Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Contracting Activity: Purchase 4 ea EOD 10 Bomb Suits, Helmets and Accessories

Section B: Description of the Supplies/Services Required

Require the replacement of 4 outdated bomb suits for the 2 CES EOD Flight. The most recent EOD Working Group determined that all USAF EOD flights will replace EOD 9 suits with EOD 10 suits through attrition. These suits are used in Garrison as well as in ACFENT deployed locations and must be fit to the individual and modified for use with USAF CBRNE equipment. The enterprise wide policy for the USAF EOD is the National Institute of Justice(NIJ) Standard 0117.01, Public Safety Bomb Suit NIJ Standard dated Apr 16 2016 which is the established standard for bomb suits.

Section C: Justification for Soliciting from a Single Source

MED-ENG makes the only approved bomb suit for not only the Air Force but for all EOD across the DoD. We have four suits that have reached their maximum life span per manufactures requirements due to deterioration. This PPE is a requirement for us to use if we encounter any IED's or suspect packages.

Per the annual EOD panel page 9 section F. iii: the Panel accepted the EWG’s recommendation to procure EOD-10 as a replacement for EOD-9 bomb suits that have exceeded shelf life.

Section D: Efforts to Obtain Competition

The EOD office conducted further market research by referencing catalogs and other generally available product literature published by manufacturers, distributors, deals, and available on-line sources. Conclusively, the research indicated that no other sources were capable of satisfying the agency's requirements.

Section E: Steps to Preclude Future Single Source Awards

None. The 2 CES EOD Flight shall follow the requirements AFCEC, AFIMSC and the EOD Working Group with regards to mandatory equipment that has been approved for use across the USAF EOD community.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
