Limited Lead-Based Paint Survey Vandenberg Air Force Base

1.0 Introduction/Project Scope

Insight Environmental was contracted to perform a limited lead-based paint (LBP) survey of Building 475 Located on Vandenberg Air Force Base in Lompoc, California. Representative painted surfaces at the subject site were inspected as part of our survey, which was conducted as part of due diligence process prior to the pending HVAC and Boiler Room upgrades at the subject site.

This report represents the field data, visual observations and findings related to the limited lead-based paint (LBP) survey of the site. All field work was conducted by a State-Certified Lead · Inspector/Assessor on September 17, 2014. The results , assessments and findings stated in this report are representative of the conditions observed at the property at the time of our inspection.

Lead inspections determine the presence of lead in paint and other suspect lead-based components (ceramic tile, porcelain , etc.) by taking readings from representative surfaces throughout the testing area or room. This survey was limited to accessible surfaces only, which are planned for renovations/demolitions. This survey was conducted through a surface-by-surface visual inspection of painted components on building materials to determine areas of deteriorated LBP which may pose a potential hazard of lead exposure, and to determine appropriate work practices for renovation or disturbance of the structures in question. The scope of services involved field testing through use of an X-ray fluorescence (XRF) instrument, which provides instantaneous readings in the field. The XRF instrument is used because of its demonstrated abilities to accurately determine the amount of lead that is present without disturbing the painted surfaces as well as their high speed and relatively low cost per sample. The XRF device is capable of measuring lead in both deteriorated and intact paint. All field readings collected as part of this survey are provided in Appendix I for review.

1.1 Subject Site Background: The site consists of one stand-alone structure. The exterior of the building consists of metal and Transite siding. The site features metal windows and metal doors with associated case work throughout.

1.2 Scope of Project: Insight Environmental , Inc. was authorized to perform a limited lead-based paint survey of the subject site to determine the presence of lead-based paint (LBP) and note the condition of those surfaces. This survey was limited to the interior and exterior painted surfaces anticipated for disturbance during the upcoming HVAC and Boiler Room upgrade project within Mechanical Rooms 1/2 and 3 and the Boiler Room. All field testing was conducted on September 17, 2014. The findings of this survey will be used by contracting personnel to determine appropriate lead abatement or mitigation requirements prior to the pending renovations.

1.3 Inspection Protocols: All inspections include a visual inspection of site surfaces to identify painted components and general site conditions. Field testing is performed by a CA Certified Lead Inspector/Assessor using a Niton X-Ray fluorescence (XRF) lead paint analyzer.

1.4 Sampling Methodology: Screening for lead-based paint or lead containing materials is conducted by XRF or paint chip sampling. The XRF sampling method uses a field instrument (X-Ray Fluorescence or XRF gun) to characterize suspect painted surfaces and components.

XRF equipment is used to sample materials suspected of being coated with lead-based paint and lead-containing materials by "reading" the suspect materials through direct contact. The advantage of this method is that it provides instantaneous results and is a non-destructive method which allows for the collection of as many samples as time allows for the daily cost of the instrument. This survey method can also identify lead in ceramic tiles, porcelain or other suspect building materials. The survey attempts to define the extent of LBP and estimate quantities where possible. Paint is determined positive using the CA Dept. of Health Services criteria for Santa Barbara County of 1.0 milligrams per square centimeter (mg/cm2). During the survey, the front of the building was designated as the "A" side, with the remaining sides designated as B, C and D continuing in a clockwise manner.

1.5 Instrument Calibration: The calibration of the Niton XLP 300A X-Ray fluorescence (XRF) instrument is done in accordance with the Performance Characteristic Sheet (PCS) for this instrument. These XRF instruments are calibrated using a calibration standard block of known lead content. Calibration readings are taken before and after each property is tested to insure manufacturer's standards are met. If for any reason the instruments are not maintaining a consistent calibration reading within the manufacturer's standards for performance on the calibration block supplied by the manufacturer, manufacturer's recommendati.ons are used to bring the instrument into calibration . If the instrument cannot be brought back into calibration, it is taken off the site and sent back to the manufacturer for repair and/or re-calibration .

