ALIGNMENT MACHINE

for the

30 LRS/LGRV

Statement of Objectives 5 September 2018

1.0 BACKGROUND

30th LRS/LGRV requires a vehicle alignment rack that will be used to properly align vehicle fronts ends. This will save the Government money on premature, uneven wear on tires and vehicle front end parts. In addition, this will save the Government approximately four hours in vehicle down time and manpower.

2.0 OBJECTIVES

To receive a fully installed and properly working alignment machine, with installation by a factory trained and approved crew. The machine will be installed on the 30th LRS/LGRV shop floor in building 10711. The vendor will coordinate with the Government Customer on the exact location inside building 10711 for the installation of the alignment rack. The vendor will provide training to four (4) Government mechanics on the operation and maintenance of the machine.

3.0 DECRIPTION OF WORK

Install an Alignment Machine/System that at a minimum meets the following salient characteristics:

Lift length of at least 40’ Overall width no more than 106” Inside runway to runway – 54” Equipped with gradual incline capabilities Removable Runway Sections Turning aligners must be able to support 32,000 lbs. per axle weight

Alignment rack shall be able to support light weight vehicles (i.e. ½ ton pickup trucks) as well as 44,000 lb. heavy duty trucks (i.e. Fire Engines)

Machine should require limited maintenance other than occasional greasing at the rear raised runway pivot points. All maintenance requirements shall be submitted in writing at time of installation and training.

Vendor shall also supply 24” Heavy Duty Air Jack. The jack shall meet the following salient characteristics:

Dual cylinders for 24” runways Capacity of 3500 lbs. per 25lbs of line pressure Include sets of 6.625”, 7.5”, and 10” and fabricated axle supports Set of 7.5” Safety Stands

Unit shall require a 110V or 120V outlet for power and be a plug in type (Not Hard Wired)

An example of an acceptable unit would be a drive on style alignment rack that is a minimum of 24 inches tall with aligner turn tables and removable runway sections.

Provide training to four (4) Government mechanics on the proper operation and maintenance of the machine.

A minimum 1 year warranty will be included on the equipment and installation. Warranty shall begin on date of site acceptance.

4.0 DESIRED SKILLS AND KNOWLEDGE

The installers must be factory trained to install the vendors Alignment Machine.

The Government will furnish electricity. Any other requirements shall be requested along with the vendors quote.

6. Base Access

6.1 MAIN BASE ACCESS: Current security access restrictions at the Santa Maria Gate (Main Base Entry Gate) require all Contractor vehicles (which are the size of a standard bread delivery truck or larger) to enter through the Lompoc Gate only (location at the intersection of Santa Lucia Road and Pine Canyon Road). There is a vehicle check-pull off area that location, and the Contractor may be required to pull-off and submit to a vehicle search prior to gaining entry to the base. The Contractor should plan and allow for delays as a result of in-place security procedures.

6.2 BASE ACCESS REQUEST: Upon contract award, the CO shall provide the Contractor with an SW Form 539 (SW 539), Contractor Application for Access, to complete and submit to the 30th Security Forces Squadron (30 SFS) at the VAFB Visitor Control Center (VCC), Building 17596. The CO signed SW 539 shall designate Contractor points of contact (POC) with vouching authority to request base access for Contractor personnel for the purpose of performing work under this contract. Designated Contractor POCs shall apply to the 30 SFS at the VCC for additional instructions. Due to safety/security requirements, all Contractor personnel performing work on VAFB are subject to background checks.

6.3 CONTRACTOR OWNED VEHICLES: All Contractor-owned vehicles for use under this contract shall be readily identifiable. Identification shall include displaying Contractor name in a clear and unobstructed location on the vehicle.

7 SECURITY REQUIREMENTS

7.1 PASSES: Contractor shall be responsible for obtaining all necessary cards, passes, badges, buttons, decals, or other items required for access to the areas in which the work will be performed. Contractor shall apply for vehicle and individual identification media at 30 SFS, Pass and ID Section.

Upon completion or termination of the contract or an individual's employment on the contract, the contractor shall retrieve all identification and base access media issued and surrender it to 30 SFS, Pass and ID Section.

7.2 ENTRY POLICY: Contractor shall comply with all VAFB policies regarding entry to the installation, rules of the road, compliance during contingency operations, and photography. The Contractor's employees are authorized entry to the installation only for the purpose of work and are not authorized in other facilities, areas, or buildings without proper prior authorization.
