Questions and Answers

1. Are there any mechanical as-built drawings available for this building?

a. There aren’t any as-built drawings available for the mechanical system of 7011.

2. Are there any electrical as-built drawings available for this building?

a. The only available electrical as-built drawings are the fire alarm as-built drawings which have been posted to FBO.gov.

3. Are there any fire alarm as-built drawings available for this building?

a. The available fire alarm as-built drawings have been posted to FBO.gov.

4. Per attachment 1, Principal Features of Work, paragraph 6 states “the escorts will be provided by the end user and are outside of the scope of this project”, how many escorts at one time will be available to the contactor during construction?

a. One escort will be provided, but an additional escort will be available at the vehicle entrance to get equipment and manpower in and out.

5. Per attachment 1 states “the contractor shall caulk all walls around the inside perimeter of the room where the walls rest on the floor slab and where the walls intersect with the ceiling slab above”. During the site visit where the walls rest on the floor slab there is rubber cove base around the perimeter walls. Is the cove base to be removed and replaced throughout the protected space to achieve the caulking at the wall and floor intersection?

a. The contractor will have to take whatever necessary steps to achieve the room being airtight enough to contain the fire suppression agent. Applicable codes shall be met with respect to the sealing of protected spaces.

6. Operations and Maintenance Manuals will be supplied which includes information for

Preventative Maintenance. Is this sufficient to meet the requirements of Specification Section 01 78 00-5 1.05 Preventative Maintenance? Is a separate Preventative Maintenance procedure being requested and if so, is there an AFB template to be used/followed?

a. The O&M manuals are sufficient.

7. Please confirm that it is acceptable to walk on the Unistrut / metal tray while installing the Fire Protection Systems?

a. A structural analysis of the unistrut has not been performed, so the government doesn’t know if it is acceptable to walk on the unistrut.

8. Please provide ceiling heights for both rooms.

a. The ceiling is approximately 20 to 25 ft high, but the contractor will need to verify during design.

9. Please provide the height of the Unistrut /metal tray.

a. The tray is approximately 10 feet high, but the contractor will need to verify during design.

10. Will the government be providing military escorts for project personnel for the entire duration of the project?

a. Yes, but they must be scheduled a minimum of 2 weeks in advance.

11. Will escorts require installation personnel to take pre-determined breaks during the course of the day? Please provide the break schedule.

a. The contractor will be required to take the standard breaks required by labor laws.

12. How many dampers are within the scope of this project?

a. The contractor will need to verify the number of dampers required as a part of the design build process.

13. Please provide mechanical drawings of the room / building.

a. These drawings are not available.

14. Will AutoCAD files of the rooms be provided upon contract award?

a. Yes, all available AutoCAD files will be made available to the contractor.

15. Please provide some information /direction on the requirements to protect the equipment in the data center.

a. The contractor will need to determine what reasonable steps will be required to protect the equipment during construction.

16. What are normal working hours for this project?

a. Normal working hours are 0700-1600.

17. Please define what “Architect of Record” is required to sign and stamp the drawings?

NICET Level 4? Fire Protection Engineering (FPE)? Etc.?

a. A fire protection engineer is acceptable in lieu of a NICET level 4 technician.

18. Will an Electrical P.E. or F.P.E. be considered an equivalent to the NICET Level 4 requirements?

a. A fire protection engineer will be acceptable in lieu of a NICET level 4 technician.

19. Does the existing electrical system have spare 120VAC breakers to accommodate new equipment & panels?

a. The panels have space for additional 120V breakers, but there are no spare breakers available.

20. How many air handing units are in the room? Please provide the CFM per unit.

a. That information is not available. If the contractor requires that information then they will need to verify during design.

21. Please define how many Power Shut-Off Points the successful contractor will be required to provide.

a. The contractor will have to place one and only one Emergency Power Off point for each electric room. The purpose of the EPO is to have a single disconnect point for the entire electric room.

22. Who will perform the Pre-Final and Final Inspection?

a. The contractor, base contracting, and the Civil engineering project manager. The contractor will be required to schedule the inspections at least a week in advance.

23. Please define the spare equipment required for each fire protection systems.

a. For the clean agent system itself, there would not be any spare parts (we aren't asking for extra nozzles, extra cylinders etc.) but for the releasing system itself, we would require 10% of initiating devices (smoke detectors etc. including bases), 10% of notification devices (discharge beacons, strobes, horn strobes etc.), a spare bypass switch (the key switch they turn when they are testing to avoid discharge during routine maintenance) and a spare abort switch.

24. FA-001 General Note 26 states a hot smoke test is to be conducted to verify smoke exhaust system. Is Fire Suppression/Alarm contractor responsible for this test? If yes, is there standard/criteria that is to be used?

a. Yes, the selected contractor will required to perform this test. The test must be conducted in accordance with applicable codes.

25. What are the dimensions of Room #309 and Room #205?

a. Please see the plans, but the contractor will need to verify the dimensions as a part of the design build process.