1.6 Inspection Company Information: The inspection was performed by Ben L. Blaker, with Insight Environmental , Inc. Ben L. Blaker is a Certified Lead Inspector/Assessor (No. 19039) with the California Department of Health Services.

1.7 Inspector Training and Qualifications: All inspectors utilized are Certified Lead Inspectors/Assessors, having obtained certification through the California Department of Health Services (CDPH). All inspectors have taken a State-certified 40 hour Inspector/Assessor course and passed the State Inspector/Assessor Exam. All field personnel have also been trained in the use, calibration and maintenance of the X-Ray Fluorescence (XRF) equipment they currently use, along with necessary principles of radiation safety through a training program provided by the manufacturer.

1.8 Equipment Information: The field instrument used on this project was a Niton Model XLP 300A X-Ray fluorescence (XRF) lead paint analyzer (Serial No. 81685). The Niton instrument uses a high performance, electrically-cooled, solid-state detector optimized for lead (Pb) analysis using L-shell and K-shell x-ray detection. This instrument allows for XRF spectrum analysis in the field with automatic Positive/Negative decision and automatic corrections for substrate bias and age of source. All negative classifications in all paint-test modes are verified by negative K-shell x-ray readings. 2.0 Lead Paint Chip Sampling

The California Department of Public Health guidelines consider lead levels of 0.5 percent lead by weight (5000 parts per million (ppm) or mg/kg) or greater as lead-based paint which may be a potential hazard. In 1978, the Consumer Product Safety Commission (CPSC) banned lead containing paint containing greater than 0.06% lead in residential paint.

The following paint samples were taken from the exterior and found to contain 5000 parts per million (ppm) or greater (CDPH threshold level):

• Metal siding (18,000 ppm) from Side A (front)

The following paint samples were taken from the exterior and found to contain less than 5000 parts per million of lead (CDPH threshold level):

• Metal siding near Mechanical Room 1/2

• Metal siding near Boiler Room

• Concrete cinder block wall near northwest corner

3.0 XRF Paint Analyzer Survey Findings

Per Santa Barbara regulations, paint is defined as "lead-based" at a concentration of 1.0 mg/cm2 using XRF technology. We tested a total of 31 separate surfaces in the field using XRF analysis. Please refer to the attached data tables found in Appendix 1 for a summary of all XRF readings collected from the site. The following is a summary of our survey findings: ·

Surfaces testing Positive for Lead-Based Paint (LBP) at >1.0 m'cllcm2: We have listed below those surfaces tested and presumed to be coated with paint containing lead concentrations greater than 1.0 milligrams per square centimeter using XRF equipment, and are therefore considered positive for lead based paint per Santa Barbara County and California Regulations. Please see Appendix 1 for all XRF field readings.

None of the other painted surfaces tested inside or outside the Mechanical Room and Boiler Room with the XRF Paint Analyzer, were found to be coated with lead-based paint (concentrations greater than 1.0 milligrams per square centimeter) .

4.0 Conclusions & Recommendations

Conclusions: A lead paint survey has been conducted within the selected areas of the subject site.

Our survey has revealed the following :

• Limited components in the areas of anticipated disturbance of Mechanical Room 1/2 and 3 and the Boiler Room were found to contain lead at concentrations above the local regulatory level of

1.0 mg/cm2 using XRF methodology.

• In lieu of further testing, all exterior components at the subject site should be considered to be coated within lead-based paint.

Recommendations: The following recommendations are provided for your consideration as part of the planned renovations within the subject site:

1. Insight Environmental Inc. recommends a comprehensive lead survey be conducted of the interior and exterior painted surfaces to determine the exact location and concentrations of lead-based paint at the subject site.

