Standard Time (PST), excluding Saturdays, Sundays, and Federal Holidays.
Any requests for working Non-Standard hours shall be submitted to the contracting officer in accordance with specifications.
• Contractor shall dispose of all demolished material debris and other waste materials used during construction to an approved off-site disposal facility, recycling center or landfill.
• Obtain and process AF 103, Base Civil Engineering Work Clearance Request. At a minimum, attachments to the 103 will include, detailed description of work, abatement plans ( If Required), location of work, shop drawings and must be fully approved before work can start on-site. A fully Executed Copy with comments from entities requiring monitoring after monitoring by said entities has been accomplished will be provided to CE project Manager prior to on site work beginning.
• All construction materials incorporated into this project shall be recycled, reused or green products. The proposal shall list all materials used, to include the product manufacturer’s name and model, part or other distinguishing identification and numbers. The use of recycled, reused or green product substitutes is not required where the substitute is not equal in quality or overall life cycle cost compared to its virgin equivalent. Where applicable, the proposal shall state why substitute products are not being incorporated using one of these criteria.
• Upon award and prior to the start of construction, the Contractor shall submit design drawings in accordance with contract documents and specifications for review and approval.
• Upon completion of the work, the contractor shall request a pre-final and or final inspection with the Contracting Officer in accordance with contract specifications.
Assumptions / Exclusions:
• There are no required escorts for this project effort. The site area is controlled and coordination with the using agency will be required to gain site access through oil field property once project is awarded.
• There are no known hazardous materials or anticipated to be encountered and the removal, containment, transporting or disposal of any hazardous material for this project effort should not be required.
Principal Features (Description of Work):
• Provide and install 2- new 5 ton pad mounted package Environmental Control Units (ECU) with control options that meets the requirements of (Attachment 2).
• The contractor shall construct concrete equipment pads. The pads shall be located at the exterior wall of the RDA Equipment Shelter. The pads shall be located to minimize utility and cooling equipment piping and electrical runs while ensuring pads are located away from public use areas. The pads shall be sized to support the condensing coils and compressors for cooling equipment. Pads shall be 6” thick, reinforced with woven wire fabric utilizing a minimum of 3,000 PSI Portland Cement Concrete.
• The contractor shall demo the existing ducting attached to the existing wall mounted ECU’s.
The contractor shall design and install new ducting from new package unit ECU’s that will provide proper air flow within the RDA Equipment structure to meet AF TO 31P1-4-108- 101 Rev 9 requirements.
• The contractor shall install new controls, thermostats and sensors that provide for operation of new ECU’s in accordance with AF TO 31P1-4-108-101 Rev 9.
• The contractor shall install electrical branch circuits to supply power to the new package ECU’s. Power source for the ECU’s may be obtained from the existing panel that feeds the current ECU’s. Contractor shall verify that adequate power and type is available to support the units proposed in contractor’s proposal. Modifications to the building power system configuration, panels, over current protection and other devices may be required to install the units. Where conduits must be installed exposed they shall be painted to match adjacent building color scheme. Equipment disconnects shall be installed at each unit.
• Contractor to ensure that adequate lighting is provided based upon proposed ducting design from new units. Existing lighting may need to be relocated and or additional lighting provided dependent on contractor’s proposal and ducting design layout.
• A complete operational test shall be performed. Operation and air balance test reports shall be provided. Training shall be provided to the FM and maintenance personnel after installation is complete and prior to scheduling a final inspection. Operation and maintenance manuals shall be provided in advance of the training and shall remain with the FM after training is conducted.
REQUIRED HISTORICAL DRAWINGS:
• Drawings, if provided, shall not be construed as complete or accurate records of existing conditions. Contractor shall perform research into the historical records located in the vault and site investigation is required for the contractor to prepare his complete and accurate design. Contractor is presumed to have visited the site and verified existing conditions prior to submitting a proposal. Contractor shall fully acquaint himself with the preliminary design and all conditions affecting installation of their proposed system. Failure to do so shall not relieve contractor of the responsibility of providing a complete, operating and acceptable system.
• The Contractor shall submit a complete set of Shop Drawings within 10 workdays after task order award and prior to starting construction. As a minimum requirement, the drawings will be as marked listed below.

