Amendment 02
1. The purpose of this amendment is to provide the answers to questions that were submitted regarding the solicitation for Fuel Tank Stands. Additional questions were submitted prior to the due date, but were not included in the initial amendment. As a result, an additional amendment is being completed and this document will include all questions and answers. This document can be referenced under "Attachment 3
– Question Answers".
2. The questions and answers regarding the subject solicitation are as follows:
Question 1: Can you please tell me if there is an incumbent or if this is a new requirement?
Answer 1: New Requirement
Question 2: Do the heights, 9 ft and 7ft respectfully, refer to the deck height or do they refer to the top of the 42" handrail?
Answer 2: The height refers to the deck height, the 42” handrail allows you to raise and lower them to adjust for the height of the fuel tank.
Question 3.1: Per 5.a. Can you please describe and define "Deck sliders with Rubber Bumpers" and the intent of these?
Answer 3.1: The Deck sliders with Rubber Bumpers are the adjustable sections on the stand to fine tune up to an aircraft surface such as an engine or the fuselage. This will prevent any gaps and will provide fall protection for our members to reach the aircraft from any section of the maintenance stand.
Question 3.2: Can you provide pictures of the concept you are describing?
Answer 3.2: Unfortunately, there are not any pictures of the deck sliders themselves.
Question 4: Per 8. - " OSHA Compliant Height adjustable Stairs & Ships Ladder":
Are BOTH Stairs and Ships Ladder required for each stand?
- For example, will each stand have one set of stairs AND one Ships Ladder?
- Or, is the selection of EITHER OSHA compliant stairs OR Ships Ladder left to the discretion of the awardee?
Answer 4: Yes, each stand will require both adjustable stairs and ship ladders to accommodate the height difference of the wings, depending on fuel loads and aircraft weight and balance. The height of the wing can vary drastically and will require us to work from multiple different elevations.
Question 5: Can you please clarify the required deck sliders? From the description, it sounds like these are going under the wing, so it’s unclear what the sliders will extend out to. Do you want railings on all four sides, or do three sides have railings and the fourth have sliders? If the latter, do you want the sliders on the short end or the long side?
Answer 5: The sliders need to be on all sides, and they extend to engines/ fuselage to limit gap and provide fall protection. The rails sit on the deck and the sliders would sit outside of that for passive fall protection. Removeable railings will be required on all four sides to allow for different configurations of the stand.
Question 6: There is a required 24” vertical height adjustment. Is the intent that the large stand have an adjustment range of 7-9’, 8-10’, or 9-11’? Similar question for the smaller stand.
Answer 6: The 24” adjustment for the large stand is to go from 9’-11’ and the smaller stand would be to go to 7’-9’.
Question 7: What is the required vertical adjustment range for the handrails?
Answer 7: The vertical height adjustment is 24” for the handrails.
Question 8: What is the required delivery timeframe?
Answer 8: As soon as possible.
Question 9: Will the customer be able to remove the stands from the truck and install the removable handrails, or will the vendor be required to provide riggers to unload?
Answer 9: We will require the vendor to unload and install stand and handrails.
3. To provide adequate time for the questions and answers to be considered, the solicitation due date will be extended seven (7) days, from 30 June 2023 to 07 July 2023.
