FA4610-15-R-0025; Install Fire Detection System, Bldgs 1657 & 1659 Question and Answers

1. Do existing buildings have fire protection systems installed?

Answer: No

2. Do existing buildings have fire detection systems installed?

Answer: Yes but outdated and unmaintainable

3. Are existing systems, if installed, to remain in service until after acceptance testing of new system(s)?

Answer: No they are to be demolished

4. Do existing buildings have any form of fire suppression ( ie dry chemical, clean agent) system(s)?

Answer: See question 1

5. Do existing buildings have Mass Notification Systems?

Answer: No

6. Provide ceiling type for all areas of work for this project(s).

Answer: This could have been determined at the site walk. Project is design build. Make an assumption for bidding purposes.

7. Provide wall type for all areas of work for this project(s).

Answer: This could have been determined at the site walk. Project is design build. Make an assumption for bidding purposes.

8. Provide location of any existing alarm panels, power panels, duct type smoke detectors and fire protection risers.

Answer: There is no fire protection riser. The rest, if applicable, can be determined during design.

9. If existing buildings do have any fire detection/protection systems, please advise if they will be partially re-used (wiring, conduit, devices), and if not reused will they be condemned in place or will they need to be removed.

Answer: Existing equipment will need to be demoed. Existing conduits may be reused if they meet code.

10. Does the existing system have to remain functional as the new system is installed?

Answer: Existing system is not functional

11. Who is responsible for any fire watch if required?

Answer: Existing system is not functional. If there is no current fire watch, none will need to be maintained.

12. Who is responsible for any escorts if required?

Answer: None required

13. What areas will require escorts?

Answer: None required

14. Can you provide the Mechanical equipment schedule so as to identify any equipment that needs to be part of the new FA system?

Answer: No, this project is a design build. Equipment that needs to be part of the new FA system will need to be proposed during design.

15. Can you provide the electrical plan sheets for the mechanical equipment so we can identify where to interrupt the power for the new FA system?

Answer: No, this project is a design build. This question can be investigated by the design team of the awardee.

16. Will Plenum wiring be allowed so long as it meets or exceeds base standards for low voltage cable management systems?

Answer: Whatever meets code and base standard will be allowed

17. Can you provide a copy of the fire alarm device layout wall plaque that is located above each existing annunciator or at the main FACP, which shows all the existing locations?

Answer: No

18. Who is responsible for cosmetic repairs to existing wall paper that is no longer available?

Answer: Contractor will be responsible to match existing.

19. Does all exposed conduit have to be painted to match existing surfaces?

Answer: Yes

20. Is red conduit required?

Answer: Unknown. This can be determined during design.

21. Is the existing underground conduit from building 1657 to building 1659 permitted for use for the installation of the new fire detection system?

Answer: Yes

22. Is the existing conduit free and clear of obstructions and "Useable" for the installation of the new fire detection system?

Answer: Unknown

23. If the conduit pathway is not useable will a pathway be provided outside of this cost proposal?

Answer: No

24. Is the use of ceiling mounted notification appliances acceptable for this project?

Answer: This can be determined during design

25. Is the existing Fire Alarm conduit in Bldg. 1657 ¾ inch?

Answer: Unknown. Make an assumption

26. Is there any asbestos in the buildings and if so who is responsible for removing it?

Answer: There are no reports in our database for bldg 1659 which was constructed in 1977 and should be presumed to contain Asbestos and LBP until proven otherwise by sampling for Hazardous Materials such as Asbestos or Lead-Based Paint (LBP).. If any material is suspected of containing friable ACM and must be disturbed, then testing must be performed, and the contractor will be responsible for removal/encapsulation. Bldg 1657 has reports (see attachments in FBO), but the asbestos was abated in 1997. The LBP is only on the exterior of the bldg.

27. Will the work in both buildings be performed during normal business hours?

Answer: Yes

28. Will the base entertain using another manufacturer other than Hochiki?

Answer: We would prefer Hochiki, but the system shall meet the requirements spelled out in the SOW.

29. Is there any equipment in Bldg. #1658 That will be in the way of installing devices from the ceiling? If so can it be moved by the government prior to commencement of work?

Answer: If any equipment must be moved, the contractor will be responsible for moving it away and back to its original location.