2.3 ENVIRONMENTAL REQUIREMENTS:
a. Investigate, design and meet any requirements for work.
b. Construction General Permit and Storm Water Pollution Plan (SWPPP) required for site disturbance over 1 acre of land.
c. Low Impact Development (LID) standards shall be applied.
d. Shall comply with requirements as defined in the attached VAFB Environmental
Protection Specification, 01 57 20, an AF Form 813, Environmental Impact Analysis (if applicable or attached), and an AF Form 332, BCE Work Order Request (if applicable or attached). Reference below: Paragraph 2.9 AF Form 103, BCE Work Clearance Request and 4.2 PERMITS.
e. Field investigate work site, will require proper agencies coordination, processing and approval of an AF Form 103, BCE Work Request Clearance as well as meeting the requirements as defined in the attached General Requirements Specification 01 00 00. Reference below: Paragraph 2.9 AF Form 103, BCE Work Clearance Request and 4.2 PERMITS.
2.4 GENERAL DESIGN REQUIREMENTS:
a. All designs shall comply with the latest Unified Facility Criteria (UFC) and Unified Facility Guide Specifications (UFGS).
b. All designs shall comply with the latest VAFB Installation Facilities Excellence Standards which may be found on the Whole Building Design Guide (WBDG) website (https://www.wbdg.org) or by contacting the assigned PM.
c. All designs shall research and comply with all applicable DoD Instructions, Air Force Instructions (AFI), Engineering Technical Letters (ETL) and the 30SW Instructions (SWI), etc.
d. All designs shall comply with local, State (California) and Federal standards included but not limited to those outlined in attached specifications.

f. The Contractor shall ensure all equipment, mechanical, electrical, architectural elements, etc. meet all applicable codes, standards, etc.
g. Whenever two codes conflict, the more stringent code shall apply.
2.5 APPLICABLE DOCUMENTS:
The Contractor shall identify and comply with all applicable federal, state, and local statutes; Air Force Military instructions, manuals, handbooks, regulations, guidance, and policy letters;
Executive Orders; Unified Facilities Guide Specifications (UFGS); Whole Building Design Guide (WBDG); American Petroleum Institute Codes; National Association of Corrosion Engineers;
National Fire Protection; Steel Structures and Painting Council; National Electrical Code; Uniform Fire Code; Occupational Safety and Health Administration (OSHA) regulations; Environmental Protection Agency regulations; and International Building Code including all changes and amendments in effect on the date of issuance of each contract. It is the Contractor’s responsibility to identify and comply with all applicable and relevant requirements.
2.6 FIELD INVESTIGATION:
After contract award, the Contractor shall conduct additional field investigation that will include, but is not limited to, the following:

2.6.1 Record Drawings:
The Contractor shall request and fully research any available electronic and/or hard copy information from the 30CES Engineering Flight’s Drawing Vault that pertains to each project. The Contractor shall not rely on the accuracy of the reference information and must conduct independent site verification of all conditions.
2.6.2 Verification of Existing Conditions and Site Survey:
Use of existing condition data provided by the Air Force conveys acceptance and as such does not relieve the Contractor of liability associated with performance as the Engineer of Record. The Contractor shall be solely responsible for verification and validation of existing conditions, coordination of existing conditions in parallel with proposed requirements, and above and below-grade condition assessment. The Contractor shall visit each site and facility to verify existing conditions that are significant to the project. Additional site visits may be required as necessary.
The Contractor shall perform instrument surveys, as required. All site visits shall be coordinated with the CO and PM.
2.6.3 Environmental Surveys:
If applicable, the Contractor shall prepare, using individuals certified for asbestos, lead-based paint, polychlorinated biphenyls (PCBs), and underground storage tanks (USTs) identification, up-to-date surveys identifying all asbestos, lead-based paint, PCBs, and USTs pertaining to each project. Existing environmental surveys obtained from the Air Force PM shall be used only as a template for updating. Environmental surveys shall be included in the proposed cost.
2.6.4 Hazardous Material Surveys:
If applicable, the Contractor shall perform an Asbestos Survey and Lead Based Paint Survey prior to the construction phase of this project. This information shall be reviewed and a Hazardous Materials Abatement Plan produced to address these hazardous materials, if found. The Contractor shall conform to the requirements of VAFB Environmental Protection Specifications 01 57 20.
