Performance Work Statement

PERFORMANCE WORK STATEMENT (PWS)

FOR

HEATER RENTAL

FOR BLDG. 1900

05 Mar 2019

30TH SPACE WING

VANDENBERG AFB, CA

1.0. Objective:

The 1st Air & Space Test Squadron (1 ASTS) is part of the 30th Operations Group (OG) within the 30th Space Wing on Vandenberg AFB, CA. The purpose of the resulting contract is to provide a temporary heating solution to Bldg. 1900 until a permanent solution can be put in place.

2.0. Scope of Work:

2.1. The Contractor shall furnish all labor, equipment, material, transportation, tools, and supervision necessary to install a temporary heating solution in Bldg. 1900 in accordance with (IAW) the requirements of this Performance Work Statement (PWS) and the contract terms and conditions. The installed heating solution must be able to maintain a temperature of 65 degrees Fahrenheit for the operation period.

The installed heating solution must also be certified by Santa Barbara County Air Pollution Control District emission requirements, if applicable. The installed heating solution must also provide a minimum of 3M BTU utilizing electric heaters.

Rental equipment must be returnable if deemed unnecessary to keep facility sufficiently heated.

2.2. The Contractor shall coordinate all work with the 1 ASTS Bldg. 1900 Facility Manager to ensure minimum impact to 1 ASTS operations.

2.3. Any materials damaged en route or during install will not be accepted by the

Government and shall be replaced by the Contractor at no additional cost to the Government.

2.4. The Contractor is responsible for removal and proper disposal of all trash and debris generated from this effort.

3.0. Description of Work:

As part of the proposed effort on this contract, the Contractor shall accomplish the following tasks:

3.1. Installation of Heating Solution.

3.1.1. Contractor shall install a temporary heating solution inside the high bay of

Bldg. 1900 consisting of electric heaters. The heating solution shall produce a minimum of 3M BTU.

3.1.2. Contractor shall provide portable generator capability to power a minimum of two (2) heater/air handler combinations as a backup power supply.

3.1.2.1. Generators shall be registered as California Air Resources Board Portable Equipment (PERP) or have a permit to operate issued by the Santa Barbara County APCD for operations at various locations within the District.

3.1.3. Contractor shall provide wire routing diagram of provided electrical cabling from the Bldg. 1900 circuit breakers to the provided equipment.

3.1.4. Contractor shall provide six (6) 150kW heaters, necessary air handling equipment and required ducting from and to the facility high bay.

3.1.5. Contractor shall provide a sufficient length of electrical cabling necessary to connect heaters to facility power.

3.1.6. Contractor shall connect all electrical cabling to Bldg. 1900 circuit breakers.

3.1.7. Contractor shall provide proper grounding of all equipment and ducting to prevent the buildup of static electricity due to moving air.

3.1.8. Contractor shall be available to ensure installed equipment is providing heat to achieve a minimum of 65° Fahrenheit in the high bay.

3.1.9. Contractor shall have the solution operational No Later Than (NLT) one (1) week after contract award.

3.1.10. Contractor shall provide initial training to operate installed equipment.

3.1.11. Contractor shall be available in person for maintenance by the next business day if equipment failure occurs during the operating period.

3.1.12. Contractor shall provide automatic transfer switch (ATS) for the portable generator. If commercial power fails, the ATS shall automatically connect the portable generators to power two of the heaters and AHUs.

3.2. Equipment Operation.

3.2.1. The solution must be capable of running for 16 continuous hours every day for the period of operation.

3.2.2. Solution must be capable of maintaining Bldg. 1900’s large bay’s temperature at a minimum of 65° Fahrenheit for the period of operation.

3.2.3. Contractor shall provide automatic transfer switch (ATS) for the portable generator. If commercial power fails, the ATS shall automatically connect the portable generator to power two of the boilers and AHUs.

3.3. Dismantling & Removal of Heating Solution

3.1.1 Installed heating solution will remain operational until 30 Sep 2019. In the event Government requires the heating solution beyond 30 Sep 2019, the Government will give the Contractor preliminary notice in accordance with the applicable option clause of its intent to exercise the option to extend to term of the contract.

3.1.2 Contractor is responsible for proper dismantling and removal of all Contractor installed heating solution equipment and accessories in Bldg.

1900 after period of operation has expired.

3.1.3 The Contractor shall coordinate with the Vandenberg Recycling Center and

DLA Disposition Services to arrange for recycling and diversion of waste to the maximum extent practicable.