2. We recommend that all disturbances of lead-based paint or any coating containing elevated levels of lead be performed by lead trained personnel using lead safe work practices, including dust reduction methods or containment as necessary to prevent generation of a lead hazard. This may include appropriate containment, wet methods and use of hand tools or similar methods that will minimize the genera.tion of airborne dust emissions and potential lead hazards. All work should be performed in accordance with all local, State and Federal regulations.

3. It is the responsibility of the contractor conducting LBP disturbance work to protect employees, the general public and prevent contamination of the site when disturbing lead. The contractor must comply with current OSHA regulations and the EPA's Renovation Repair and Painting (RRP) Rule, which requires the use of "lead safe work practices" when disturbing lead. This includes the use of wet methods, proper containment and dust controls during all disturbance work where lead dust may be generated. Proper clean-up using HEPA vacuums and damp wiping methods are also recommended. The use of mechanical means (i.e., sanding, grindings, etc.) to remove paint with detectable levels of lead is not recommended unless the equipment is properly equipped with HEPA exhaust.

4. The following mitigation tasks are anticipated where lead coatings or components may be disturbed as part of the renovation/demolition work:

• Lead safe work practices should be utilized when disturbing lead-based paint coated surfaces.

This work must be performed by lead-trained personnel within proper containment and with proper environmental controls. This includes during paint preparation or removal of components.

5. Any lead-containing waste materials shall be properly characterized, stored and transported to a permitted facility for off-site disposal or treatment/recycle under current regulatory requirements per Title 22 of the California Code of Regulations. Representative wastes should be properly characterized for disposal in accordance with federal and state regulations. We can assist in this process as necessary to ensure that wastes generated by the proposed renovation activity are properly assessed and disposed of in accordance with current regulatory requirements.

6. Any disturbance of building materials containing detectable levels of lead is subject to OSHA's Lead Exposure in Construction Rule (29 CFR Part 1926) and Cal/OSHA's Construction Lead Standard (Title 8, CCR, Section 1532.1 ). The state regulation states that employers can assume that disturbance of coatings or materials shown to contain less than 0.06% lead by weight or 600 ppm will not result in exposures above the Action Level (30 ug/m3 lead in air). Negative exposure monitoring is the responsibility of the employer/contractor and must be conducted by job description to address the various tasks which will be conducted by the individual employees.

7. Written specifications or a Work Plan for this project can be provided upon request. The work plan will describe recommended work practices and other compliance with current regulatory requirements. The written specification should be provided prior to contractor bid submittal.

8. Project monitoring, including ambient air sampling, may be performed by a 3rd party consultant as necessary during lead mitigation or abatement tasks to document airborne exposure or contamination issues. Monitoring tasks should be performed by a Certified Lead Project Monitor in accordance with CDPH requirements per Title 17. Monitoring is recommended to ensure that the abatement contractor is complying with regulatory requirements and project specifications.

Employee monitoring is the responsibility of the individual contractor or employer and must be conducted in accordance with OSHA requirements. 5.0 Exclusions and Limitations

All data collection , findings, conclusions and recommendations presented within this report are based upon limited data using current standard practices accepted within the industry. This report reflects only the data collected from readily accessible areas and/or specific testing locations and therefore, should not be considered comprehensive or all encompassing. The presence or absence of lead-based paint or lead-based paint hazards applies only to the tested or assessed surfaces on the date of the field visit. It should be understood that conditions noted within this report were accurate at the time of the inspection and in no way reflect the conditions at the property after the date of the inspection.

It should not be misconstrued that this assessment has identified any or all envi~onmental conditions at the subject site. The consultant makes no representations regarding the accuracy of the enclosed data and will not be held responsible for any incidental or consequential loss or punitive damages including but not limited to, loss of profits or revenues, loss of use of a facility or land, delay in construction or action of regulatory agencies.

The data collected during this assessment and any resulting recommendations shall be used only by the client for the site described in our report. Any use of or reliance upon this report and supporting data by a party other than the client and it's designated representatives, shall be solely at the risk of such third party.