2.6.5 Subsurface Features:
Unless determined by the scope of work, the Contractor is not required to perform excavation or other physical labor in connection with location of underground utilities, conduits, pipelines, or other subsurface features; however, if this is necessary for verifying existing conditions, the Contractor shall request assistance from the Air Force PM in identification of these subsurface features.
2.6.6 Coordination:
The Contractor is responsible for design coordination with the CO and PM, using agency, facility managers, and other base officials.
2.6.7 Surveying/GIS Files:
All projects that include surveying and/or GPS data collection must provide results in GIS formats according to the formats designated in the attached VAFB General Requirement Specification 01 00 00. This is in addition to any other report or files generated by survey work.
2.7 COMPUTER-AIDED DRAFTING (CAD):
The Contractor shall prepare and submit CAD drawing files and GIS files with each of its design submittals.
2.7.1 CAD Project Number:
The Contractor shall use the XUMU (or equivalent) project number as the CAD project number.
2.7.2 Electronic Media:
a. The Contractor shall ensure to submit the electronic files including all drawing files, X-REFS, and images for the project, including PDF and DWG versions.
b. The Contractor shall ensure the electronic drawings are in compliance with the VAFB CAD Standards. Coordination/approval of the drawings with the 30CES Design Vault is required.
c. The Contractor shall submit the electronic drawings on CD-ROM or DVD.
d. The Contractor shall ensure the electronic drawings are readable by AutoCAD latest version, using Microsoft Windows format, without any additional hardware or software.
e. The Contractor shall label their disks and their cases with a minimum of: Contractor firm name, project number, project title, percentage designed, FOUO, and the Air Force PM’s name, office symbol and phone number.
f. Design drawings and other files for projects become US Government property and shall become part of the 30 CES drawing records or used by the US Air Force.
2.7.3 Drawings:
The Contractor shall submit the required size, media, and number of sets, as specified for each submittal. The Contractor must be consecutively number all sheets. When half size (17”x22”) (ANSI Size C) drawings are referenced the Contractor may substitute a larger size drawing at the approval of the PM.
2.7.4 CAD Project File List:
The Contractor shall submit a CAD Project File List. The CAD Project File List is a document that describes all of the files in a project. The Contractor shall ensure the CAD Project File List includes the following specific information:
a. A description of the project:
a. Project number and title (if multiple projects, list all).
b. Any related projects.
c. Percentage designed.
b. A description of the project development:
a. List of drawing numbers from as-built drawings or Base Comprehensive Plan tabs that were used to create the drawing files.
b. Type of site surveys or investigations performed.
c. Site conditions that differ from above drawings.
c. Drawing files:
a. File names.
b. Descriptions.
c. Files referenced.
2.7.5 VAFB CAD Standards Orientation Briefing Class:
The Contractor shall send a qualified CAD representative to attend a 1-hour orientation briefing class covering the use of the VAFB CAD Standards.
a. The CAD Representative shall be experienced in AutoCAD. In addition to the CAD representative, the Contractor Project Manager or Design Architect-Engineer may also attend the VAFB CAD Standards Orientation Briefing to become familiar with the CAD requirements.
b. The VAFB CAD Standards Orientation Briefing may be taken during the Project Orientation Visit or during field investigations, but should be completed prior to the as-built drawings submittal.
c. The VAFB CAD Standards Orientation Briefing must be scheduled with the Air Force CAD Manager at least 1 week in advance. Upon class completion, the Contractor Project Manager shall notify the Air Force Project Manager of class completion.
d. The Contractor shall obtain all Vandenberg AFB manuals and the CD-ROM package from the Air Force CAD Manager during the VAFB CAD Standards Orientation Briefing.
e. The Contractor may request additional VAFB CAD Standards Orientation Briefings.
These will be performed as available.
2.7.6 CAD Compliance:
The Contractor shall ensure that all submittals meet the CAD requirements of the 30CES Drawing Vault. The Contractor shall submit a batch check result with all submittals on the CD/DVDs.
Approval of CAD drawing as-builts shall be at the discretion of the Air Force CAD Manager.