3.4. Additional Services:

3.4.1. Asbestos Containing Material (ACM). In the event the Contractor should encounter ACM during performance, the Contractor should immediately cease work and shall immediately contact Mr. Daniel Carson (Hazardous Waste Program Manager, 805-606-2359) in Bldg. 11146.

The Contractor shall also immediately notify the Contracting Officer.

3.4.1.1.The Contractor shall prepare a modification proposal for sampling and abatement of the ACM. The proposal shall identify cost of labor, material, other direct costs, and indirect cost rates. The Contractor shall make the best effort to solicit competitive subcontractor quotes when pricing the modification proposal should the contract propose to subcontract the asbestos sampling/abatement. Should the Contracting Officer determine the additional work to be within the scope of the contract, a modification will be processed to record the proposed changes.

The Contractor shall not perform additional work without an executed contract modification.

4.0. Final Inspection & Acceptance

4.1. The Contractor shall notify 1 ASTS Point of Contact (POC) and schedule a final inspection after project completion. The Contractor shall ensure the job site is thoroughly cleaned and ready for final inspection. The Contracting Officer or the Contracting Officer’s designated representative and the Bldg. 1900 Facility Manager shall be present for the final inspection.

4.2. Punch-List Items. Reperformance of may only be requested by the Contracting Officer and shall be completed within 24 hours of notification unless otherwise noted. If re-performance is necessary, it shall be completed at no additional cost to the Government. If a reperformance is required, the Contracting Officer shall notify the Contractor in writing.

5.0. Hours of Operation

5.1. The Contractor is responsible for conducting business, during normal hours of operation between the hours of 8:00 a.m. and 4:30 p.m. Pacific Standard Time (PST), Monday through Friday excluding weekends and recognized federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor is required to perform services during normal hours of operation (standard hours) unless provided specific written authorization by the Contracting Officer to work Special Hours. The Contractor must submit a request and justification for working non-standard hours to the Contracting Officer at least three (3) working days in advance. Inclement weather, operational delays, and security related delays might affect the contractor’s work periods. The Contractor may be required to temporarily stop work for operational requirements, special events, installation exercises, or while Distinguished Visitor (DV) familiarization visits/tours are conducted. Notification to the Contractor to shall be provided by the Contracting Officer as required. The Contractor must make allowances for these events and resulting lost time will not be reimbursable.

5.2. Recognized Federal Holidays. The Contractor is not required to perform services on recognized federal holidays unless provided specific written authorization by the Contracting Officer to work Special Hours. The following is a list of recognized federal holidays:

6.0. Desired Skills & Knowledge.

6.1. Contractor shall have knowledge on Heating Ventilation and Air Conditioning

(HVAC) system, air handling and ducting configuration.

6.2. Contractor should have knowledge and ability to comply with federal, state, Air Force, local, and county laws and regulations governing the work requested in this statement.

7.0. Environmental Requirements

The Contractor shall adhere to all environmental requirements in addition to any other environmental coordination and laws applicable. Refer to PWS Attachment 1 – Vandenberg AFB Environmental Specifications Section 01 57 20

7.1. All materials to be removed and/or disposed of by the Contractor shall remain the property of the Government.

7.1.1. The Contractor shall make every effort to recycle materials generated by this effort to include but not limited to woods and metals. The Contractor shall contact the Vandenberg Recycling Center (805-605-1143/0102) to coordinate disposal of Government Office Furniture, Wood, and Scrap Metal.

7.1.2. The Contractors shall coordinate with DLA Disposition Services (previously “DRMO”) at 805-606-9852 for proper disposal of items noted in PWS Attachment 2 – 30 CES GovStuff Instructions.

8.0. Hazardous Material Requirements

8.1. The contractor shall obtain approval from the government's hazardous material supply system (known as HAZMART), by processing an Air Force Form 3952, Chemical/Hazardous Material Request Authorization (or electronic equivalent), for all of their hazardous materials with the HAZMART, 30 CES/CEIEC, Building 5500, (805) 605-7573 or 605-3870, prior to using any hazardous materials on

VAFB.

8.2. Contractor shall report their monthly hazardous materials usage for their activities on VAFB to the HAZMART. By reporting all of the monthly usage through the HAZMART, the contractor shall meet VAFBs reporting requirements for air emissions, EPCRA Toxic Release Inventory (TRI), solvent usage, and hazardous materials.

9.0. Historical Drawings & Site Condition Data

9.1. The 30th Civil Engineering Squadron (30 CES) will provide the Contractor access to any existing, available and allowable engineering plans, drawings, diagrams, aerial photographs, digitized map files, etc. to facilitate evaluation of the site(s), as needed for this effort. However, responsibility for field verification and accuracy shall remain with the Contractor.