26. SOW section 2.2.1 4th paragraph states “contractor shall demolish existing smoke and heat detectors in rooms #309 and #205.” What Fire Alarm Devices are to be removed?

a. The Contractor shall remove the existing smoke and heat detectors in room 309 and

205.

27. Where is the Building Fire Alarm Control Panel located?

a. On the northernmost interior wall near the doorway.

28. Is painted red conduit required?

a. No

29. Is painted red clean agent discharge piping required?

a. No

30. Is it existing pre-action fire sprinkler system protecting rooms #309 and #205?

a. There is an existing wet pipe system protecting rooms 309 and 205.

31. Scope of Work on drawing FP-001 States “Existing wet sprinkler system will remain as the primary fire suppression system for the entire building …” What work is to be done to the fire sprinkler system?

a. See SOW.

32. Stated in spec section 212200 1.02 Part 3A “All work relating to the design and installation of the wet pipe sprinkler and/or pre-action sprinkler system.” What work is to be done to the fire sprinkler system?

33. Stated in spec section 212200 1.02 Part 4D “… dedicated 20-amp breaker to each fire system control panel and the pre-action air compressor...” What work is to be done to the fire sprinkler system?

34. Is there any work to be done to the existing fire sprinkler system?

35. Can it be clarified what is the existing fire sprinkler system?

a. See as-built drawings provided on FBO.gov

36. Where is the riser room located?

a. Fire water supply is from a 6” fire water main feeding two 4” fire sprinkler riser located inside the van area.

37. Where is the EPSMS Panel located?

a. There is not currently one in existence. This project will require the design and construction of said panel. Its location shall be proposed by the awardee, and is subject to approval by the Base.

38. Are there any HVAC mechanical drawings available?

a. There are no HVAC drawings available.

39. General Notes on drawing FP-001 #16 states “provide manually activated exhaust system to facilitate the extraction of any remaining clean agent after the hold time of total flooding discharge...” Is it the intent to have a purge exhaust fan system installed? Can the existing HVAC be used for this?

a. Yes. The intent of this requirement is per UFC 3-600-01 section 4-11.3.3 is to remove any remaining clean agent after the facility is fire safe (fire extinguished and ready to turn back over to the user). The UFC states that the exhaust system can be integrated into the HVAC system for that enclosure.

40. Is the contractor responsible for sealing of the entire enclosure?

a. Yes, it is essential that no clean agent be allowed to dissipate from the room.

41. Is it the intent to have smoke dampers installed?

a. The dampers are to prevent the clean agent from escaping the room during a discharge.

42. Can the locations of the dampers needed to install be noted on drawings?

a. The provided drawings are concept only and not complete. The contractor shall verify and complete this as a part of the design build process.

43. Stated in spec section 212200 section 1.06 “Main/ Reserve Switch.” Is it the intent to have a main/reserve clean agent system installed?

a. No.

44. Stated in spec section 212200 section 2.01 “Manufacturers” Kidde Fire Systems is proven to be an equal manufacturer. Kidde Fire Systems is a global leader in fire protection, protecting people, property, and processes from fire hazards. Is Kidde Fire Systems an acceptable substitution?

a. As long as the product is "non-proprietary" and the government is provided with all programming tools available it would be acceptable. By all tools we mean any programmers, computer software, key codes etc. If the government will incur cost to continually attend training for programming rights, then it wouldn't be an acceptable alternate. Keep in mind that the releasing panel needs to be separate from the building fire alarm system and it must report all alarm, supervisory and trouble signals to the building fire alarm system for transmission to our central station.

45. Stated in spec section 212200 section 2.06 Fire Extinguishing Clean Agent part A “Clean agent HFC-227ea, or equal ” Allowing only one type of gas as the fire suppression agent the solicitation does not comply with Air Force Engineering Technical Letter 01-18, " Fire Protection Engineering Criteria - Electronic Equipment Installations", Section 7.3.11.

Therefore, responses to the solicitation proposing other authorized fire suppression gases should be permitted. Is Novec 1230 an acceptable substitution?

a. It states “or equal” which allows for more than one type of gas to be considered. It is the contractor’s responsibility to ensure that the "clean agent gas" and installation are in compliance with ETL 01-18 and NFPA 2001. The government will only reject a specific gas if it isn't in compliance with these 2 documents. The intent of 7.3.11 and

7.6 is to eliminate Halogenated, agents, Hydrofluorocarbon and Perfluorocarbon agents and only use agents that have no known adverse environmental impacts.

46. Is there a staging area provided to the contractor?

a. Yes, the contractor will be able to select a staging area. There is space available both inside the fence line of 7011 and outside the fence line, however, the approval of the staging area will be accomplished during the AF Form 103 work clearance process to be completed after award.

47. Is the work to be done between normal working hours?

a. Yes, all work shall be done during normal working hours.

48. Are bathrooms facilities provided?

a. Yes, the contractor can utilize the restrooms inside of building 7011.

49. Can the Project Superintendent also function as the CQC Manager or the Site Safety Health

Officer or can the CQC Manager also function as the Site Safety Health Officer?

a. The SSHO can be either the Superintendent or the QC Manager, however, the

Superintendent cannot be the QC Manager.