2.8 NON-GRAPHIC DOCUMENTATION:
The Contractor shall use a computer to produce all non-graphic documentation as follows:
a. Microsoft (MS) Word latest format shall be used for all word processing applications.
A word processing program other than MS Word may be used, but the files must be saved in MS Word latest format and the Contractor must ensure that the documents are saved without loss of data or structure. All word processing documents must use a minimum 11-point Arial as the font.
b. MS Excel latest format shall be used for all spreadsheet applications. A spreadsheet program other than MS Excel may be used, but the files must be saved in an MS Excel latest format and the Contractor must ensure that the documents are saved without loss of data or structure.
c. Non-graphic documentation requirements may change at any time during the design for the convenience of the Government.
2.9 AF FORM 103, BCE WORK CLEARANCE REQUEST:
The Contractor shall adhere to all 30CES Work Clearance Request Requirements. After contract award and prior to assume or start construction, the Contractor is responsible in processing a work clearance throughout the base coordinating agencies. The base, 30CES Customer Service Unit (CSU) located at Bldg. 11439 will be able to assist the Contractor’s in filling out the AF Form 103 properly. If the project requires locating underground utilities, the 30CES Operations Flight shops will be available to assist based on their coordination comments. Along with the AF Form 103, the Contractor shall request a copy of the AF Form 332 from either the base Contracting Officer and/or the assigned Project Manager. In addition, the Contractor shall have a hard copies of construction floor plans, layout, sketches and/or maps that support the construction project effort as part of the AF Form 103 processing. The Contractor shall complete the entire AF Form 103, BCE Work Clearance Request to include full coordination by all required coordinating agencies, shall be reviewed and approved/signed by the 30CES approving authorities. It is the Contractor’s responsibility to have a completed and approved/signed AF Form 103 at all times, at the project site(s) prior to beginning, during and at completion of any construction activities including clearing, laydown, mobilization, grubbing and exploratory geophysical work, etc.
2.10 MONITORING REQUIREMENTS:
Any and all monitoring (including but not limited to UXO monitoring, biological monitoring, avoidance of biologically or culturally sensitive areas) is the responsibility of the Contractor. This may be required based on what is described in the approved/signed AF Form 103 and the AF Form
332. It is the responsibility of the Contractor to follow all the proper requirements when performing investigative and research activities. 30CES may be able to provide some assistance with monitoring but this does not relieve Contractor of full responsibility.
3.0 DESIGN PHASE
The Contractor shall complete development of plans and specifications in accordance with defined levels of effort necessary to construct the project and provide as-built drawings (both electronically and in hard copy) for retention by the Government. The Contractor shall be responsible for implementation, research, coordination, and execution of all regulatory reviews, ensure technical adequacy of the final design, and provide quality control of all phases of the contract. Any concept design provided to the contractor is for reference and design coordination use only. It may not reflect final design conditions and it shall not be assumed to meet all specifications or CAD standards. The Contractor is responsible for all research, interviews and investigation required for the project.
3.1 PROJECT PHASING:
The Contractor shall accomplish this project in phases as agreed upon by the Base Civil Engineer (BCE) assigned PM (or COR), CO and production staff. All telecommunications and meetings shall be coordinated by the Contractor with the CO and the PM (or COR). The Contractor shall submit meeting minutes within two (2) working days after each teleconference or meeting. The Contractor shall complete the work as described in this document.
3.2 SHOP DRAWINGS:
The Contractor shall submit shop drawings. The shop drawings shall be representative of a 100% complete design and include all major scope items from the Contractor. These drawings will not require the certification of a registered architect or engineer, but should be sufficiently detailed to allow a construction contractor to complete the work.
3.2.1 RE-SUBMITTALS:
The Contractor may be required to re-submit the shop drawings if after review by the Government determines the submitted design does not meet the requirements set forth in the contract. Any submittal that upon review by the Government has technical errors or omissions will be rejected and shall be required to be resubmitted.
3.3 DESIGN DEFICIENCIES:
Government approval of the shop drawings does not relieve the Contractor from the responsibility to comply with all applicable documents as identified in paragraph 2.5. The Contractor shall be responsible to correct design deficiencies and provide appropriate revised drawings to the Government within 5 calendar days of notification by the CO. These design deficiencies may be identified at any time between approval of the shop drawings and final inspection. The Contractor shall be responsible for performing any rework of construction required to correct the design deficiency at no additional cost to the Government.