9.2. Drawings (if provided) shall not be construed as complete or accurate records of existing site conditions. The Contractor shall perform research into the available historical records (only those records pertinent to this project) located in the 30 CES Vault (if applicable). Use of available historical records provided by the Government does not relieve the Contractor of responsibility for verification and validation of existing site conditions, coordination of existing conditions in parallel with proposed requirements, and above-grade/below-grade condition assessment.

9.3. Failure to verify/validate existing site conditions does not relieve the Contractor of the responsibility to provide a complete, operating, and acceptable system.

10.0. Government Owned Property

10.1. All materials gathered and/or developed in the performance of these tasks listed shall be returned to and become property of the Government; and shall not be used and/or distributed by the contractor without specific written permission of the Contracting Officer (CO).

11.0. Government Furnished Items & Services

11.1. Equipment/Material. The Contractor shall provide all equipment, accessories, materials, and tools required to provide a heating solution to Bldg. 1900. All installed equipment/accessories shall be UL/ETL approved.

11.2. Utilities. Electrical outlets are available in most areas. The Contractor shall not change or modify any utility system or component; or connect any Government property, equipment or system without prior Contracting Officer review and writing approval authorizing change/modification. The Contractor shall practice energy/resource conservation in its use of Government provided utilities.

11.3. Facilities. The Contractor shall provide its own portable toilet and sanitary facilities.

11.4. Security, Fire, And Medical Response Services. The Government shall provide police and fire protection. In the event of a medical emergency, base ambulance service for transporting an injured employee to a local hospital is available on a cost reimbursement basis. Emergency services may be obtained by calling 9-1-1 from a base phone or 805-606-3911 on a cellular phone. The Government will provide initial medical treatment for life-threatening emergencies. It shall be the responsibility of the Contractor or Contractor employee to seek continued medical treatment if needed. The Contractor or employee shall reimburse the Government for all Government-provided medical services.

12.0. Work Coordination

12.1. Work Clearance Request. The 30 CES Customer Service (Bldg. 11439) will assist the Contractor with efforts to fully complete the Base Civil Engineering Work Clearance Request (AF 103). It is the Contractor’s responsibility to have a completed and approved AF 103 prior to beginning any activities including clearing, laydown, mobilization, grubbing, exploratory geophysical work, etc. It is also the Contractor’s responsibility to maintain any markings provided by Base agencies.

12.2. AF 103 Coordination. Coordination of the AF 103 requires a physical presence to carry the document around to multiple agencies on VAFB for coordination. AF 103s will require the Environmental Protection Plan (EPP) to be completed before the final signatures can be obtained. While assistance may be granted towards completion of the AF 103, all responsibility is on the Contractor to coordinate and accomplish. Multiple AF 103s may be accomplished for a given project, within reason. The Contractor may wish to accomplish separate AF 103s for different aspects of work. The Contractor must provide concise maps of the areas involved in the work including major aspects of the work locations.

12.3. Staging Area. The Base CE will identify space on the jobsite or in a base contractor staging area where the contractor may deliver non-hazardous materials within the installation. An approval letter from Base Planning is required for laydown areas. These areas must be included on a map and coordinated via an AF 103.

13.0. Applicable Documents/Permits. The Contractor shall identify and comply with all applicable federal, state, and local statutes; Air Force/ Military instructions, manuals, handbooks, regulations, guidance, and policy letters; Executive Orders; American Petroleum Institute Codes; National Association of Corrosion Engineers; National Fire Protection; Steel Structures and Painting Council; National Electrical Code; Uniform Fire Code; Occupational Safety and Health Administration (OSHA) regulations; Environmental Protection Agency regulations; and International Building Code including all changes and amendments in effect on the date of issuance of each contract. It is the Contractor’s responsibility to identify and comply with all applicable and relevant requirements.

It is the responsibility of the Contractor to identify all permits, clearances and other documents required for this project.

14.0. Security Requirements

14.1. At all times, while on Vandenberg AFB (VAFB) premises, Contractor employees shall comply with VAFB security requirements imposed by the Installation Commander. The Contractor shall obtain all necessary passes, decals, badges, or other items required for access to perform contract services at VAFB. The Contractor shall be responsible for accountability of all such media issued to Contractor personnel and these media shall be surrendered to the 30th Security Forces Squadron (30 SFS) Pass and Registration Section upon completion or termination of the contract or upon termination of an individual’s employment with the Contractor. The Contractor shall comply with all VAFB policies regarding entry to the installation, rules of the road, contingency operations compliance, and photography prohibitions. Contractor employees are authorized entry to the installation only for the purpose of work under this contract, and are not authorized in other facilities or areas without prior Government authorization. Due to safety/security requirements, Contractor personnel shall be required to fluently speak, understand, read, and write English.