4.0 CONSTRUCTION PHASE
Upon the approval of the CO and issuance of the construction Notice to Proceed (NTP), the Contractor may commence on-site construction activities. The Contractor shall complete the work as described below:
4.1 ON-SITE FIELD OVERSIGHT:
The Contractor shall provide the manpower, equipment, material, services, and transportation necessary to ensure oversight services throughout accomplishment of this design-build (DB) contract. It is the responsibility of the Contractor to establish and maintain open communications between salient authorities associated with accomplishment of this contract. During all aspects of work both the Site Superintendent (SS) and the Contractor Quality Control Manager (QCM) shall be on site. The SS and QCM shall be two separate individuals unless expressly allowed for otherwise authorized by the Contracting Officer. Contractor shall comply with the attached Quality Control Specifications, 01 45 01.
4.2 PERMITS:
It is the responsibility of the Contractor to identify all permits, clearances and other documents required for construction as part of the design phase of this project. The Contractor shall obtain and pay for the identified permits, clearance and other documents prior to construction.
4.3 DELIVERY/WARRANTY:
The Contractor shall complete all inspection and commissioning requirements prior to final inspection. Following final inspection, the Contractor shall deliver to the Government the signed and sealed as-built drawings in both hard copy and reproducible format. The Contractor shall issue a warranty in accordance with FAR 52.246-21. All parts and product warranties shall be provided with all paperwork completed by the Contractor on the Government’s behalf.
4.4 AS-BUILTS:
Within 14-days after the final inspection, the Contractor shall deliver to the Government the signed and sealed as-built drawings in both hard copy and reproducible format. The Contractor shall provide as-built drawings (both electronically and in hard copy) for retention by the Government.
The Contractor shall ensure the final as-built drawings meet the latest VAFB CAD standards. The Contractor shall not assume any provided design or existing as-built meet all CAD standards. The Contractor is solely responsible for ensuring the accuracy and completeness of the as-Built drawings. The Contractor shall ensure at least one copy of the as-built drawings is submitted on Mylar.
4.5 SURVEYING/GIS FILES:
All projects that include surveying and/or GPS data collection must provide results in GIS formats according to the formats designated in Vandenberg AFB Specification Section 01 00 00. This is in addition to any other report or files generated by survey work.
4.6 FINAL PAYMENT:
A minimum of 5% of the contract cost shall be withheld until the as-built drawings meet any and all requirements by the 30CES Drawing Vault. All corrections shall be made prior to final payment.
5.0 GENERAL REQUIREMENTS
5.1 QUALIFIED PERSONNEL:
The Contractor shall ensure that only qualified, competent personnel carry out the tasks outlined in this SOW. Competent is defined as registered professional or, where registration is not applicable, trained, and/or certified in their respective field.
5.2 AIR FORCE PROPERTY:
All materials gathered and/or developed in the performance of these tasks listed shall be returned to and become property of the Air Force; and shall not be used and/or distributed by the Contractor without specific written permission of the Contracting Officer.
5.2.1 QUALIFIED RECYCLABLE MATERIALS:
Material resulting from demolition activities shall be turned-in by the Contractor through the Vandenberg Recycling Center (VRC), Qualified Recycling Program (QRP) and the Defense Logistics Agency (DLA) Disposition Services (aka DRMO). Both the VRC/QRP and DLA Disposition Services are located on base (along Utah Ave.), their offices is at Bldg. 11510 and the VRC/QRP disposal facility is at Bldg. 11520, Warehouse/Compound. As a last result, all other demolition or recyclable materials that are NOT accepted by these agencies, it shall be disposed to an authorized off-base landfill location, as appropriate. The Vandenberg Air Force Base
(VAFB) landfill is no longer available for project waste disposal at VAFB. Prior to turn-in recyclable materials, the Contractor shall segregate all of materials to the greatest extent feasible.
Consult the VRC/QRP and the DLA Disposition Services staff to assess the recyclable items for proper handling procedures. NOTE: VRC/QRP and DLA Disposition Services are a separate organization and/or agencies.
• Type of recyclable materials accepted by the VRC/QRP are:
a) Scrap Metals: Copper, aluminum, stainless steel, iron, bronze, brass, lead others, which contained in items such as wire, cable, pipe, conduit, duct work, beams, siding, roofing, doors, framing, water heaters, remnants, etc.
b) Government-Procured Furniture: either serviceable or unserviceable from areas such as offices, classrooms, waiting areas and/or conference rooms.
c) Wood of all types: treated or untreated wood items such as pallets, dimensional lumber, crates, spools, power poles, railroad ties and tree logs (including usable treated or untreated scrap wood).
• Types of recyclable materials accepted by the DLA Disposition Services are:
a. All accountable equipment items (those listed on a Government Customer
Authorization/Customer Receipt Listing (CA/CRL, aka “Accountable Equipment List). Users and/or bldg. occupant shall determine what will be turn-in by the Contractor.
b. Electrical or electronic components, that is, anything powered by electricity or containing electronic circuit cards.
c. Precious metals, such as gold, silver and platinum. Note: copper is not a precious metal and should be turn in to the VRC/QRP.
d. Munitions or Strategic Listed Items if any. Users and/or bldg. occupant shall determine what will be turned-in by the Contractor.
e. Military or Aerospace-unique items: those items manufactured/modified specialty for military and/or aerospace use. Users and/or bldg. occupant shall determine what will be turned-in by the Contractor.

5.3 DESIGN AND CONSTRUCTION REQUIREMENTS:
The Contractor shall ensure the project conforms to all applicable Federal, State and local laws, regulations and base-specific standards and applicable Unified Facilities Criteria (UFC). Where there is a conflict between the referenced standards, the most stringent shall take precedence. All work accomplished by the Contractor shall comply with these criteria unless a waiver is obtained from the Air Force when conditions warrant such consideration. The Contractor is responsible for all research, interviews, and investigation required for the project.
6.0 GOVERNMENT FURNISHED ITEMS
The following is a list of specific items of GFE/GFM support that the BCE will provide:
• None specific to the project.
6.1 STAGING AREA:
The BCE will identify a space on the job site or in a base Contractor staging area where the Contractor may deliver non-hazardous materials within the installation. An approval from Base Planning Section as part of the AF Form 103 is required for laydown areas.
6.2 EXISTING ENGINEERING PLANS AND AS-BUILTS:
The BCE will provide the Contractor access to any existing, available and allowable engineering plans, drawings, diagrams, aerial photographs, digitized map files, etc., to facilitate evaluation of the site(s), as needed or requested. The primary method of access is for the Contractor to be allowed into the 30CES Design/Drawing Vault (located at Bldg. 11433) for research on available documents. Access to the 30CES Design Vault will be granted to the Contractor after contract award. The Contractor’s use of any existing plans, drawings, diagrams, etc., does not relieve the Contractor from ensuring the design matches existing site conditions or complying with Vandenberg AFB CAD Standards.
6.3 PRECONSTRUCTION MEETING:
The BCE will host a pre-construction (i.e., Kick-Off) meeting to advise and coordinate on local procedures, safety and security requirements and project coordination activities as if necessary or as requested by the Contractor. The PM will arrange for a suitable Kick-Off meeting location with teleconferencing capabilities to ensure CO and/or PM (COR) participation. The PM will ensure the appropriate base agencies representative attend the Kick-Off meeting to provide necessary information or briefings to facilitate the success of the contract effort.
6.4 BASE REQUIREMENTS:
The BCE will advise the Contractor of the location and processes to obtain the following as needed:

a. Personnel identification badges, vehicle passes, and/or entry permits.
b. Information on base fire prevention/security practices and procedures.
c. Access to utilities (electrical, water, sewer, phone, etc.) This includes a supply (e.g., fire hydrant or stand pipe) of large quantities of potable water.
d. Security escorts for work in restricted areas.
e. Safety training classes for the purpose of allowing access within secure or hazardous areas.
f. A paved area where equipment can be cleaned.
g. A set of keys to locks as necessary.
6.5 30TH CIVIL ENGINEER SQUADRON PROJECT MANAGER (PM):
The BCE will provide a PM who will review and certify the Contractor’s progress by signing an AF Form(s) 3064 and 3065 and Monthly Status Reports for the Contractor. In most cases, the assigned PM will perform the required reviews and recommended approvals. Note: If the PM does not agree that the progress is as represented by the Contractor, he/she shall return the documents to the Contractor for correction.