14.2. Main Base Access. Entry requirements are subject to change, without notice, due to installation and world situations. For base access all contractor employees are subject to a background check through the Federal Bureau of Investigation. Current security access restrictions at the Santa Maria Gate (Main Base Entry Gate) require all Contractor vehicles (which are the size of a standard bread delivery truck or larger) to enter only through the Lompoc Gate (located at intersection of Santa Lucia Road and Pine Canyon Road). There is a vehicle check pull-off area at that gate and the Contractor will be required to submit to a vehicle search prior to gaining entry to the base. Contractor should plan and allow for delays as a result of in-place security procedures.

14.2.1. The Contractor shall coordinate access to facilities with the 1 ASTS POC.

14.2.2. The Contractor shall brief all personnel that they shall immediately leave any area upon notification by the Contracting Officer, constituted authority, or the Security Forces, when directed, as occasional operational requirements, real world activities, or emergencies dictate.

14.2.3. The Contractor shall not employ persons for work on this contract if such employee is identified to the Contractor by the 30th Security Forces Squadron (30 SFS) as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population. Due to safety/security, all Contractor personnel shall be able to fluently speak, read, and write English.

14.2.4. Contractor Vehicles. Each Contractor vehicle shall have the name of the Contractor exhibited on each side of the vehicle. The Contractor shall provide company identification tags and vehicle identification at no additional cost to the Government.

14.3. Physical Security. The Contractor shall be responsible for safeguarding all government equipment, information and property provided for Contractor use.

14.4. Contractor Personnel.

14.4.1. Contractor personnel shall present a neat appearance and be easily recognizable. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges that contain the company name and employee name.

14.4.2. Contractor personnel shall comply, and ensure that Sub-Contractor personnel comply, with current federal, state, local, Department of Defense (DoD), and Air Force regulations, plans, and policies including all applicable parts of the Air Force Occupational Safety and Health Standard (AFOSH) and United States Department of Labor Occupational Safety and Health Administration (OSHA).

14.4.3. The Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest, nor shall the Contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with (IAW) DoD 5500.7-R, "Joint Ethics Regulation (JER)", "Standards of Conduct," Dated August1993.

15.0. Contractor Manpower Reporting

15.1. The Contractor shall report ALL Contractor labor hours (including Subcontractor labor hours) required for performance of services provided under this via a secure data collection site. The Contractor is required to completely fill in all required data fields at http://www.ecmra.mil.

15.2. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September.

While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.

16.0. Deliverables

16.1. Meeting Minutes. The Contractor shall take meeting minutes to include the recording of the attendance list. These shall be submitted via email to the Contracting Officer within one (1) business day of the meeting being held.

16.2. Final Inspection Report. The Contractor shall provide a final inspection report.

The report must be submitted within seven (7) calendar days of the final inspection.

The final report shall include a summary and map of all work performed.

16.3. Shop Drawings.

16.3.1. Drawings, diagrams and schedules specifically prepared to illustrate some portion of the work.

16.3.2. Diagrams and instructions from a manufacturer or fabricator for use in producing the product and as aids to the Contractor for integrating the product or system into the project.

16.3.3. Drawings prepared by or for the Contractor to show how multiple systems and interdisciplinary work will be coordinated.

16.4. Manufacturer’s Instructions.

16.4.1. Statements printed on the manufacturer's letterhead and signed by Preprinted material describing installation of a product, system or material, including special notices and Material Safety Data sheets concerning impedances, hazards and safety precautions.

16.5. Operations and Maintenance Data.

16.5.1. Data that is furnished by the manufacturer, or the system provider, to the equipment operating and maintenance personnel. This data is needed by operating and maintenance personnel for the safe and efficient operation, maintenance and repair of the item.

16.5.2. This Data is intended to be incorporated in an operations and maintenance manual or control system.

17.0. Invoicing. The Contractor shall invoice electronically to the Defense Finance Accounting Service (DFAS) utilizing the Wide Area Work Flow (WAWF) application on the Procurement Integrated Enterprise Environment website (www.wawf.eb.mil) within five

(5) working days of completion of work. The Contractor shall notify the 1 ASTS identified in the WAWF clause of the contract upon submittal of invoice for processing. The Contractor shall provide supplemental documentation with the invoice to be uploaded in WAWF. Supplemental files shall include work orders issued and other documentation that was generated for each task (inspection records). Supplemental files are used to validate invoice pricing.