7.1 SUBMITTAL PROCEDURES:
The Contractor shall follow the attached Submittal Procedures Specification, 01 33 00 steps to all of the above noted “Tables of Deliverables”.
7.2 PROJECT MANAGEMENT PLAN (PMP):
The Contractor shall submit a Project Management Plan that includes a description and flowchart of personnel involved with the project and a thorough description of construction management.
The construction management narrative shall include timing of permitting, lead time for material, use date for user, etc.
7.3 ACCIDENT PREVENTION PLAN (APP):
The Contractor shall submit an Accident Prevention Plan that analyzes and addresses all safety concerns according to all specifications and other requirements.
7.4 QUALITY CONTROL PLAN (QCP):
The Contractor shall submit a Quality Control Plan that analyzes and addresses all safety concerns according to all specifications and other requirements. The Quality Control Plan shall include a copy of a certificate of training in Construction Quality Management for Contractors (US Army Corps of Engineers (ACoE) and/or NAVFAC) for each of the Quality Control Managers (QCM).
7.5 CONTRACT PROGRESS SCHEDULE (AF Form 3064):
The Contractor shall submit a signed AF Form 3064, Contract Progress Schedule, depicting an overall contract progress schedule for the main elements of work for the period of performance as described in the Table of Deliverables above. The Contractor shall also provide a line graph depicting actual construction progress (solid line) versus scheduled construction progress (dotted line) throughout the period of performance. The BCE PM will sign the AF Form 3064 and send to the Contract Specialist (or COR) for coordination and approval by the CO.
7.6 CONTRACT PROGRESS REPORT (AF Form 3065):
The Contractor shall submit AF Form 3065 as described in the Table of Deliverables above. This report shall be signed by the contractor’s on-site representative in the Remarks section of the AF Form 3065. The work elements and percentages of the total job identified on the AF Form 3065 shall be identical to the work elements and percentages on the AF Form 3064. If the Contractor is more than 5% behind schedule, the Contractor shall note in the “Remarks section” the reason why and what is being done to get back on schedule. The BCE PM will sign the AF Form 3065 and send to the Contract Specialist for coordination and approval by the CO. If the Contractor requires reimbursement of a high dollar value item, the item shall be identified on the AF Form 3065, an appropriate percentage applied, and the item must be received and stored on site.
7.7 MONTHLY STATUS REPORT (MSR):
The Contractor shall submit Monthly Status Reports that communicate activities accomplished during the previous period, document discussions, identification of problems, proposed solutions, corrective actions taken, outstanding issues, and record issues or concerns. The Monthly Status Report shall include a financial tracking table containing columns with the following headings:

b. Current Project Status (summary of work previously completed and completed during the current reporting period).

d. Effort % Complete
e. Dollars % Expensed To Date
f. Dollars Earned This Month

An AF Form 3064 and AF Form 3065 signed by the BCE PM and CO and a Monthly Status report shall accompany each invoice. The AF Form 3064, AF Form 3065, Monthly Status Report and invoice shall all cover the same period of time.
7.8 KICK-OFF MEETING:
It is the responsibility of the Contractor to coordinate the date and time of pre-construction (i.e., Kick-Off) meeting with the PM and CO. During the meeting, the Contractor shall present a complete overview of the project and review the schedule, highlighting any issues (review periods, material submittals, etc.) which are key to maintaining the schedule. The Contractor shall take meeting minutes to include the recording of the attendance list.
7.9 PROGRESS MEETINGS:
The Contractor shall perform Progress Meetings as described in the Table of Deliverables. These meetings will include all relevant base POC’s and Contracting Personnel on an as needed basis.
These meetings will cover the progress made in the past period and will include any pertinent issues which could affect future contract progress. The following items shall be covered:
a. Meeting Attendees and Contact Information
b. Project Percent Complete (Actual and Scheduled)
c. RFI’s and Statuses
d. Material Submittals and Statuses
e. Three Week Look Ahead
f. Schedule
g. Safety

7.10 FORMAT OF DELIVERABLES:
The Contractor shall provide an electronic copy of all deliverables, formatted for use on the latest version and compatible with the Government’s version of Microsoft Word, Excel, Adobe Acrobat, and AutoCAD. The Contractor shall date all deliverables. The Contractor will be provided samples of the deliverables, upon request.
7.11 PRE-FINAL INSPECTION:
The Contractor shall conduct a pre-final walk through inspection with Base personnel and publish the pre-final inspection findings in a pre-final inspection (punch list) report. The Contractor shall include a draft DD Form 1354, Transfer and Acceptance of Real Property to the BCE PM for review. The initial draft DD Form 1354 should be submitted to the BCE PM at minimum 30-days prior to expected date of Final Inspection.
7.12 FINAL INSPECTION:
The Contractor shall conduct a final inspection with base personnel and publish the findings in a final inspection report. The inspection shall concentrate on the items identified at the pre-final inspection and recorded in the pre-final inspection (punch list) report. A final inspection shall not be performed until the pre-final inspection (punch-list) report has been resolved. At the final inspection, the Contractor shall present a completed DD Form 1354, Transfer and Acceptance of Real Property to the Base Civil Engineer (BCE) or other appropriate organization for signature and acceptance, if required.
7.13 CONTRACT CLOSEOUT BOOK:
Upon completion of the project and prior to final payment, the Contractor shall provide to the Government a Contract Closeout Book submittal. The Contract Closeout Book shall contain: the completed AF Form 103; a completed submittal register; a completed AF Form 3064; a copy of the approved as-built drawings in Adobe Acrobat format; a completed DD Form 1354;
manufacturers’ and/or product warranty data; certificates attesting the product, system, and/or materials meet specification requirements; operation manuals, commissioning reports, and test reports not previously submitted on an AF Form 3000; recovered/salvageable materials and/or landfill disposal tickets, if applicable; any other documentation necessary to record compliance with technical requirements, administrative requirements or terms and conditions of the contract.

9.0 OTHER REQUIREMENTS
The Contractor is also responsible for the following:
9.1 A-E PROJECT MANAGER:
The Contractor shall assign a responsible registered engineer or architect to oversee the design phase. The registered engineer or architect assigned to oversee the design phase shall maintain a project file containing all correspondence and criteria pertinent to the design efforts required in performance of the contract.
9.2 DESIGNER OF RECORD:
The term “Designer of Record” in the context of this contract shall mean the principal professional Architect or Engineer in the State of California. The Contractor shall serve as the “Designer of Record” and, as such, will ensure that all completed designs and as-built drawings are signed and sealed by registered professionals. The Contractor is accountable for all aspects of the completed design and as-built drawings under all applicable Federal, State and local laws, regulations and base-specific standards.
9.3 WRITTEN SUMMARIES:
The Contractor shall prepare written summaries of all meetings, field investigations, and design review conferences held in conjunction with this contract. The Contractor shall submit them to the Air Force Project Manager for concurrence. All action items shall clearly state the requested information and the party responsible for providing the information. This summary should be submitted within two (2) calendar day.
9.4 RECYCLABLE MATERIALS:
The Contractor shall make every effort to use recyclable materials for all submittal documentation.
9.5 CONTRACTOR PAYMENT INVOICE:
The Contractor shall submit an invoice for payment in accordance with (IAW) DFARS Clause 252.232-7006 Wide Area Work Flow.

9.6 ENERGY EFFICIENCY:
Energy-efficient technology and equipment is required for all projects at Vandenberg AFB as mandated by the Energy Policy Act of 1992.
9.7 SUSTAINABLE FACILITY DEVELOPMENT:
In an effort to comply with the affirmative procurement requirements of Section 6002 of RCRA and Executive Order 13101, the Government strongly promotes the use of recycled and recovered materials and products identified in the Environmental Protection Agency's Comprehensive Procurement Guidelines. These materials and products must meet the requirements of the Specifications, must not delay the progress of work, and must not be cost prohibitive. EPA guideline items are seen as the minimum that should be considered when evaluating recycled/reuse materials. Other materials and products not listed, but commonly used in industry outside of the Government should also be considered. Material and product submittals for all recycled-content items should list the recycled and recovered materials used and the percentage content.
